The success or failure of rural water services in the developing world is a result of numerous factors that interact in a complex set of connections that are difficult to separate and identify. This research effort presented a novel means to empirically reveal the systemic interactions of factors that influence rural water service sustainability in the municipalities of Darío and Terrabona, Nicaragua. To accomplish this, the study employed graphical modeling to build and analyze factor networks. Influential factors were first identified by qualitatively and quantitatively analyzing transcribed interviews from community water committee members. Factor influences were then inferred by graphical modeling to create factor network diagrams that revealed the direct and indirect interaction of factors. Finally, network analysis measures were used to identify “impact factors” based on their relative influence within each factor network. Findings from this study elucidated the systematic nature of such factor interactions in both Darío and Terrabona, and highlighted key areas for programmatic impact on water service sustainability for both municipalities. Specifically, in Darío, the impact areas related to the current importance of water service management by community water committees, while in Terrabona, the impact areas related to the current importance of finances, viable water sources, and community capacity building by external support. Overall, this study presents a rigorous and useful means to identify impact factors as a way to facilitate the thoughtful planning and evaluation of sustainable rural water services in Nicaragua and beyond.  相似文献

Much of the gender and disaster literature calls for more gender-sensitive disaster relief and research by focusing on the ways in which women are more vulnerable in a disaster or on their unique capabilities as community leaders or natural resource managers, which are often overlooked or underutilised in emergency management strategies. As well as seeking to overcome the (strategic) essentialism that is part of these calls and debates, this paper pays closer attention to gender identity and subjectivity as these are constructed and reworked through the disaster process to highlight the complexities and contradictions associated with women's responses to a disaster. This focus, while crucial to gaining a deeper understanding of the gendered dimensions of disaster, also complicates attempts to create more gender-sensitive frameworks for disaster response. It draws on qualitative research conducted with a number of women in the wake of Hurricane Mitch (1998) in Nicaragua.  相似文献

Nicaragua provides an example of how a major disaster, in this case Hurricane Mitch, can transform the national agenda for disaster mitigation and preparedness. Hurricane Mitch was a reminder of how extremely disaster prone Nicaragua is, and also how neoliberal reforms have weakened governmental response capacity. In the face of critiques of how governmental policies had affected preparedness and response, discussions of this transformation became a highly politicised process where the debate over alternative development models tended to overshadow the original calls to strengthen risk management. Progress can be seen in some areas, such as disaster mitigation through environmental management. This study of NGO roles, and their relations with other key actors, draws attention to the need to anchor improved risk management in local-level NGO-government collaboration. Structures are being put into place to achieve this aim, but dependence on donor financing raises questions regarding the longer-term sustainability of these efforts.  相似文献

The occurrence of natural disasters, such as floods and earthquakes, are, in themselves, beyond oar control. However, careful preparation before such events, and the correct management of the problem once it occurs, can both lead to major redaction of the suffering involved.
Disaster preparation and emergency planning are both inextricably linked to politics and economics, both on a national and an international scale. Disasters themselves raise a number of issues of a political or economic nature, and die response to a natural disaster both in the short and the long term is largely determined by the political relations within a country, and between that country and the international community.
This paper examines these issues by taking the examples of the earthquake of Managua, Nicaragua in 1972 and the flooding that occurred in Nicaragua in 1982. These two natural disasters occurred under different administrations in Nicaragua, and tills allows some interesting comparisons.  相似文献

Indigenous, Colonist, and Government Impacts on Nicaragua's Bosawas Reserve   总被引:1,自引:0,他引:1  
Abstract:  We studied the impacts of colonists, two groups of indigenous residents (Miskitu and Mayangna), and management by the Nicaraguan Ministry of Environment and Natural Resources (MARENA) on the forest of the Bosawas International Biosphere Reserve. Indigenous people and colonists subsist on the natural resources of the reserve, and MARENA is responsible for protecting the area from colonization and illicit exploitation. Using geostatistical procedures and Landsat images at three different time periods, we compared per capita deforestation and boundary stabilization in areas with colonists and areas with indigenous peoples. We also examined whether the Mayangna deforested less than the Miskitu and whether the Nicaraguan government has effectively defended the Bosawas boundary against the advance of the agricultural frontier. In addition, we analyzed the current distribution of land uses within the reserve and its contiguous indigenous areas with a supervised classification of current land cover. Indigenous demarcations protected the forest successfully, whereas the Bosawas boundary itself did not inhibit colonization and consequent deforestation. Indigenous farmers deforested significantly less per capita than colonists, and the two indigenous groups in Bosawas did not differ significantly in their effects on the forest. Our results show that indigenous common-property institutions and indigenous defense of homeland have been powerful factors in protecting the forests of Bosawas and that the difficult evolution of a nested cross-scale governance system in Bosawas—under pressure from indigenous peoples—is probably the key to the forest ' s survival thus far.  相似文献

The hydrographic basin of the Atoya river, located in the Department of Chinandega, one of the main cotton producing regions in Nicaragua, is intensively contaminated by pesticides. Samples of river waters and sediments, as well as strategically selected wells have been analyzed to study variations in the concentrations of organochlorine and organophosphorus pesticide residues between the dry season (November-April) and the rainy season (May-June). Generally, higher concentrations of pesticides have been detected in the river waters and sediments in the dry season. DDT, DDD, DDE compounds and toxaphene are the most frequent organochlorine residues found in the water and sediment samples, while endrin, aldrin, dieldrin and lindane are mainly found in the waters of rivers and wells. Organophosphorus compounds were rarely detected. However, residues of ethion, methyl-parathion and ethyl-parathion were found in high concentrations in some river and well water samples. Generally, organochlorine compounds tend to accumulate in the fine grain-size fractions, rich in organic matter, except DDE, which concentrates basically in the coarse grain-size fractions.  相似文献

The distribution of trace metals (Co, Cu, Fe, Mn, Ni, Pb and Zn) was investigated during a year (1994-95) in surface and core sediment samples and in the oyster (Crassotrea rhizophorae) from Bluefields Bay, Nicaragua. the aim was to assess the arthropogenic impact of potential pollutant sources, mainly Bluefields City, since domestic waste waters are discharged directly or by infiltration to the bay. Lyophilised samples were submitted to different acid digestion methods and analysed by flame atomic absorption spectrophotometry. the results showed highest contents for copper, lead and zinc near Bluefields City, with an increase in the affected area in the rainy season that is generated by greater city run off. Metal contents in oysters do not show the same distribution pattern than in sediments and were similar to those from other areas without reflecting pollution levels.  相似文献

The BOSAWAS Natural Resource Reserve of Nicaragua was established in 1991, to protect a portion of the remaining tropical rain forest and to promote the sustainable use of the region's resources. Information required to effectively manage the reserve includes the extents and locations of present land-cover types and recent land-cover changes in the management use zones that were delineated by local indigenous communities. These zones include areas designated for conservation, limited resource extraction, agriculture, and watershed protection. Land-cover for 1986 and 1995 was identified for three of the communities from remotely sensed images and then input into a geographic information system database to identify land-cover types within these management use zones. For both dates of the analysis, advanced forest was the dominant land cover, with the conservation zones entirely forested. The amount of both agricultural land and scrub/early secondary forest increased between the two dates, with much of these land-cover classes occurring in the agriculture zones. Conflicts between the land-cover present and designated use were identified in some of the limited-use buffer and watershed protection zones. Changes between 1986 and 1995 were identified by overlaying the two land-cover data sets. Three change processes were identified as occurring: deforestation, reforestation, and reconversion. Changes were concentrated in the agriculture zones but were found to occur in every type of zone, except for conservation. The results of this study will establish baseline information for the future management of the BOSAWAS Reserve, an important component in uniting conservation areas along the Central American isthmus.  相似文献

The literature on adaptive and multi‐level governance calls for interactive hazard management to increase societies’ resilience. This paper maps the hazard management policies in a poor and hazard‐prone country—Nicaragua—and examines what role the government gives to interactions among different actors at different societal levels. A new analytical framework is developed that includes scope and direction to capture unidirectional or mutual interactions that are either horizontal or vertical. This enables a more complex analysis of interactions than that found in previous research. The review shows that the historical change in the role given to interactions, as a result of a focus on short‐term emergency response being complemented by long‐term risk management, mainly lies in how they are characterised—with more participants and other types of content categories—and the awareness that interactions other than mutual ones can be positive. This illustrates the complexity of the issue of interactions.  相似文献

Nicaragua is one of the four countries most affected by climate change, and coffee production is expected to vastly shrink in some critical areas. This can have considerable effects on social structure since nearly a third of its working population depend on coffee for a living. Social perceptions of climate change and water pressures are a key issue in the public's acceptance of adaptation measures. Furthermore, the existing risk for crop production is not necessarily correlated with the farmers’ awareness of that threat. This paper focuses on coffee producers’ perception of risk and adaptive capacity for coffee crops in Nicaragua in response to climate change and water availability. We aim to analyze how dependent the producers are on water resources, and if this reliance affects their perception of risk and their expectations with regard to public and private support for dealing with adaptation. A survey of 212 representative farmers of the national population of farms in the country's two most important production areas was conducted for this purpose. We consider socio-economic and biophysical variables to explain the farmers’ perceptions. Our findings show that experience and technical capacity are relevant to the adaptive capacity although smallholders do not always show high concern and their expectations with regard to external support are very low. The paper can be useful to prioritize the measures necessary for a greater level of involvement from stakeholders.  相似文献
