The rapidly changing climate is posing growing threats for all species, but particularly for those already considered threatened. We reviewed 100 recovery plans for Australian terrestrial threatened species (50 fauna and 50 flora plans) written from 1997 to 2017. We recorded the number of plans that acknowledged climate change as a threat and of these how many proposed specific actions to ameliorate the threat. We classified these actions along a continuum from passive or incremental to active or interventionist. Overall, just under 60% of the sampled recovery plans listed climate change as a current or potential threat to the threatened taxa, and the likelihood of this acknowledgment increased over time. A far smaller proportion of the plans, however, identified specific actions associated with ameliorating climate risk (22%) and even fewer (9%) recommended any interventionist action in response to a climate-change-associated threat. Our results point to a disconnect between the knowledge generated on climate-change-related risk and potential adaptation strategies and the extent to which this knowledge has been incorporated into an important instrument of conservation action. 相似文献

The implementation of sustainable development may seem a simple concept when written on paper. However to carry-out long term
actions put forward by the Agenda 21 (AG21) at the local level represents one of the main challenges as municipal governments
in general do not have the capacity to effectively implement the process.
Regional environmental assessment (REA) has shown to be effective in supporting decision-making not only to correct environmental
problems due to past unsustainable social-economic developments but also help local governments to implement sustainable actions.
However this requires long-term investments of AG21 plans and projects. The allocation of regular and consistent financial
resources is one of the main ingredients for the sustainable development process. But traditional plans and projects financed
by national and/or international funds may not be sustainable in the long-term because they become dependent on external funding.
Research demonstrate that innovative economic instruments such as ecotaxes represent a feasible alternative to sponsor local
sustainability because taxes are collected permanently by the government and could be invested in continuous actions. Ecotaxes
experiences have provided important reference to structure a municipal incentive model (MIM) to sponsor AG21’s environmental
plans and projects on a long-term (permanent) basis.
However sustainable development cannot be solely through economic investments. A comprehensive municipal environmental management
scheme (MEMS) has been established to support the incentive model. The scheme seeks not only to improve local institutional
framework but also incentive continuous participation of local stakeholders at all levels of society. Participatory events
and the provision of incentives (educational and financial) are key to motivate society to protect the environment and support

An analysis is made of alphafetoprotein (AFP) concentrations in 3630 amniotic fluids submitted for prospective prenatal diagnoses over a 7-year period. There were 89 cases of anencephaly, 74 of open spina bifida and 3467 with normal singleton outcomes. The AFP data were expressed in both standard deviations above the mean and multiples of the normal median for individual weeks of gestation. False positive and false negative rates were comparable in the two systems at selected cut-offs. It is concluded that either system may be used in setting action limits for the primary distinction of unaffected pregnancies from those in which an open neural tube defect is present. 相似文献

This article presents a model of remedial action planning, which includes four key variables that determine progress in plan development and implementation and explain the differing level of achievement in individual sites. The model is illustrated by the characteristics and developments of four remedial action plan (RAP) processes (Lower Green Bay and Fox River, Collingwood Harbour, Spanish Harbour, and the Metro Toronto and Region RAPs). Differences in the local context of the plans have, to a significant degree, predisposed individual planning and implementation experiences. Local context includes three variables, namely geographical—technical and sociopolitical aspects and the previous history of water pollution management in the area. RAP precursors are a necessary precondition for progress in planning and substantive achievements. While there is a tendency that most geographically focused RAPs in administratively simple areas accomplish most, the motivation and political clout of RAP participants are strongly intervening factors. Resource input from upper levels of government, in particular financial commitment for plan implementation, is the fourth necessary ingredient for progress due to the RAPs' weak regulatory and institutional framework. Unfortunately, upper levels of government have shown widespread reluctance to lead in remedial action planning. The development and effective introduction of strategies designed to ensure the ecologically and economically sustainable utilization of coastal and marine resources is perhaps the major challenge for Small Island Developing States (SIDS). In response, the 1994 Barbados Programme of Action (BPoA) called upon the SIDS to implement appropriate coastal and marine strategies and, crucially, ensure that such strategies were integrated into sustainable national development plans (NDPs). This article examines the extent to which contemporary NDPs and donor support programmes have incorporated the fisheries sector — arguably the most important coastal/marine resource for many SIDS — into such documents. Applying an assessment methodology, originally developed to identify levels of environmental mainstreaming within World Bank country assistance strategies to NDPs and donor support programmes, we are able to identify those SIDS who have most effectively integrated the fisheries sector into such documents. Comparison with data indicating the importance of the sector to the national economy (in terms of generating foreign exchange, employment generation and/or supporting domestic protein consumption levels) enables us to pinpoint those countries with substantial fisheries sectors, but a correspondingly lower than expected degree of sectoral mainstreaming. We suggest that the January 2005 review of the BPoA offers an opportune moment for such countries to redress these omissions. 相似文献

Identifying and communicating uncertainty is core to effective environmental assessment (EA). This study evaluates the extent to which uncertainties are considered and addressed in Canadian EA practice. We reviewed the environmental protection plans, follow-up programs, and panel reports (where applicable) of 12 EAs between 1995 and 2012. The types of uncertainties and levels of disclosure varied greatly. When uncertainties were acknowledged, practitioners adopted five different approaches to address them. However, uncertainties were never discussed or addressed in depth. We found a lack of suitable terminology and consistency in how uncertainties are disclosed, reflecting the need for explicit guidance, and we present recommendations for improvement. Canadian Environmental Impact Statements are not as transparent with respect to uncertainties as they should be, and uncertainties in EA need to be better considered and communicated. 相似文献

本研究首先介绍了DPSIR模型构建的原理,接着以合肥市为对象,从驱动力、压力、状态、影响、响应5个方面来构建的共36个指标,并采用层次分析法对指标权重的确定和多级灰色关联分析对指标进行综合评价,得出评价结果。合肥市在2004~2005年处于较低可持续发展水平(0.3398、0.3876)、在2010年处于中等可持续发展水平(0.5369)、在2015年处于较高可持续发展水平(0.6016)、在2020年处于较高可持续发展水平(0.7847),该预测评价结果与合肥市城市可持续发展趋势相符。最后采用改进熵值法验证多级灰色关联综合分析结论,计算得出的结果表明,该两种方法评价结论基本相同。因此,本研究对城市总体规划环境影响评价的评价方法的建立与完善,有着较强的实践意义和参考价值。 相似文献
