There was a widespread misconception about the causes of vegetation and land fires in Indonesia. At a certain point, the public perceived that fires and the associated haze pollution were primarily caused by smallholders' agricultural activities. In fact, there was a variety of land-use activities including large-scale land clearing following deforestation for further land development. El Niño events and the associated dry weather were sometimes quoted by officials and the media as the cause of fires. The fire episodes from 1980 to 2000 were analysed in connection with climate anomalies and the implementation of land-use policies related to forest conversions. The analysis employs long-term climatic and sea surface temperature data to reconstruct climate distributions and anomalies including Southern Oscillation Index (SOI), Sea Surface Temperature (SST) and Outgoing Long-wave Radiation (OLR). In this study, the terrestrial carbon emissions from vegetation fires were estimated based on official statistical data on area burnt. The possible incentives for sustainable land management were discussed in the light of fire prevention. The underlying cause neglected in the discussion of Indonesian vegetation fires was forest and land development policy. Legitimated in the early 1980s, it drove massive forest conversions and the use of fires for land clearing. El Niño Southern Oscillation (ENSO) provided dry weather suitable for biomass burning and widespread fire, but it was hardly the cause of fires. The estimate of area burnt in the big fires in 1997 was about 11.6 Mha, resulting in carbon release of 1.45 Gt, equivalent to 0.73 ppmv of CO2, or almost half the annual global atmospheric CO2 growth. Based on the current carbon market price such emissions by the 1997 fire episode were worth around US$ 3.6 billion. 相似文献

Forest resources play a key role and provide many basic needs to communities in developing economies. To assess the patterns of vegetation cover change, as a corollary of resource utilization, satellite imagery, ground truth data, and image processing techniques can be useful. This article is concerned with identifying change in major vegetation types in East Timor between 1989 and 1999, using Landsat Thematic Mapper data. The results highlight a significant level of deforestation and decline in foliage cover. All major vegetation cover types declined from 1989 to 1999, and there was a sizeable increase in degraded woodlands. This decline has had considerable impact on the livelihoods of rural and urban communities. Causes for these changes include: economic exploitation of abundant resources; and implications of transmigration policies implemented during Indonesian rule, resulting in increased competition for land and woodland resources. As the new nation of Timor‐Leste establishes itself, it must consider its current stock and distribution of natural capital to ensure that development efforts are geared towards sustainable outcomes. This study integrated aerial photographs from 1952, 1981, and 1998, and a satellite image from 2000 with oral histories and
socioeconomic surveys to assess changes in forest and land cover in Ang Nhai village, Laos. The study documents the history
of resource use and changes in household access to resources in the village. Three distinctive trends were observed in terms
of forest and land cover—forest degradation, deforestation, and regeneration. Project results suggest that land and forest
cover change dynamically under different circumstances. The case study also points out that integration into the market economy
can induce intensification of unused lowland areas, while removing pressures from upland areas previously used for supplementing
agricultural production. In addition, the creation of a national reserve forest to restrict local access and forest use was

Protected areas (PAs) and payments for ecosystem services (PES) are the top two mechanisms available for countries to achieve international REDD agreements, yet there are few empirical comparisons of their effects. We estimate the impacts of PAs and PES on forest conservation, poverty reduction, and population change at the locality level in Mexico in the 2000s. Both policies conserved forest, generating an approximately 20–25% reduction in expected forest cover loss. PES created statistically significant but small poverty alleviation while PAs had overall neutral impacts on livelihoods. Estimates by individual policy type for the same level of deforestation risk indicate that biosphere reserves and PES balanced conservation and livelihood goals better than strict protected areas or mixed-use areas. This suggests that both direct and incentive-based instruments can be effective, and that policies combining sustainable financing, flexible zoning, and recognition of local economic goals are more likely to achieve conservation without harming livelihoods. 相似文献

The possibility of adopting national targets for carbon dioxide (CO2) emissions from tropical deforestation in a future international climate treaty has received increasing attention recently.
This attention has been prompted by proposals to this end and more intensified talks on possible commitments for developing
countries beyond the United Nations Framework Convention on Climate Change Kyoto Protocol. We analyze four main scientific
and political challenges associated with national targets for emissions from tropical deforestation: (1) reducing the uncertainties
in emission inventories, (2) preserving the environmental integrity of the treaty, (3) promoting political acceptance and
participation in the regime, and (4) providing economic incentives for reduced deforestation. We draw the following conclusions.
(1) Although there are large uncertainties in carbon flux from deforestation, these are in the same range as for other emissions
included in the current Kyoto protocol (i.e., non-CO2 GHGs), and they can be reduced. However, for forest degradation processes the uncertainties are larger. A large challenge
lies in building competence and institutions for monitoring the full spectrum of land use changes in developing countries.
(2 and 3) Setting targets for deforestation is difficult, and uncertainties in future emissions imply a risk of creating ‘tropical
hot air’. However, there are proposals that may sufficiently deal with this, and these proposals may also have the advantage
of making the targets more attractive, politically speaking. Moreover, we conclude that while a full carbon accounting system
will likely be politically unacceptable for tropical countries, the current carbon accounting system should be broadened to
include forest degradation in order to safeguard environmental integrity. (4) Doubts can be cast over the possible effect
a climate regime alone will have on deforestation rates, though little thorough analysis of this issue has been made.

BR-319: Brazil’s Manaus-Porto Velho Highway and the Potential Impact of Linking the Arc of Deforestation to Central Amazonia 总被引:3,自引:0,他引:3
Brazil’s BR-319 Highway linked Manaus, in the state of Amazonas, to Porto Velho, Rondônia, until it became impassable in 1988. Now it is proposed for reconstruction and paving, which would facilitate migration from the “Arc of Deforestation” in the southern part of the Amazon region to new frontiers farther north. The purpose of the highway, which is to facilitate transport to São Paulo of products from factories in the Manaus Free Trade Zone, would be better served by sending the containers by ship to the port of Santos. The lack of a land connection to Manaus currently represents a significant barrier to migration to central and northern Amazonia. Discourse regarding the highway systematically overestimates the highway’s benefits and underestimates its impacts. A variety of changes would be needed prior to paving the highway if these potential impacts are to be attenuated. These include zoning, reserve creation, and increased governance in various forms, including deforestation licensing and control programs. More fundamental changes are also needed, especially the abandonment of the long-standing tradition in Brazil of granting squatters’ rights to those who invade public land. Organizing Amazonian occupation in such a way that road construction and improvement cease to lead to explosive and uncontrolled deforestation should be a prerequisite for approval of the BR-319 and other road projects for which major impacts are expected. These projects could provide the impetus that is needed to achieve the transition away from appropriation of public land by both small squatters and by grileiros (large-scale illegal claimants). The degree at which tropical forests are exposed to human pressure is spatially dependent. Population density, proximity to
roads, terrain slope, logging activities and land distribution projects are well known factors inducing deforestation and
forest degradation in Latin America. Using expert knowledge to weight these threat factors and a Geographical Information
System for spatial modeling, a multi-criteria analysis procedure is presented, that allows stratifying a study region in categories
of deforestation threat. The procedure was implemented in the Central Volcanic Mountain Range Conservation Area (CVMRCA) in
Costa Rica with the purpose of finding areas with a combination of physical and socioeconomic characteristics that is particularly
predisposing to a high probability of deforestation. To validate the map, the CVMRCA was stratified in categories of deforestation
risk, and the result was superposed to historical deforestation data of the period 1986–1996. The good correlation between
risk category and historical deforestation (r = 0.91, p < 0.001) indicates that the map can be used as a decision support tool for defining priority areas for conservation action. 相似文献

Pakistan is facing problem of deforestation. Pakistan lost 14.7% of its forest habitat between 1990 and 2005 interval. This paper assesses the present forest wood consumption rate by 6000 brick kilns established in the country and its implications in terms of deforestation and emission of greenhouse gases. Information regarding consumption of forest wood by the brick kilns was collected during a manual survey of 180 brick kiln units conducted in eighteen provincial divisions of country. Considering annual emission contributions of three primary GHGs i.e., CO2, CH4 and N2O, due to burning of forest wood in brick kiln units in Pakistan and using IPCC recommended GWP indices, the combined CO2-equivalent has been estimated to be 533019 t y−1. 相似文献

The influence of slash-and-burn agriculture and tree extraction on the spatial and temporal pattern of forest fragmentation
in two municipalities in the highlands of Chiapas, Mexico was analyzed. The data series were derived from two subsets of satellite
images taken in 1974 and 1996. The analysis was based on area, edge, shape, core area, and neighbor indices. During the 22
years, the dense forest decreased by 8.9%/yr in Huistán and by 8.6%/yr in Chanal, while open/disturbed forest, secondary vegetation,
and developed area increased in both municipalities. The total number of fragments increased by 1.4%/yr and 2.3%/yr in Huistán
and Chanal, respectively. Dense forest showed the highest increase in the number of fragments (6%/yr in Huistán and 12%/yr
in Chanal), while edge length, core area, and number of dense forest core areas decreased. The larger fragments of dense forest
present in 1974 were divided into smaller fragments in 1996; at the same time, they experienced a process of degradation toward
open/disturbed forest and secondary vegetation. Two different fragmentation patterns could be distinguished based on agricultural
or forestry activities. Forest fragmentation did not occur as a continuous process; the pattern and degree of fragmentation
were functions of land tenure, environmental conditions, and productive activities. The prevalence of rather poor soil conditions,
small-holdings, growing human population densities, increasing poverty, and the absence of alternative economic options will
maintain a high rate of deforestation and forest fragmentation in the studied region. 相似文献

In recent writing on sociotechnical transitions theory communities are mostly conceived of as being local and place-based (“grassroots”). In this paper the implications for sociotechnical transitions theory of having multiple communities operating at different geographical scales, and with different objectives, are examined through a case study of low-carbon innovation in forests. The focus of analysis is the communities promoting sociotechnical innovations in the measurement of forest carbon. Innovation is being driven by the international United Nations climate policy initiative “Reducing Emissions from Deforestation and forest Degradation” (REDD+). The rise of REDD+ policy has prompted a flurry of activity in related scientific research, especially in the field of remote sensing. But other types of community are also actively positioning themselves as experts in forest carbon measurement: there are multiple communities at work, each with varying claims to innovation and expertise, from local (place-based) forest communities to international communities of foresters and forest ecologists. Recognition of the multiple communities operating within sociotechnical systems usefully draws our attention to the politics of innovation. 相似文献
