/ Costa Rica has recently established a program that provides funds for reforestation and forest protection on private lands, partly through the sale of carbon certificates to industrialized countries. Countries purchasing these carbon offsets hope one day to receive credit against their own commitments to limit emissions of greenhouse gases. Costa Rica has used the proceeds of the sale of carbon offsets to Norway to help finance this forest incentive program, called the Private Forestry Project, which pays thousands of participants to reforest or protect forest on their lands. The Private Forestry Project is accompanied by a monitoring program conducted by Costa Rican forest engineers that seeks to determine net carbon storage accomplished on these lands each year. The Private Forestry Project, which is officially registered as an Activity Implemented Jointly, is a possible model for bundled projects funded by the Clean Development Mechanism (CDM) established by the 1997 Kyoto Protocol to the UN Framework Convention on Climate Change. It also serves as an interesting example for the CDM because it was designed by a developing country host-not by an industrialized country investor. Accordingly, it reflects the particular "sustainable development" objectives of the host country or at least the host planners. Early experience in implementing the Private Forestry Project is evaluated in light of the main objectives of the CDM and its precursor-Activities Implemented Jointly. It is concluded that the project appears to meet the criteria of global cost-effectiveness and financing from non-ODA sources. The sustainable development implications of the project are specific to the region and would not necessarily match the ideals of all investing and developing countries. The project may be seen to achieve additional greenhouse gas abatement when compared against some (although not all) baselines.  相似文献

通过2009~2012年对北京市区道路旁积雪的取样,分析了积雪中污染物的浓度和特性,并对国内外普遍关注的融雪剂污染问题及其控制进行了初步分析。得出道路积雪中+NH 4-N、TN、TP、COD、SS、Cd等污染物主要来自交通活动,氯化物主要来自氯盐融雪剂;与《地表水环境质量标准》相比,道路积雪中主要污染物为NH+4-N、TN、COD、BOD和氯化物,Cu、Zn、Pb、Cd等重金属的污染水平不高,可达到Ⅴ类水体标准;相同地点近似降水量条件下,积雪中TP、COD、SS的平均浓度高于降雨径流;北京市交通主干道及人行道上喷撒氯盐融雪剂的量高于国外道路,控制其污染主要通过源头减少使用量、使用替代融雪剂、严格融雪剂标准和使用方法、严肃责任追究、加强宣传教育等措施。  相似文献

One of the most pressing environmental issues today is the possibility that projected increases in global emissions of greenhouse gases from increased deforestation, development, and fossil-fuel combustion could significantly alter global climate patterns. Under the terms of the United Nations Framework Convention on Climate Change, signed in Rio de Janeiro during the June 1992 Earth Summit, the United States and other industrialized countries committed to balancing greenhouse gas emissions at 1990 levels in the year 2000. Included in the treaty is a provision titled Joint Implementation, whereby industrialized countries assist developing countries in jointly modifying long-term emission trends, either through emission reductions or by protecting and enhancing greenhouse gas sinks (carbon sequestration). The US Climate Action Plan, signed by President Clinton in 1993, calls for voluntary climate change mitigation measures by various sectors, and the action plan included a new program, the US Initiative on Joint Implementation. Wisconsin Electric decided to invest in a Jl project because its concept encourages creative, cost-effective solutions to environmental problems through partnering, international cooperation, and innovation. The project chosen, a forest preservation and management effort in Belize, will sequester more than five million tons of carbon dioxide over a 40-year period, will become economically selfsustaining after ten years, and will have substantial biodiversity benefits.  相似文献

As policy makers and funders have become more concerned with allocating scarce resources effectively, attention to the sustainability of health intervention programs has increased. However, the empirical knowledge base about factors facilitating or working against sustainability remains at an early stage. The aim of this study was to contribute to improved understanding of the conditions under which community-based injury prevention programs are most likely to attain sustainability. Ten Swedish community-based injury prevention programs were analysed with respect to factors that contribute to or detract from program sustainability. All the programs are integrated within existing municipality structures. Data were collected by means of semi-structured telephone interviews with key informants.The results suggested that different factors are interrelated, with no one factor being either primary or by itself sufficient for program sustainability. Financial, human, and relational resources lay the groundwork for the long-term operation of a program. The “integrated” program model appears to facilitate sustainability, but program intensity is vulnerable to changes in the financial status of the municipality and the priority-setting by municipality political decision makers. Sustainability may be compromised if a program becomes too dependent on a few key individuals. In contrast to financial, human, and relational resources, structural resources (e.g., injury surveillance and goals) appeared to have limited influence on sustainability. The programs were sustained with little evidence of effectiveness, resulting in limited feedback about how to improve a program in order to achieve and maintain long-term effectiveness.  相似文献

g -glucosidase and alkaline phosphatase, two ectoenzymes involved in the microbial decomposition of polysaccharides and organic phosphates, were evaluated in water samples collected from two areas of the Northern Adriatic Sea during the multidisciplinary Prisma II research project. The distribution of g -glucosidase and alkaline phosphatase is reported together with that of leucine aminopeptidase, an enzyme involved in the degradation of protein compounds. The data obtained showed the prevalence of g -glucosidase in summer months in the northern area, located in front of the Po delta, while in winter it is higher in the southern area (in front of Ancona). Phosphatase activity during February, 1998 had a maximum of 107 r nml m 1 h m 1 at a coastal station in the northern area; this enzyme appeared to be mainly associated with phytoplankton because the increase in alkaline phosphatase was associated with the increase of phytoplankton biomass, measured by chlorophyll a content. The relations between the microbial activities and environmental parameters are discussed.  相似文献

Deforestation is currentlythe source of about 20% of anthropogenicCO2 emissions. Avoided deforestationhas, nonetheless, been ruled out as a CleanDevelopment Mechanism (CDM) category in theKyoto Protocol's first commitment period,because several methodological issues wereconsidered too difficult to resolve. Thispaper explores whether CDM issues such as(1) carbon quantification, (2)additionality and baseline setting, (3)leakage risks, (4) non-permanence risks,and (5) sustainable development can beadequately dealt with in large, diversifiedforest conservation projects. To this aim,it studies the case of the Costa RicanProtected Areas Project (PAP), anActivities Implemented Jointly (AIJ)project which was meant to consolidate thenational park system to avoiddeforestation, promote the growth ofsecondary forests and regenerate pastureson an area that, in total, covers 10% ofthe national territory. The case studyexamines how the issues mentioned abovehave been addressed in the project designand in the certification process. It isfound that baseline uncertainties are themajor problem in this case. Nonetheless,the case suggests the possibility toaddress CDM issues by specific requirementsfor project design and very conservativeand temporary crediting. Provided thatother case studies support this conclusion,eligibility of well-designed forestconservation projects under the CDM in thesecond commitment period may be worthconsidering, given the secondary benefitsof avoided deforestation.  相似文献

In this paper we demonstrate that the institutionalarrangement (or: design) of Joint Implementation (JI) and the CleanDevelopment Mechanism (CDM) has a decisive impact on theircost-effectiveness. We illustrate our arguments by statistically analyzing thecosts from 94 Activities Implemented Jointly (AIJ) pilot phase projects aswell as by adjusting these data on the basis of simple mathematicalformulas. These calculations explicitly take into account the institutionaldifferences between JI (sinks, no banking) and the CDM (banking, no sinks)under the Kyoto Protocol and also show the possible effects on credit costsof alternative design options. However, our numerical illustrations shouldbe viewed with caution, because AIJ is only to a limited extentrepresentative of potential future JI and CDM projects and because creditcosts are not credit prices. Some of the main figures found in this study are:an average cost figure per unit of emission reduction for AIJ projects of 46dollar per ton of carbon dioxide equivalent ($/Mg CO2-eq), anaverage potential JI credit cost figure which is lowered to 37$/Mg CO2-eq by introducing banking and an average of 6$/Mg CO2-eq per credit for potential low-cost CDM projects whichincludes sinks. However, at CoP6 in November 2000 in The Hague (TheNetherlands), the Parties to the Framework Convention on Climate Change(FCCC) did not (yet) reach consensus on the institutional details of theproject-based mechanisms, such as the possible arrangement of early JIaction or the inclusion of sinks under the CDM.  相似文献
