In federations such as the United States, governments at various levels are experimenting with new watershed governance arrangements to protect water quality for both ecosystem health and human consumption. Such arrangements may bring previously uncooperative governments together to credibly commit to resource protection under the auspices of new and intricate formal institutions. Given the risks of cooperation, theory indicates that a robust arrangement will contain means of holding governing actors accountable to each other. This paper examines a purportedly successful case, the New York City watershed governance arrangement, to identify how safeguards against intergovernmental opportunism promote lasting cooperation. Using the qualitative method of process tracing, this paper finds that the New York City watershed governance arrangement uses structural, judicial, and popular safeguards against opportunistic behaviors by governing actors that might threaten the resource or the arrangement. The results indicate that such safeguards are present and interact with other safeguards and rule institutions at the state and federal level to maintain compliance. 相似文献

The aim of this work was to determine the concentrations and isotopic compositions of plutonium and uranium in environmental samples for safeguards purposes. An analytical method was developed with a plutonium and uranium separation procedure based on extraction chromatography (using 2 mL TEVA and UTEVA columns) and detection with a quadrupole ICP-MS applying an ultra-sonic nebulizer coupled with a membrane desolvation system. Starting from blank swipes, the background equivalent concentration (BEC) was 8 fg for 239Pu and 1 ng 238U. The method was successfully applied to certified reference materials as well as to round robin samples obtained in the framework of the inter-laboratory exercise program, promoted by the Brazilian–Argentine Agency for Accounting and Control of Nuclear Materials (ABACC), together with the US Department of Energy (USDOE). After the introduction of an additional ion-exchange separation step, the methodology was applied to the IAEA-384 sediment reference sample with precise and accurate total plutonium and uranium, 240Pu/239Pu, 241Pu/239Pu, 234U/238U and 235U/238U atomic ratio results. 相似文献

Reducing Emissions from Deforestation and forest Degradation (REDD+) is a promising mechanism of payments for ecosystem services with the aim to effectively reduce emissions in an efficient and equitable manner. REDD+ is part of the Paris-agreement reached at the UNFCCC COP21 in December 2015, but questions on whether REDD+ will work and bring multi-benefits are still hotly debated. Moreover, the results and messages from research on REDD+ in different regions are mixed, context-based and fragmented. Here, we employ a survey among REDD+ stakeholders, researchers, and consultants to evaluate the opportunities and challenges of REDD+ for achieving effective, efficient and equitable outcomes and co-benefits (3E+). We substantiate our survey results with a literature review. Results suggest that the challenges in achieving the 3E+ relate to the disproportionality between deforestation drivers and mitigation measures, diverging perceptions of equity among REDD+ stakeholders, complexity of property rights, and fragile willingness of stakeholders to engage in REDD+. If these challenges can be successfully addressed by the involved stakeholder groups, they can be turned into opportunities for realizing REDD+. 相似文献
