Death in fishing gear of non-target species (called ‘bycatch’) is a major concern for marine wildlife, and mostly worrying for long-lived species like cetaceans, considering their demographic characteristics (slow population growth rates and low fecundity). In European waters, cetaceans are highly impacted by this phenomenon. Under the Common Fishery Policy, the EC 812/2004 regulation constitutes a legal frame for bycatch monitoring on 5–10% of fishing vessels >15 m. The aim of this work was to compare parameters and bycatch estimates of common dolphins (Delphinus delphis) provided by observer programmes in France and UK national reports and those inferred from stranding data, through two approaches. Bycatch was estimated from stranding data, first by correcting effectives from drift conditions (using a drift prediction model) and then by estimating the probability of being buoyant. Observer programmes on fishing vessels allowed us to identify the specificity of the interaction between common dolphins and fishing gear, and provided low estimates of annual bycaught animals (around 550 animals year−1). However, observer programmes are hindered by logistical and administrative constraints, and the sampling scheme seems to be poorly designed for the detection of marine mammal bycatches. The analyses of strandings by considering drift conditions highlighted areas with high levels of interactions between common dolphins and fisheries. Since 1997, the highest densities of bycaught dolphins at sea were located in the southern part of the continental shelf and slope of the Bay of Biscay. Bycatch numbers inferred from strandings suggested very high levels, ranging from 3650 dolphins year−1 [2250–7000] to 4700 [3850–5750] dolphins year−1, depending on methodological choices. The main advantage of stranding data is its large spatial scale, cutting across administrative boundaries. Diverging estimates between observer programmes and stranding interpretation can set very different management consequences: observer programmes suggest a sustainable situation for common dolphins, whereas estimates based on strandings highlight a very worrying and unsustainable process.  相似文献

The existing literature (i) examines bycatch and discard behavior in a static framework and (ii) treats bycatch as a deterministic process uniform across vessels. Using a dynamic representative agent model in a two-stock resource, this paper explores strategic interactions between a social planner and two groups of harvesters, one of which imposes a stochastic “technological externality” (bycatch) on the other. In addition to limitations on entry and the number of trips taken in each industry, three bycatch control instruments are compared to the unconstrained case: taxes, trip limits, and value-based quotas. Implementation and enforcement costs aside, taxes dominate both types of quota, and value limits outperform trip limits by eliminating one type of discarding. In simulations, relative performance depends upon variance in the bycatch process, differences in the ex vessel prices of stocks, relative efficiency of the harvester types, and fixed costs on the trip and industry margins.  相似文献

Fisheries catches are known to be widely underreported, and much of their value flows in informal markets. Goods and services that are not directly sold in a market also have a corresponding economic value, here termed ‘shadow value’, which can apply to discarded fish—or those that are consumed but not sold (e.g., subsistence catches). Here, we estimate the monetary value of fisheries catches in Panama that are landed but not reported, or that are discarded at sea; this includes catches from artisanal and industrial fleets, as well as recreational and subsistence fisheries. Based on available data, we estimate that the market and shadow value of unreported catches in Panama in 2010 was around US$92 million, equal to approximately 43% of the total reported landed value. In the case of discarded fish, the shadow value represents the potential but entirely unrealized economic benefit of landing such fish; in the case of unreported landings, unreported market value represents only the first link in the potentially sophisticated informal seafood economy. One must be careful in considering these results for policy. It is possible that, rather than seeking to capture these ‘lost’ benefits, fish that are discarded or unreported should not have been caught at all, for example, if they are juveniles or of threatened species; conversely, unreported subsistence catches are crucial for food security throughout the world. These results help contextualize the scale of unreported fisheries in economic terms, and can inform subsequent policies and strategies to ensure social, ecological, and economic sustainability.  相似文献

We developed an age-structured population model of splitnose rockfish, Sebastes diploproa, in the Northeast Pacific Ocean. Splitnose rockfish is a bycatch species that co-occurs with several commercially important species that are currently declared overfished. Bycatch species are typically not the focus of stock assessment efforts because of their limited economic importance, but they may suffer the same population declines as species with which they co-occur. To examine the dynamics of splitnose rockfish for the first time, we analyzed data from three groundfish fisheries and four research surveys conducted in the Northeast Pacific Ocean. To develop a model, we used Stock Synthesis, a statistical framework for the construction of a population dynamics models utilizing both fishery-dependent and fishery-independent data. In the model, we reconstructed the total catch of the species back to 1900, estimated the dynamics of the stock spawning output and recruitment and evaluated biomass depletion relative to the stock's unfished state, as well as sources of uncertainty in model outputs. The results indicate that the splitnose rockfish is currently not overfished even though it has experienced several periods of abrupt decline in its biomass. Revisiting age data from earlier years, monitoring fishery discard, and investigating the spatial dynamics of splitnose rockfish is important to further improve the understanding of this species’ population dynamics, and decrease uncertainty in model results.  相似文献

It is accepted that if fisheries resources are to remain renewable and able to sustain livelihoods, appropriate management practices must be implemented. Even while fisheries management grapples to resolve single-species issues, the biological and economic interactions among species mandate that to be effective, management techniques must be based on more interactive and aggregate-level analyses. In order to implement these techniques, the actual links, and the potential impact of these links, among the fisheries must be established. Vector autoregression (VAR) analysis has the potential to play an increasingly important role in ecosystem modelling for fisheries management. This study uses VAR analysis to demonstrate the quantitative impact of certain ecosystem changes on the productivity of the carite, honey shrimp and croaker fisheries of the Gulf of Paria, Trinidad, in the particular context of the ecosystem dynamics of trophic linkages, bycatch and multispecies fisheries. Four VAR models are constructed to investigate the extent to which these factors affect the production of the selected fisheries, and to evaluate the management implications of these linkages. The empirical analysis is further evidence that, if sustainable management of fishery resources is to be achieved, management practices based on more multi-species, ecosystem approaches must replace the traditional, single-species management techniques.  相似文献

Fishing pots (i.e., traps) are designed to catch fish or crustaceans and are used globally. Lost pots are a concern for a variety of fisheries, and there are reports that 10 – 70% of deployed pots are lost annually. Derelict fishing pots can be a source of mortality for target and bycatch species for several years. Because continual removal of derelict gear can be impractical over large spatial extents, modifications are needed to disarm gear once it is lost. We tested a fully biodegradable panel with a cull or escape ring designed for placement on the sides of a crab pot that completely degrades into environmentally neutral constituents after approximately 1 year. This panel is relatively inexpensive, easy to install, and can be used in multiple fisheries. We used the blue crab (Callinectes sapidus) fishery as a test case because it is a large pot fishery and blue crab pots are similar to traps used in other pot fisheries. We had commercial fishers deploy pots with panels alongside standard pots in Chesapeake Bay (U.S.A.) to assess potential effects of our experimental pots on blue crab catch. We compared the number, biomass, and size of crabs captured between standard and experimental pots and evaluated differences in catch over a crabbing season (March–November) at five locations. There was no evidence that biodegradable panels adversely affected catch. In all locations and time periods, legal catches were comparable in abundance, biomass, and size between experimental and standard pots. Properly designed biodegradable panels appear to be a viable solution to mitigate adverse effects of derelict pots. Much of the discussion of the tragedy of the commons focuses on aggregate impacts, often in data-poor developing country settings. Few non-experimental empirical studies shed light on contextual circumstances driving the extent of rent dissipation and overexploitation. We utilize a high-resolution data set to estimate a behavioral model of fishermen's spatial choices. A unique policy setting allows us to measure the degree to which individual fishermen's choices appear aimed at mitigating the tragedy of the commons in a small numbers setting. We find evidence of partial mitigation in excess of what we would expect under pure self-interest but short of what would occur under group-maximizing behavior. We also examine how contextual factors in the fishery shape the degree of cooperation within the fishing season and find evidence that competition for the common pool resource distorts fishermen's implicit cost of distance—creating a form of “common property inertia”.  相似文献
