Following the renewed effort at achieving a new green revolution for Africa, emphasis has been placed on modernizing smallholder agriculture through the deployment of improved inputs especially mechanized technologies. In Ghana, the government has in the last decade emphasized the provision of subsidized mechanized ploughing services to farmers alongside a rapidly growing private sector tractor service market. While mechanized technology adoption rates have increased rapidly, the deployment of these technologies has been without critical analysis of the impacts on production patterns and local agrarian systems. This paper examines the distributional impacts of agriculture mechanization on cropping patterns and farm sizes of smallholder farmers in northern Ghana using Geographic Information Systems (GIS) techniques, and semi-structured interviews with smallholder farmers (n=60). Specifically, comparative analysis of the field sizes and cropping patterns of participant farmers prior to and after the adoption of mechanized technologies was conducted. In-depth interviews were used to contextualize the experiences of smallholder farmers toward understanding how mechanization may be impacting traditional agriculture. Our findings reveal a mechanization paradox in which farm sizes are expanding, while cropping patterns are shifting away from traditional staple crops (pearl millet and sorghum bicolor) to market-oriented crops (maize, rice and groundnuts). This transition we argue, has adverse implications on the cultural dimension of food security, the organization of social life, and climate change adaptation. We recommend a retooling of the current agricultural policy focus to ensure context sensitivity for a more robust battle against food insecurity.  相似文献

Situations of water scarcity challenge sustainability and threaten small users' access to water. In response to this problem, there has been a search for a method of hydrological analysis that can better represent the needs of small water users. While this search is rooted in the debate favouring a more participatory and inclusive allocation of the resource, it also requires a new focus on smallholder hydrology that can confront the gaps and biases found in current hydrological practices in many countries. This article looks at past hydrological practices and also at results of recent studies, highlighting the perspective of smallholder irrigators in surface water planning in Zimbabwe, and groundwater planning in India. These case studies show that wider social forces, not always best science, drive hydrological practices. However, new frameworks focusing on the water user can emerge for more equitable and sustainable water management.  相似文献

Bangladesh experienced one of the worst floods in recorded history in 1998. This paper focuses on the needs and coping strategies of the urban poor in Dhaka City, which had been very badly affected. The city's roads were completely under water, and most areas were water-logged with drainage and sewage systems blocked. Rising water levels compelled many slum dwellers to move to temporary shelters and relief camps. Women and children were the worst affected. The lack of sanitation facilities and privacy forced women and children to defecate in their own homes. There was an acute scarcity of safe drinking-water, and food prices rose dramatically. Diarrhoea, fever and colds were the most common illnesses affecting the poor. The floods left many of them unemployed, and in some families, the result was increased tension and incidents of domestic violence. In some areas, members felt pressured to repay micro-credit loans. Most NGOs, however, suspended loan repayments. During this period, a committee was set up to co-ordinate and work towards addressing some of the main post-flood problems.  相似文献

This study aggregates the narrative findings from the investigation of 12 accidents or ‘near hits’ across a wide range of industrial settings to build a catalogue of organisational and cultural precursors to accidents. It was found that many were important factors in multiple events. It is argued that by addressing these potential vulnerabilities using the findings and proposed tools based upon them, organisations undertaking safety related activities will not only develop greater awareness of these deeper-lying issues but should be able to better control the risks associated with them.The precursors have been classified under eight headings and examples of key findings from three of these are presented. Statements providing potential defences against the identified vulnerabilities have been developed which should enable organisations to scrutinise the adequacy of existing expectations or requirements within their business. Probing questions have been developed based on the statements which should allow an assessment to be made as to whether these have been ‘embedded’ in the organisation.It is argued that organisational vulnerability tools should be developed to enable a systematic approach to ‘diagnosing’ incubating precursors. It is also argued that there is the potential for further resilience to be achieved through the use of models of the complex dynamics of socio-technical processes within organisations.  相似文献

Farmers in the Sahel have been acknowledged for reclaiming degraded lands and improving food security by ingeniously modifying traditional agroforestry, water, and soil management practices. Despite the advantages offered by this range of farming techniques, their adoption rate is influenced by several factors. Using multivariate probit models and a correlation coefficient, this article examines the factors influencing the adoption of five land management practices based on 220 household and 40 farm surveys in four adjacent rural communities in southern Burkina Faso. The model results indicate that household labor force, education of household head, land tenure security, livestock holding, and membership in farmers’ groups influence the adoption of zaï practice, composting, improved fallow, stone bunds, and live hedges. However, two of the surveyed factors ‐ number of farms and visit by agricultural extension staff during the 12 months prior to the survey ‐ were not significant. Furthermore, a significant correlation was found between different land management practices, e.g., the decision to practice zaï is significantly linked to that of live hedges and composting. Zaï practice and stone bunds are considered labor intensive, which explains their significant correlations with household labor force at the 1% and 5% levels of significance, respectively.  相似文献

ABSTRACT

Globally, fisheries are important economic resources and support many coastal communities, but the people that rely on fishing experience a range of environmental hazards. This research surveyed 300 fishing households on Kutubdia Island, Bangladesh, regarding their fishing activities and the conditions and perceptions of risk while fishing at sea. This is an artisanal fishery of small boats used for day trips, and larger but still simple boats used for multi-day trips farther offshore. Many households (62%) reported sickness or health problems while at sea. Medicine or first aid kits are carried by only 35% of the boats. Hazards encountered at sea included bad weather (69%), pirates (60%), unfriendly encounters with larger boats (20%), and engine failure (13%). The 300 households reported that 109 fishers had been lost at sea during the past 21 years. From this we estimate an annual death rate of 1335 per 100,000 fishers here, making it among the most dangerous in the world. Bangladesh needs a regulatory framework for its fisheries to include environmental, economic, political, cultural, and social components. Such a regulatory arrangement would support the Kutubdia fishers and should be incorporated into Bangladesh’s national policy for achieving its sustainability goals.  相似文献

Livestock production is an integral part of smallholder farming systems in southern Africa. While goats and sheep play some role in the smallholder farmer household economy, cattle are the predominant livestock species supplying draught power, milk, manure and meat. Production of cattle is based on range grazing. However, the nutritive value of the range is generally low depending on vegetation type and season. With the rapid increase in human population in southern Africa and the increasing need to produce staple food on a sustainable basis, smallholder farmers are increasingly encroaching onto lands formerly reserved for livestock grazing. Therefore, livestock subsisting on the range require supplementation. Conventional bought‐in supplements are expensive. Fodder trees and shrubs have been integrated within some farming systems of southern Africa as fodder banks with varying degrees of success. Work carried out in Tanzania, Malawi and Zimbabwe is reviewed to provide evidence on how the fodder tree technology has impacted on livestock production with special reference to smallholder dairy production, human food production and smallholder farmers’ income. For the wider adoption of the technology, a synopsis of the different scaling up pathways and approaches adopted by research and development agencies is presented.  相似文献

In this study, the authors investigate farmers’ vulnerability to climate variability and evaluate local adoption of technology and farmers’ perceptions of adaptation strategies to rainfall variability and policies. A survey was conducted in a community in northern Burkina Faso following the crop failure of 2004. In 2006, following a better harvest, another survey was conducted to compare farmers’ actions and reactions during two contrasted rainy seasons. The results confirm that farmers from this community have substantially changed their practices during the last few decades. They have adopted a wide range of techniques that are intended to simultaneously increase crop yield and reduce yield variability. Micro water harvesting (Zaï) techniques have been widely adopted (41%), and a majority of fields have been improved with stone lines (60%). Hay (48%) and sorghum residues are increasingly stored to feed animals during the dry season, making bull and sheep fattening now a common practice. Dry season vegetable production also involves a majority of the population (60%). According to farmers, most of the new techniques have been adopted because of growing land scarcity and new market opportunities, rather than because of climate variability. Population pressure has reached a critical threshold, while land scarcity, declining soil fertility and reduced animal mobility have pushed farmers to intensify agricultural production. These techniques reduce farmers’ dependency on rainfall but are still insufficient to reduce poverty and vulnerability. Thirty-nine percent of the population remains vulnerable after a good rainy season. Despite farmers’ desire to remain in their own communities, migrations are likely to remain a major source of regular income and form of recourse in the event of droughts.  相似文献

Despite the considerable progress made in the last decade towards building governance systems for climate change adaptation in Africa, implementation still limits positive responses. This study applies an iterative process of field assessments and literature reviews across multiple governance levels and spatial scales to identify constraints to effective formulation and implementation of climate change related policies and strategies in Uganda. Data was collected through sex-segregated participatory vulnerability assessments with farming communities in Rakai district, policy document reviews, and interviews with policy actors at national and district levels. Findings reveal that the key challenges to effective policy implementation are diverse and cut across the policy development and implementation cycle. Policies are mainly developed by central government agencies; other actors are insufficiently involved while local communities are excluded. There is also a communication disconnect between national, district, and community levels. Coupled with limited technical capacity and finances, political interference, and absence of functional implementation structures across these levels, climate change adaptation becomes constrained. We propose strategies that enhance linkages between levels and actors, which will improve policy formulation, implementation and ultimately adaptation by smallholders.  相似文献

This paper reflects critically on the results of a vulnerability assessment process at the household and community scale using a quantitative vulnerabilities and capacities index. It validates a methodology for a social vulnerability assessment at the local scale in 62 villages across four agro‐ecological/livelihood zones in Sindh Province, Pakistan. The study finds that the move from vulnerability narratives to numbers improves the comparability and communicational strength of the concept. The depth and nuance of vulnerability, however, can be realised only by a return to narrative. Caution is needed, therefore: the index can be used in conjunction with qualitative assessments, but not instead of them. More substantively, the results show that vulnerability is more a function of historico‐political economic factors and cultural ethos than any biophysical changes wrought by climate. The emerging gendered vulnerability picture revealed extremes of poverty and a lack of capacity to cope with contemporary environmental and social stresses.  相似文献
