We provide evidence for temporal displacement of illegal discharges of oil from shipping, a major source of ocean pollution, in response to a monitoring technology that features variation in the probability of conviction by time of day. During the nighttime, evidence collected by Coast Guard aircraft using radar becomes contestable in court because the nature of an identified spot cannot be verified visually by an observer on board of the aircraft. Seasonal variation in time of sunset is used to distinguish evasive behavior from daily routines on board. Using data from surveillance flights above the Dutch part of the North Sea during 1992–2011, we provide evidence for a sudden increase in illegal discharges after sunset across the year. Our results show that even a tiny chance of getting caught and a mild punishment can have a major impact on behavior.  相似文献

Birds feeding on landfill sites cause problems in terms of nuisance to neighbors, flight safety, a threat to public health, and affecting the day to day site operation. A number of control measures exist to deter problem species; however, research into their effectiveness across sites and for multiple species has been limited. We use a modeling approach in order to assess the effectiveness of nine techniques — pyrotechnics, hand-held distress calls, static distress calls, blank ammunition, a combination of blank and lethal use of ammunition, the use of falcons, the use of hawks, wailers and helium-filled bird-scaring kites — at deterring three commonly recorded species — the Black-headed Gull (Larus ridibundus), the Herring Gull (Larus argentatus) and the Lesser Black-backed Gull (Larus fuscus) — from six landfill sites across the United Kingdom. The use of distress calls, falconry, and combinations of lethal and nonlethal use of ammunition were the most effective techniques for initially deterring birds from these sites. However, when habituation is considered, there is a clear difference between techniques such as falconry, which have a lethal aspect and may act to reinforce the deterrence, and the use of techniques such as distress calls, which do not. However there are problems related to legislation and public perception when lethal techniques are used.  相似文献

Problem

The efficacy of drink driving (driving under the influence, DUI) countermeasures to deter motorists from driving over the legal limit is extremely important when considering the personal and economic impact the offending behavior has on the community. This paper reports on an examination of 780 Queensland motorists' perceptions of legal and non-legal sanctions and their deterrent impact on self-reported offending behavior. Method: The data were collected via a telephone survey of motorists recruited from a random sample of all listed telephone numbers in the state, adjusted according to district population figures. Results: The results indicated that there were a range of legal and non-legal factors that were significantly associated with self-reported DUI including: the perceived risk of apprehension and license loss (legal factors); and concerns relating to the possibility of being involved in a crash and hurting another person (non-legal factors). However, additional multivariate analyses indicated that while both legal and non-legal factors significantly predicted self-reported DUI, higher alcohol consumption levels and more favorable attitudes to the behavior also appear to increase the likelihood of DUI. Discussion: The paper will outline the direct implications of the research project such as the development and promotion of countermeasures that both effectively deter motorists and address pro-offending attitudes. Impact on industry: The findings also highlight that DUI remains a relatively common behaviour among some motoring groups and that there is a need to extend current levels of enforcement as well as adopt innovative strategies to enhance the impact of these operations on the offending behaviour.  相似文献

We analyze the stock market reaction to 161 major environmental and non-environmental accidents, reported on the front page of the New York Times for half a century. To determine if the market induces a real deterrence effect, we extend the event windows up to one year. On average, the market reacts negatively and enduringly to the announcement of an accident. However, this average effect is largely driven by the airline industry and by government interventions. The estimated average compounded abnormal return following environmental accidents does not differ from zero after one year. This does not exclude, in severe events affecting large firms, huge losses in equity value, but the significant negative cumulative abnormal returns estimated immediately after an environmental accident in previous studies do not persist. Our results suggest that in a market driven by institutional investors, the deterrence effect is likely to be weak.  相似文献

We conduct a field experiment to examine whether the deterrent effect of law enforcement depends on the salience of law enforcement activity. Our focus is on illegal disposal of household garbage in residential areas. At a random subset of 56 locations in a mid-sized city, law enforcement officers supplemented their regular enforcement activities by the practice of putting brightly-colored warning labels on illegally disposed garbage bags. This treatment made the existing enforcement activities suddenly much more apparent to residents. We find evidence for a substantial reduction in illegal disposal of garbage in response to the treatment.  相似文献

Objective: Addressing drinking and driving remains a challenge in the United States. The present study aims to provide feedback on driving under the influence (DUI) in California by assessing whether drinking and driving behavior is associated with the DUI arrest rates in the city in which the driver lives; whether this is due to perceptions that one can get arrested for this behavior; and whether this differed by those drivers who would be most affected by deterrence efforts (those most likely to drink outside the home).

Methods: This study consisted of a 2012 roadside survey of 1,147 weekend nighttime drivers in California. City DUI arrest rates for 2009–2011 were used as an indicator of local enforcement efforts. Population average logistic modeling was conducted modeling the odds of perceived high arrest likelihood for DUI and drinking and driving behavior within the past year.

Results: As the DUI arrest rates for the city in which the driver lives increased, perceived high risk of DUI arrest increased. There was no significant relationship between either city DUI arrest rates or perceived high risk of DUI arrest with self-reported drinking and driving behavior in the full sample. Among a much smaller sample of those most likely to drink outside the home, self-reported drinking and driving behavior was negatively associated with DUI arrests rates in their city of residence but this was not mediated by perceptions.

Conclusion: The results of the present study suggest that perceptions are correlated with one aspect of DUI efforts in one's community. Those who were more likely to drink outside the home could be behaviorally influenced by these efforts.  相似文献

PROBLEM: Many motorized countries use fixed penalties to deter the most common traffic violations. Fixed penalties are usually given at the spot by a police officer. If the offender accepts the fixed penalty, no court hearing or trial is held. During the years 1995-2004, the rates for fixed penalties for traffic offences in Norway increased substantially. This paper evaluates the effects on compliance of these increases. METHOD: Regression analysis was performed to determine the effects of increases in fixed penalties. RESULTS: For speeding in general, no effect of increasing fixed penalties can be found. For speeding close to speed camera sites, there is a weak tendency for the violation rate to go down. This tendency is not statistically significant at conventional levels. For seat belt wearing, wearing rates are found to increase as fixed penalties have increased. In recent years, however, enforcement of the seat belt law has stepped up, making it impossible to separate the effect of enforcement from that of fixed penalties. IMPACT ON INDUSTRY: It has been suggested that the police may adapt to stricter penalties by reducing enforcement or by adopting larger tolerance margins for violations. Available evidence does not support this hypothesis.  相似文献

/ This paper combines a review of recent publications on the effectiveness of environmental enforcement in the United States with new data to address the question of what type of enforcement activity is most productive. Using data on 39 state National Pollutant Discharge Elimination System (NPDES) programs, the measures of effort and cost typically applied to environmental enforcement and inspection activities were tested for relationships with compliance outcomes. No statistically significant relationships were found. In the absence of any improving trend in traditional measures of compliance, this lack suggests all enforcement systems presently used by states are failing. To work, an environmental enforcement system needs to include maintenance and restoration of compliance, real deterrence, mobilization of public opinion, minimal obtrusiveness, conformity with legal search requirements, cost-effectiveness for all parties, effective primary role for skilled inspectors, self-monitoring, compatibility with environmental management systems (e.g., ISO 14000), environmental auditing, robustness in the face of changing strategies by permittees, segregation of technical assistance from enforcement, team orientation, adaptability to multimedia, and, most difficult of all, disconnection from today's timely, appropriate, proportionate standard. These goals can be achieved through a proposed new environmental enforcement approach built on infrequent, random, but thorough inspections leading to fully documented enforcement actions resulting in high penalties. The enforcement system used by the Vienna übahn, or subway, can serve as a model for this type of environmental enforcement system.
