This paper presents an environmental hazard assessment to account the impacts of single rainstorm variability on river-torrential landscape identified as potentially vulnerable mainly to erosional soil degradation processes. An algorithm for the characterisation of this impact, called Erosive Hazard Index (EHI), is developed with a less expensive methodology. In EHI modelling, we assume that the river-torrential system has adapted to the natural hydrological regime, and a sudden fluctuation in this regime, especially those exceeding thresholds for an acceptable range of flexibility, may have disastrous consequences for the mountain environment. The hazard analysis links key rainstorm energy variables expressed as a single-storm erosion index (EIsto), with impact thresholds identified using an intensity pattern model. Afterwards, the conditional probabilities of exceeding these thresholds are spatially assessed using non-parametric geostatistical techinques, known as indicator kriging. The approach was applied to a test site in river-torrential landscape of the Southern Italy (Benevento province) for 13 November 1997 rainstorm event.  相似文献

To test the effectiveness of the 404 permit program in preventing a net loss of wetland resources, 75 Section 404 projects permitted in the years 1987–1989 and located in a portion of southern California were evaluated. From this group of projects, 80.47 ha of wetlands were affected by Section 404 permits and the Army Corps of Engineers required 111.62 ha of wetland mitigation. To verify the successful completion of each mitigation project, all 75 project sites were visited and evaluated based on the amount of dead vegetation, growth and coverage, and the number of invasive species. Based on the field verification results, the actual amount of completed mitigation area was 77.33 ha, resulting in a net loss of 3.14 ha of wetland resources in the years 1987–1989. By comparing the types of wetlands lost to the types of wetlands mitigated, it is apparent that, in particular, freshwater wetlands are experiencing a disproportionately greater loss of area and that riparian woodland wetlands are most often used in mitigation efforts. The net result of these accumulated actions is an overall substitution of wetland types throughout the region. Results also indicate that, typically, large-scale mitigation projects are more successful compared to smaller projects and that successful compliance efforts are not evenly distributed throughout the region. We recommend that better monitoring, mitigation in-kind, mitigation banking, and planning on a regional or watershed scale could greatly improve the effectiveness of the Section 404 permitting program.  相似文献

A study of a watershed planning process in the Cache River Watershed in southern Illinois revealed that class divisions, based on property ownership, underlay key conflicts over land use and decision-making relevant to resource use. A class analysis of the region indicates that the planning process served to endorse and solidify the locally-dominant theory that landownership confers the right to govern. This obscured the class differences between large full-time farmers and small-holders whose livelihood depends on non-farm labor. These two groups generally opposed one another regarding wetland drainage. Their common identity as “property owner” consolidated the power wielded locally by large farmers. It also provided an instrument – the planning document – for state and federal government agencies to enhance their power and to bring resources to the region. The planning process simultaneously ameliorated conflicts between government agencies and the large farmers, while enhancing the agencies’ capacity to reclaim wetlands. In this contradictory manner, the plan promoted the environmental aims of many small-holders, and simultaneously disempowered them as actors in the region’s political economy. In 2013,China issued "Air Pollution Prevention and Control Action Plan(Action Plan)" to improve air quality.To assess the benefits of this program in Beijing-Tianjin-Hebei(BTH)region,where the density of population and emissions vary greatly,we simulated the air quality benefit based on Ben MAP to satisfy the Action Plan.In this study,we estimate PM_(2.5) concentration using Voronoi spatial interpolation method on a grid with a spatial resolution of 1 × 1 km~2.Combined with the exposure-response function between PM_(2.5) concentration and health endpoints,health effects of PM_(2.5) exposure are analyzed.The economic loss is assessed by using the willingness to pay(WTP) method and human capital(HC) method.When the PM_(2.5) concentration falls by 25% in BTH and reached 60 μg/m~3 in Beijing,the avoiding deaths will be in the range of 3175 to 14051 based on different functions each year.Of the estimated mortality attributable to all causes,3117 annual deaths were due to lung cancer,1924 – 6318 annual deaths were due to cardiovascular,and343 – 1697 annual deaths were due to respiratory.Based on WTP,the estimated monetary values for the avoided cases of all cause mortality,cardiovascular mortality,respiratory mortality and lung cancer ranged from 1110 to 29632,673 to 13325,120 to 3579,1091 to 6574 million yuan,respectively.Based on HC,the corresponding values for the avoided cases of these four mortalities were 267 to 1178,161 to 529,29 to 143 and 261 million yuan,respectively.  相似文献

生态规划是在调查分析区域内各生态因子的空间分异和承载力,分析人为活动对该区域的影响以及调控方向,为区域资源开发与环境保护提供决策依据,促进区域内自然系统与人类社会和谐发展.科学制定张承地区的生态规划,是建设京津冀生态涵养区的重要支撑.但是目前张家口市生态规划存在专门研究文献非常少、缺乏对微地形的考虑和分析、政府重视程度不够等多个层面的问题.做好张家口市生态规划,要坚持"生态优先、绿色发展"的原则,必须落脚到京津冀协同发展的大政方针,注重京津冀生态系统的整体性特征;必须要紧密结合张家口市当前面临的建成可再生能源示范区、京张联合举办冬奥会等多个发展节点.  相似文献

了解土壤中微生物对氮素降解规律,对于土壤氮污染修复具有重要现实意义.从河北平原潮土中筛选出8种高效氨化细菌、硝化细菌、异养硝化好氧反硝化细菌,对所筛菌种进行16S r DNA分析,选出最适菌株通过固定化载体将菌种制成菌剂.探讨了用加入所筛菌种及拮抗菌的菌液和地表水分别滴灌小白菜对土壤中的氮降解产生的影响,并测定土样磷脂脂肪酸(PLFA)的值.结果表明:以硅藻土为载体硝化细菌的氨氮降解率达到38%,硝态氮合成率为205%;以硅藻土为载体的氨化细菌氨氮合成率为1 711%,异养硝化好氧反硝化细菌的硝态氮降解率达到367%.加所筛菌液滴灌对土壤总氮和氨氮的降解效果较好,硝化作用也较强,加菌后土壤中微生物量明显增加,且更快到达峰值.对不同土样不同时间磷脂脂肪酸数据分析发现,在白菜生长过程中,土壤中的微生物含量均产生了1次峰值,且加入所筛菌的先到达峰值.对于任丘和阜城土样来说,加入所筛菌后,土壤中微生物种类相应增多,对土壤微生物环境有所改善,微生物也比较活跃.  相似文献

河北平原多目标区域地球化学调查在唐山开滦煤田及石家庄-邯郸一带发现了以Se元素为主的土壤地球化学异常。本文利用相关分析、多元统计分析等地球化学方法,对土壤Se异常成因、来源、生态环境效应等问题进行解释与评价。结果表明,燃煤产生的大气降尘是形成土壤Se异常的主要原因。土壤Se异常区小麦、玉米中Se元素含量明显高于非异常区,且有害元素含量不超标。  相似文献

针对目前我国农业生产中的资源环境问题,指出粮食生产成本核算的不完整性,粮食生产造成的资源耗减和环境降级得不到补偿。运用环境经济学原理和可持续发展理论对粮食生产的完全成本进行分析,提出粮食生产的完全成本除包括直接生产成本外,还应包括粮食生产的资源环境成本。论文以南方红壤丘陵区的湖南省祁阳县为研究对象进行案例分析,研究表明,2008年该区域粮食生产的资源环境成本相当于当年农业总产值的36.55%;早、中、晚稻的完全成本分别达到4.27、3.84和4.40元·kg-1,其中资源环境成本分别为1.38、 1.65和1.64元·kg-1,直接生产成本分别为2.89、 2.19和2.76元·kg-1,而实际市场价格分别仅有1.76、 1.90和1.84元·kg-1。研究结果对有关部门制定相关农业政策、调整粮食生产布局、促进区域粮食生产和可持续发展具有一定的参考价值。  相似文献

2009年4月末,发生了一次罕见的粗粒子气溶胶远距离输送造成华南地区出现严重的空气污染事件,其特征主要是气溶胶质量浓度超标,而能见度没有明显恶化,对这次空气污染事件进行分析的结果表明.在过程中,粗细粒子质量比(PM2.5/PM10)有明显的3次下降,最低达到0.3,即PM2.5仅占PM10的30%,这与珠江三角洲地区通常以细粒子为主的污染特征有很大不同,反映了外来粗粒子的侵入特征.长江流域浮尘天气的沙尘粒子变性后,长距离输送污染物叠加本地污染物,造成这次严重空气污染事件.  相似文献
