浅谈项目选址的环境可行性论证

对目前项目选址环境可行性论证存在的问题进行了初步分析,并从政策规划的相符性、环境容量的允许性、敏感目标的影响性3个方面探讨了项目选址的环境可行性论证。     

You Are What You Eat: Genetically Modified Foods, Integrity, and Society

Thus far, the moral debateconcerning genetically modified foods (GMF) hasfocused on extrinsic consequentialist questionsabout the health effects, environmental impacts,and economic benefits of such foods. Thisextrinsic approach to the morality of GMF isdependent on unsubstantiated empirical claimsand fails to account for the intrinsic moralvalue of food and food choice and theirconnection to the agent's concept of the goodlife. I develop a set of objections to GMFgrounded in the concept of integrity andmaintain that food and food choice can beintimately connected to the agent's personalintegrity. I argue that due to the constitutionof GMF and the manner in which they areproduced, such foods are incompatible with thefundamental values and integrity of certainindividual moral agents or groups. I identifythree types of integrity that are threatened byGMF: religious, consumer, and integrity basedon certain other moral or metaphysical grounds.I maintain that these types of integrity aresufficiently important to provide justificationfor political and societal actions to protectthe interests of those affected. I conclude byproposing specific steps for handling GMFconsistent with the moral principles ofinformed consent, non-maleficence, and respectfor the integrity of all members of society.They include mandatory labeling of GMF, theimplementation of a system for control andregulations concerning such foods, andguaranteed provision of conventional foods.

本文通过一条高速公路路线勘选的工程实例，研究了高速公路路线选择与地质灾害间的关系。认为，路线选择前，路线走廊及周围地区现时及未来地质灾害的勘查至关重要。这些灾害包括水库塌岸、洪水、断层和断裂带、滑坡、泥石流、崩塌等，路线选择应尽量避开这些灾害地区。对不能避开的地质灾害，应视其特征用不同方法治理，同时应兼顾工程造价、环保及行车舒适等情况。

危险废物填埋场的安全选址是销毁日本遗弃在华化学武器工作中的一项重要的技术工作。本文依据我国环境保护的法律法规及标准,并采用科学的方法对危险废物填埋场址的选择进行了论述和评价,即:首先通过分析场址选择的影响因素,制定出科学、合理、可行的场址选择技术方案;然后再按优劣顺序对拟选的5个填埋场进行科学评价;最后选出最优的填埋场。     

Spiroplasma infection causes either early or late male killing in <Emphasis Type="Italic">Drosophila</Emphasis>, depending on maternal host age

Symbiont-induced male-killing phenotypes have been found in a variety of insects. Conventionally, these phenotypes have been divided into two categories according to the timing of action: early male killing at embryonic stages and late male killing at late larval stages. In Drosophila species, endosymbiotic bacteria of the genus Spiroplasma have been known to cause early male killing. Here, we report that a spiroplasma strain normally causing early male killing also induces late male killing depending on the maternal host age: male-specific mortality of larvae and pupae was more frequently observed in the offspring of young females. As the lowest spiroplasma density and occasional male production were also associated with newly emerged females, we proposed the density-dependent hypothesis for the expression of early and late male-killing phenotypes. Our finding suggested that (1) early and late male-killing phenotypes can be caused by the same symbiont and probably by the same mechanism; (2) late male killing may occur as an attenuated expression of early male killing; (3) expression of early and late male-killing phenotypes may be dependent on the symbiont density, and thus, could potentially be affected by the host immunity and regulation; and (4) early male killing and late male killing could be alternative strategies adopted by microbial reproductive manipulators.     

西安咸阳国际机场污水排放口潜在滑坡稳定性分析

对西安咸阳国际机场污水排放口潜在滑坡的工程地质勘察结果表明,该滑坡处于极限平衡状态。采用B ish-op法参数反演和直快剪试验结果,分别用二维、三维极限平衡法和二维、三维有限元法,对该滑坡进行稳定性计算。结果表明:有限元法(二维、三维)的计算结果偏大,二维极限平衡法的计算结果最小;极限平衡法(二维、三维)与二维有限元法宜选取试验结果的大值平均值,三维有限元法则取试验结果的小值平均值较为合理。最后,根据三维有限元法的计算结果,提出了削坡压脚的防护措施。     

Choosing policy instruments for controlling ozone depleting substances in a developing context: the case of Chile

Chile ratified the Montreal Protocol in 1990 which sets out an agenda for the reduction and then elimination of ozone depleting substances (ODS); however, by 1998 the country had not yet defined a strategy to encourage greater compliance, so that in the same year the National Environmental Commission decided to examine the policy options available. This paper examines the process followed to develop this strategy. As a first step it was necessary to look at how far the implicit policy of "business as usual" could be stretched without jeopardizing Chile's compliance obligations. A second step included quantifying compliance costs and their impact on different policy instruments and so policy choice. Finally, the attitudes of decision-makers or participants were identified, by interviews with officials of the different public agents involved, in order to weigh their views about policy. A strategy was proposed, based on this information, which the Chilean regulator has used, although not in its entirety. The methodology developed could well be useful for developing-country Protocol signatories building their own appropriate compliance strategy.
