外部性的存在及制造商治污投资动机不足要求政府对制造商的行为进行相应的规制，政府在制造商的治污投资行为中主要的作用是通过各种措施使得制造裔有动机地去自觉地进行有效的治污投资;政府的主要控制手段包括直接管制及借助市场激励，政府制定环境管理策略的关键因素是“惩罚的力度与激励的强度”。基于社会福利最大化的角度；从制造商的治污投资行为出发研究政府制定环境管理规制的策略，通过一个三阶段的博弈模型分析福利增进量、洽污成本与治污效果等三个因素对“惩罚力度与激励强度”的影响。     

Metabolomic modulations in a freshwater microbial community exposed to the fungicide azoxystrobin

An effective broad-spectrum fungicide, azoxystrobin (AZ), has been widely detected in aquatic ecosystems, potentially affecting the growth of aquatic microorganisms. In the present study, the eukaryotic alga Monoraphidium sp. and the cyanobacterium Pseudanabaena sp. were exposed to AZ for 7 days. Our results showed that 0.2–0.5 mg/L concentrations of AZ slightly inhibited the growth of Monoraphidium sp. but stimulated Pseudanabaena sp. growth. Meanwhile, AZ treatment effectively increased the secretion of total organic carbon (TOC) in the culture media of the two species, and this phenomenon was also found in a freshwater microcosm experiment (containing the natural microbial community). We attempted to assess the effect of AZ on the function of aquatic microbial communities through metabolomic analysis and further explore the potential risks of this compound. The metabonomic profiles of the microcosm indicated that the most varied metabolites after AZ treatment were related to the citrate cycle (TCA), fatty acid biosynthesis and purine metabolism. We thereby inferred that the microbial community increased extracellular secretions by adjusting metabolic pathways, which might be a stress response to reduce AZ toxicity. Our results provide an important theoretical basis for further study of fungicide stress responses in aquatic microcosm microbial communities, as well as a good start for further explorations of AZ detoxification mechanisms, which will be valuable for the evaluation of AZ environmental risk.

Assessing the Institutional Effectiveness of State Environmental Agencies in Turkey

Improving the performance of the state environmental agencies (SEAs) necessitates an effective institutionalization of governmental environmental management functions. There are examples of successful and unsuccessful SEAs in several parts of the world. Analysis and assessment of these cases can deliver useful insights for institution builders. The objective of this article is the assessment of the institutional effectiveness of the SEAs in Turkey through the perceptions of the experts using the Delphi Technique. In this regard, a checklist is developed including 16 criteria and 123 subcriteria to measure the institutional effectiveness of the SEAs. Twenty-eight national and international experts have formed a Delphi panel and evaluated the national and local conditions. Results, based on the perceptions of the experts, indicate that the overall effectiveness of the SEAs is far less than satisfactory. Negative consensus has been reached over the effectiveness of 13 of the16 criteria and 95 of the123 subcriteria; however, no consensus has been achieved over the remainder of the parameters. The survey has also proven that the Delphi Technique can be effectively used for that purpose. Utilization of the checklist method is also useful in diagnosing the problematic components of the SEAs. It is recommended that this approach be used in similar cases elsewhere.

Effects of elevated atmospheric CO2 and tropospheric O3 on tree branch growth and implications for hydrologic budgeting

The forest hydrologic budget may be impacted by increasing CO₂ and tropospheric O₃. Efficient means to quantify such effects are beneficial. We hypothesized that changes in the balance of canopy interception, stem flow, and through-fall in the presence of elevated CO₂ and O₃ could be discerned using image analysis of leafless branches. We compared annual stem flow to the results of a computerized analysis of all branches from the 2002, 2004, and 2006 annual growth whorls of 97 ten-year-old trees from the Aspen Free-Air CO₂ and O₃ Enrichment (Aspen FACE) experiment in Rhinelander, WI. We found significant effects of elevated CO₂ and O₃ on some branch metrics, and that the branch metrics were useful for predicting stem flow from birch, but not aspen. The results of this study should contribute to development of techniques for efficient characterization of effects on the forest hydrologic budget of increasing CO₂ and tropospheric O₃.
