国际环境保护公约中技术转让障碍问题的探讨   总被引:3,自引:0,他引:3  
随着世界各国对全球资源与环境问题认识的逐步提高 ,发展中国家必将签署越来越多的国际环境公约 ,参与到国际环境保护合作中。尽管许多国际环境公约都明确规定了发达国家在资金和技术上支持发展中国家保护环境履行国际公约的义务 ,但是实际履约过程中技术转让的问题并未得到良好的解决。论文将讨论国际环境公约履约中的技术转让障碍问题 ,并以中国履行《关于消耗臭氧层物质的蒙特利尔议定书》 ,实施臭氧层保护行动过程中所存在的实际问题为例 ,对国际环境公约履行中技术转让障碍的原因及其后果进行分析 ,最后对发展中国家所应采取的立场和对策提出建议。  相似文献

The Convention on Biological Diversity's national biodiversity strategies and action plans (NBSAPs) are major mechanisms for mainstreaming biodiversity into national policies. This article examines whether and how the NBSAPs contribute to mainstreaming biodiversity across policy sectors in Finland in order to halt biodiversity loss. We have developed an innovative analytical framework where the concept of responsibility addresses how motivations for mainstreaming can be built, and the concept of social learning outcomes addresses the extent of institutional changes for biodiversity. The Finnish NBSAP processes have been able to build diverse forms of responsibility (liability, accountability, responsiveness and care) in different policy sectors by providing new knowledge, careful process design and developing institutional linkages. Despite pro-biodiversity outcomes in the targeted policy sectors, the responsibilities do not diffuse from the environmental administration to other policy sectors to a sufficient extent. Closing this ‘responsibility gap’ is a key challenge for building effective environmental policies.  相似文献

The wolf (Canis lupus) is classified as endangered in Sweden by the Swedish Species Information Centre, which is the official authority for threat classification. The present population, which was founded in the early 1980s, descends from 5 individuals. It is isolated and highly inbred, and on average individuals are more related than siblings. Hunts have been used by Swedish authorities during 2010 and 2011 to reduce the population size to its upper tolerable level of 210 wolves. European Union (EU) biodiversity legislation requires all member states to promote a concept called “favourable conservation status” (FCS) for a series of species including the wolf. Swedish national policy stipulates maintenance of viable populations with sufficient levels of genetic variation of all naturally occurring species. Hunting to reduce wolf numbers in Sweden is currently not in line with national and EU policy agreements and will make genetically based FCS criteria less achievable for this species. We suggest that to reach FCS for the wolf in Sweden the following criteria need to be met: (1) a well‐connected, large, subdivided wolf population over Scandinavia, Finland, and the Russian Karelia‐Kola region should be reestablished, (2) genetically effective size (Ne) of this population is in the minimum range of Ne = 500–1000, (3) Sweden harbors a part of this total population that substantially contributes to the total Ne and that is large enough to not be classified as threatened genetically or according to IUCN criteria, and (4) average inbreeding levels in the Swedish population are <0.1. ABSTRACT: Current conventions for reporting analytical results from environmental samples brings the objectives of laboratory scientists into conflict with those of environmental scientists. The objective of chemical analyses is to provide estimates of the true composition of samples. Reported results must reflect the analytical uncertainty. Current conventions require left-censoring of those results below the Limit of Detection. The objective of statistical interpretation of environmental data is to provide estimates of the characteristics of ecosystems. Such statistical analyses are often confounded by left-censoring of analytical results. We review the different points of view and propose a compromise which recognizes these conflicting perspectives.  相似文献

Marine protected areas (MPAs) are a critical defense against biodiversity loss in the world's oceans, but to realize near-term conservation benefits, they must be established where major threats to biodiversity occur and can be mitigated. We quantified the degree to which MPA establishment has targeted stoppable threats (i.e., threats that can be abated through effectively managed MPAs alone) by combining spatially explicit marine biodiversity threat data in 2008 and 2013 and information on the location and potential of MPAs to halt threats. We calculated an impact metric to determine whether countries are protecting proportionally more high- or low-threat ecoregions and compared observed values with random protected-area allocation. We found that protection covered <2% of ecoregions in national waters with high levels of abatable threat in 2013, which is ∼59% less protection in high-threat areas than if MPAs had been placed randomly. Relatively low-threat ecoregions had 6.3 times more strict protection (International Union for Conservation of Nature categories I–II) than high-threat ecoregions. Thirty-one ecoregions had high levels of stoppable threat but very low protection, which presents opportunities for MPAs to yield more significant near-term conservation benefits. The extent of the global MPA estate has increased, but the establishment of MPAs where they can reduce threats that are driving biodiversity loss is now urgently needed.  相似文献

Abstract:  "Trends in invasive alien species" is one of only two indicators of threat to biodiversity that form part of the Convention on Biological Diversity's (CBD) framework for monitoring progress toward its "2010 target" (i.e., the commitment to achieve by 2010 a significant reduction in the current rate of biodiversity loss). To date, however, there is no fully developed indicator for invasive alien species (IAS) that combines trends, derived from a standard set of methods, across species groups, ecosystems, and regions. Here we provide a rationale for the form and characteristics of an indicator of trends in IAS that will meet the 2010 framework goal and targets for this indicator. We suggest single and composite indicators that include problem-status and management-status measures that are designed to be flexible, readily disaggregated, and as far as possible draw on existing data. The single indicators at national and global scales are number of IAS and numbers of operational management plans for IAS. Global trends in IAS are measured as the progress of nations toward the targets of stabilizing IAS numbers and the implementation of IAS management plans. The proposed global indicator thus represents a minimum information set that most directly addresses the indicator objective and simultaneously aims to maximize national participation. This global indicator now requires testing to assess its accuracy, sensitivity, and tractability. Although it may not be possible to achieve the desired objective for a global indicator of biological invasion by 2010 as comprehensively as desired, it seems possible to obtain trend estimates for a component of the taxa, ecosystems, and regions involved. Importantly, current indicator development initiatives will also contribute to developing the mechanisms necessary for monitoring global trends in IAS beyond 2010.  相似文献

目前中国仍在生产滴滴涕(DDT),并以其为原料生产三氯杀螨醇作为杀虫剂使用.为评价淘汰DDT对于中国生态环境的影响,采用情景分析的方法,估算了在采取不同的淘汰策略下土壤中DDT残留浓度的变化,以此来评价淘汰DDT的环境影响.与基线情景相比,三种控制情景下DDT的累积生产量都有不同程度的减少,相应土壤中的残留浓度也有不同的下降,且淘汰的速度越快土壤中DDT浓度下降的幅度越大.  相似文献
