Performance evaluation of Health, Safety and Environment (HSE) is the measurement of a company's achievement in HSE management. In order to receive a comprehensive and objective evaluation result, it is necessary to consider all evaluation factors and experts at different levels when HSE performance assessment is conducted. To improve conventional HSE performance evaluation, where weighted average method was used, a Fuzzy Comprehensive Evaluation (FCE) method is used in this study by taking experts' weights into account. Further, an HSE operating performance assessment system is designed to simplify manual and complex assessment process and generate charts and analysis reports automatically. Finally, a case of petrochemical enterprise is used to illustrate the effectiveness of the method and system.  相似文献

Land degradation is a global problem that seriously threatens human society. However, in China and elsewhere, ecological restoration still largely relies on a traditional approach that focuses only on ecological factors and ignores socioeconomic factors. To improve the effectiveness of ecological restoration and maximize its economic and ecological benefits, a more efficient approach is needed that provides support for policy development and land management and thereby promotes environmental conservation. We devised a framework for assessing the value of ecosystem services that remain after subtracting costs, such as the opportunity costs, costs of forest protection, and costs for the people who are affected by the program; that is, the net value of ecosystem services (NVES). To understand the difference between the value of a resource and the net value of the ecosystem service it provides, we used data on VES, timber sales, and afforestation costs from China's massive national afforestation programs to calculate the net value of forest ecosystem services in China. Accounting for the abovementioned costs revealed an NVES of ¥6.1 × 1012 for forests in 2014, which was 35.9% less than the value calculated without accounting for costs. As a result, the NVES associated with afforestation was 55.9% less than the NVES of natural forests. In some regions, NVES was negative because of the huge costs of human-made plantations, high evapotranspiration rates (thus, high water opportunity costs), and low forest survival rates. To maximize the ecological benefits of conservation, it is necessary to account for as many costs as possible so that management decisions can be based on NVES, thereby helping managers choose projects that maximize both economic and ecological benefits.  相似文献

In this paper, the inventory-routing problem is studied for a closed-loop supply chain. This closed-loop supply chain considers suppliers, manufacturers, whole-sellers, and disposal centers. To formulate this problem, a mixed integer linear programming model is proposed. This mathematical model minimizes the total costs of the supply chain, including the fixed and variable costs of vehicles, and holding inventory costs of final products and scraps. The proposed model considers the road roughness degree, multi-path setting and the heterogeneous fleet of vehicles, which increases its flexibility and the quality of solutions. Then, two symmetry-breaking constraints are proposed to reduce the complexity of the mathematical model. In order to evaluate the integrity of the proposed model, 20 instances of different sizes are randomly generated and solved. Finally, a comprehensive sensitivity analysis is conducted with respect to five key features of the problem, such as the impact of the symmetry-breaking constraints on the CPU time, multi-path setting, fixed cost of vehicles, heterogeneous fleet of vehicles, and lost sales. The results indicate that the consideration of multi-path setting and the heterogeneous fleet of vehicles improves the quality of solutions significantly.  相似文献

Quantitative methods have been applied to the study of floristic structure and diversity in Samarskaya Luka. The results show that Samarskaya Luka is a floristically heterogeneous area in which six elementary floras can be distinguished. This paper presents the technical aspects of a new methodology for assessing the susceptibility of society to drought. The methodology consists of a combination of inference modelling and fuzzy logic applications. Four steps are followed: (1) model input variables are selected—these variables reflect the main factors influencing susceptibility in a social group, population or region, (2) fuzzification—the uncertainties of the input variables are made explicit by representing them as ‘fuzzy membership functions’, (3) inference modelling—the input variables are used to construct a model made up of linguistic rules, and (4) defuzzification—results from the model in linguistic form are translated into numerical form, also through the use of fuzzy membership functions. The disadvantages and advantages of this methodology became apparent when it was applied to the assessment of susceptibility from three disciplinary perspectives: Disadvantages include the difficulty in validating results and the subjectivity involved with specifying fuzzy membership functions and the rules of the inference model. Advantages of the methodology are its transparency, because all model assumptions have to be made explicit in the form of inference rules; its flexibility, in that informal and expert knowledge can be incorporated through ‘fuzzy membership functions’ and through the rules in the inference model; and its versatility, since numerical data can be converted to linguistic statements and vice versa through the procedures of ‘fuzzification’ and ‘defuzzification’.  相似文献

A statistical analysis of interannual variation in a set of vegetative and generative characters over 13 years has been performed to characterize the growth and seed production dynamics of the Siberian stone pine (Pinus sibirica Du Tour) in the southeast of the forest zone in western Siberia. The results have shown that the range of fluctuations in most of vegetative characters is ordinary and their distribution is close to normal. The range of fluctuations in many generative characters is enormous (from 0 to +∞), and the distribution of their values is usually skewed, with low values being recorded several times more frequently than high values. Most variable are the proportion of abortive cones and other characters that are determined mainly in the spring of the pollination year. These characters account for a very high level of variation in the total seed production.  相似文献
