本文为了增加对突发事件的科学认识,提升应急管理的能力水平,首先对突发事件和应急管理的内在机理进行剖析。通过分阶段、划层次地构建"4L-5S"机理分析模型,将二者划归为统一体系,以理清其逻辑内涵;然后,为顺应时代发展特征,满足应急管理的更高要求,实现应急管理工作从非常态协同应对转为常态化职能管理,对现代应急管理体制加以总体设计。从而,突发事件机理体系设计使得我国的突发事件机理研究逐渐过渡至具有阶段性和层次性,现代应急管理体制设计使得我国应急管理整合出具备现代思维理念的逻辑框架。  相似文献

A national-local gap’ is often used as the starting point for analyses of public responses to large scale energy infrastructures. We critique three assumptions found in that literature: the public's positive attitudes, without further examining other type of perceptions at a national level; that local perceptions are best examined through a siting rather than place-based approach; that a gap exists between national and local responses, despite a non-correspondence in how these are examined. Survey research conducted at national and local levels about electricity transmission lines in the UK confirm these criticisms. Results do not support a gap between national and local levels; instead, both differences and similarities were found. Results show the value of adopting a place-based approach and the role of surveys to inform policy making are discussed.  相似文献

The electrical instrumentation control systems (EICS) As-built’ documentations of a copper mine were found to possess a significant errors and omissions, which hindered the asset owner’s ability to undertake effective and efficient operations and maintenance. A Systems Information Model (SIM) was used to retrospectively create a connected system to ensure all physical equipment and the associated connections that were constructed are modelled in an object-orientated database. In creating the SIM, the existing errors and omissions in the As-built’ documentation were quantified, and cost savings that could be achieved for a future planned copper mine, with a similar design, were identified. The limitations of using conventional computer-aided-design (CAD) to design and document EICS are discussed. It is recommended that retrospectively creating a SIM can provide owners and operators with significant productivity benefits as well as ensure the asset’s integrity. The case study presented provides asset owners and operators with the empirical evidence to challenge conventional thinking surrounding the design, engineering and documentation of EICS using CAD and alternatively consider the use of SIM.  相似文献

合理长度的挡风帘可以有效减少工作面漏风量,避免瓦斯超限、爆炸等事故发生,保证工作面安全生产。模拟了有无挡风帘时和不同挡风帘长度时“U+L”型通风综采面采空区流场、瓦斯分布及上隅角等地瓦斯情况,验证了数学模型和参数的适用性,分析了挡风帘对采空区压力分布及瓦斯分布的影响,确定了“U+L”型通风综采面合理挡风帘长度。研究表明:挡风帘对采空区压力及瓦斯分布都有重要影响,挡风帘可以使采空区内特别是挡风帘遮挡区域采空区压力下降、瓦斯浓度升高; 随着挡风帘长度的增加,上隅角瓦斯浓度变化不大,采煤机机尾瓦斯浓度逐渐降低,滞后横川瓦斯浓度呈增大趋势;综合分析确定该采面合理挡风帘长度为120 m。  相似文献

A twin pregnancy with one hydrocephalic fetus with oligohydramnios is presented. Sonographic evaluation could not exclude monochorionicity. Before considering selective feticide, blood samples from both fetuses were examined for DNA fingerprint’ analysis. The different banding patterns of the blood samples established dizygosity. This procedure is suggested in cases where sonography fails to determine chorionicity.  相似文献

Human and organizational factors have been proven to be the prime causes of Chinese hazardous chemical accidents (HCAs). A modified version of the Human Factors Analysis and Classification System (HFACS), namely the HFACS-Hazardous Chemicals (HC), was developed to identify the human factors involved in Chinese HCAs. The 8.12’ Tianjin Port fire and explosion, the costliest HCA in recent years, was reanalyzed using this framework, and the results were compared with the official accident inquiry report to determine their differences related to the identification of human and organizational factors. The study revealed that interacting human factors from different levels in Ruihai Company led to this catastrophe, and the inquiry report had limitations in the identification of human factors and the guidance for similar accident prevention. This study showed the applicability of the HFACS-HC in HCA analyses as well as the necessity to recommend this approach for future HCA investigations.  相似文献

Coastal ecosystems can be thought of as being established by a number of physico-geochemical drivers, e.g. geochemistry and bathymetry of the basins, climate, tidal and freshwater flows, natural and anthropogenic inputs of nutrients and toxins, all of which exert an influence on the resulting communities of organisms. Depending on the interactions among the major drivers, ecosystems may occur on both large and small scales and be basin-wide or within basins. For individual and separate ecosystems to exist with some permanence in time, e.g. reach a steady-state, they also have to be defended’. Defences are mechanisms that counter changes to maintain the status quo. We argue, and present evidence to support the notion, that the defence mechanisms are inextricably tied to primary production and the biogeochemical cycling of organic matter and provide buffers that mitigate potentially adverse impacts by trace toxins. Colloid pumping, production of complexing ligands and sulfide formation are some of the mechanisms that control trace substances. Current methods for assessing ecosystems do not address the issue of steady-state, nor do they take account of defence activities, e.g. buffering. Therefore, they cannot assess the robustness’ of ecosystems or their ability to resist change, for good or bad. Also, defence mechanisms may, for a time, mask future potentially serious impacts, suggesting that monitoring efforts with limited budgets should consider the measurement of the inputs into ecosystems as well as the immediate or short-term result of the inputs.  相似文献

日本政府2015年推出了《食品、农业和农村基本法》的第四次修订,以保证粮食供应和食品安全;推动集约化农业经营,保障农业收入稳定;推动农产品出口和农业技术创新;改善补贴政策,稳定农村人口作为下一阶段日本兴农政策的核心内容。我国农业发展面临许多与日本相似的问题,如农业经营规模小、效率低,务农收入低、人口显著减少等。在我国城镇化和农村劳动力老年化加速的背景下,分析和借鉴日本最新的兴农政策,提出对我国农业政策的若干启示:1以我国近期最新颁布的《食品安全法》和农药残留、化肥实施等国家标准的落实、健全为法制保障基础,推进农业标准化生产和规范化经营管理、建立食品生产全程可追溯机制、加强省县乡三级农产品和食品监测检验能力建设,以尽快提升我国食品安全水平;以培育需求和引导兴趣、技术支持、市场协助建设为手段,激励农户和消费者自主投入生态农业发展。2重点完善国家层面的发展战略统筹和政治、经贸、投资谈判支持,依靠政府的强力支持推动已起步的"一带一路"食品与农业投资发展势头,以壮大我国农产食品出口和农业海外发展。3近期以加强土地流转监管法律政策和财政金融配套扶持政策的建设为主,使支持力度集中于土地实际经营者,以有效提升新型规模化农业经营主体的数量和质量。4将农业补贴由集中于农业生产补贴向兼顾农户收入保障和生态保护、农业发展转移,将农户收入保障形式由财政补贴向保险保障转变,以求农业补贴和保险更高效、长久地兼顾农户收入保障和支持引领农业发展。  相似文献
