The East Usambara Mountains, recognized as one of the 25 most important biodiversity hot spots in the world, have a high degree of species diversity and endemism that is threatened by increasing human pressure on resources. Traditional slash and burn cultivation in the area is no longer sustainable. However, it is possible to maintain land productivity, decrease land degradation, and improve rural people’s livelihood by ameliorating cultivation methods. Improved agroforestry seems to be a very convincing and suitable method for buffer zones of conservation areas. Farmers could receive a reasonable net income from their farm with little investment in terms of time, capital, and labor. By increasing the diversity and production of already existing cultivations, the pressure on natural forests can be diminished. The present study shows a significant gap between traditional cultivation methods and improved agroforestry systems in socio-economic terms. Improved agroforestry systems provide approximately double income per capita in comparison to traditional methods. More intensified cash crop cultivation in the highlands of the East Usambara also results in double income compared to that in the lowlands. However, people are sensitive to risks of changing farming practices. Encouraging farmers to apply better land management and practice sustainable cultivation of cash crops in combination with multipurpose trees would be relevant in improving their economic situation in the relatively short term. The markets of most cash crops are already available. Improved agroforestry methods could ameliorate the living conditions of the local population and protect the natural reserves from human disturbance.  相似文献

Despite a decrease in indigenous forests and a growing demand for tree products in developing countries, tree planting activities are not considerably expanding in Tanzania. In this paper, we analyse factors that influence households’ tree planting behaviour, as well as the number of trees planted. Coast and Morogoro regions in the east of Tanzania were selected as the case, and data was gathered from 202 households in 11 villages in these regions where tree planting programmes have been or still are active. A Heckman model is used to analyse the factors that drive tree planting behaviour. Results indicate that households get wood energy from forest reserves (57%), in addition to their own planted trees (9.1%). Emperical findings show that the most important factors have significantly positive effects on households’ tree planting behaviour, as well as the extent to which it was implemented. These factors include households’ land sizes, households’ awareness of tree planting programmes, tree planting for wood energy, and the age of the head of the household. The right/freedom to harvest and transport tree products, households’ attitudes towards tree planting, and family size have significantly negative effects on households’ tree planting behaviour. This paper is perhaps the first comprehensive study to analyse the factors that influence households’ tree planting behaviour in Tanzania, and it uncovers results that are useful, even for other developing countries with similar conditions.  相似文献

In recent decades, many changes have occurred in the approach to financing and operating water services in developing countries. The demand‐responsive approach is now adopted in many countries in a context of donor‐supported decentralization processes, which gives more responsibility to end users. However, the government's responsibility at different levels is enforced by the international recognition of the human right to water. This paper examines specific actions that build the role of local government authorities in this scenario. A collaboration between an international NGO and a rural district in Tanzania from 2006 to 2009 is used as an action research case study that is representative of local capacity‐building needs in decentralized contexts and rural areas. Three main challenges were detected: i) lack of reliable information; ii) poor allocation of resources in terms of equity; and iii) lack of long‐term community management support from the district. Two mechanisms were established: i) water point mapping as a tool for information and planning; and ii) a District Water and Sanitation Unit Support (DWUS) for community management. The results show how the framework provided by the goal of human right to water helps to define useful strategies for equity‐oriented planning and post‐project support at the local level.  相似文献

Abstract: We examined how differences in local forest‐management institutions relate to disparate anthropogenic forest disturbance and forest conditions among three neighboring montane forests in Tanzania under centralized, comanaged, or communal management. Institutional differences have been shaped by decentralization reforms. We conducted semistructured interviews with members of forest management committees, local government, and village households and measured anthropogenic disturbance, tree structure, and species composition in forest plots. We assessed differences in governance system components of local institutions, including land tenure, decision‐making autonomy by forest users, and official and de facto processes of rule formation, monitoring, and enforcement among the three management strategies. We also assessed differences in frequencies of prohibited logging and subsistence pole cutting, and measures of forest condition. An adjacent research forest served as an ecological reference for comparison of forest conditions. Governance was similar for comanaged and centralized management, whereas communal managers had greater tenure security and decision‐making autonomy over the use and management of their forest. There was significantly less illegal logging in the communal forest, but subsistence pole cutting was common across all management strategies. The comanaged forest was most disturbed by recent logging and pole cutting, as were peripheral areas of the larger centralized forest. This manifested in more degraded indicators of forest conditions (lower mean tree size, basal area, density of trees ≥ 90 cm dbh, and aboveground biomass and higher overall stem density). Greater tenure security and institutional autonomy of the communal strategy contributed to more effective management, less illegal logging, and maintenance of good forest conditions, but generating livelihood benefits was a challenge for both decentralized strategies. Our results underscore the importance of well‐designed institutional arrangements in forest management and illustrate mechanisms for improved forest governance and conservation in the context of Tanzanian decentralization reforms.  相似文献

The article describes the historical development of water tariff policy in Tanzania from the colonial times to present. After gaining independence, the country introduced “free” water policy in its rural areas. Criticism against this policy was expressed already in the 1970s, but it was not until the late 1980s that change became unavoidable. All the while urban water tariffs continued to decline in real terms. In rural and periurban areas of Tanzania consumers often have to pay substantial amounts of money for water to resellers and vendors since the public utilities are unable to provide operative service. Besides, only a part of the water bills are actually collected. Now that the free water supply policy has been officially abandoned, the development of water tariffs and the institutions in general are a great challenge for the country.  相似文献

This paper compares the legitimacy of pilot projects in Kilosa and Kondoa districts of Tanzania and the Amazon region in Brazil. The analysis is both normative – i.e., based on external criteria – and sociological – i.e., based on local people’s perceptions. Results show that the quality of decision-making in terms of local participation, balanced representation, openness and sufficient information increases local acceptability of REDD+. The research also suggests that power asymmetries may undermine legitimacy if not dealt with. Finally, the paper reveals that legitimacy outcomes differ under various contexts, which calls for REDD+ processes to be flexible.  相似文献

This article examines farmers’ livelihood responses and vulnerability to climate variability and other stressors in Morogoro, Tanzania, to understand their implications for adaptation to climate change by agricultural households in developing world more generally. In Morogoro, agricultural households have extended cultivation, intensified agriculture, diversified livelihoods and migrated to gain access to land, markets and employment as a response to climatic and other stressors. Some of these responses have depleted and degraded natural resources such as forest, soil and water resources, which will complicate their living with climate change in the future. This will be particularly problematic to vulnerable groups such as women, children and pastoralists who have limited access to employment, markets and public services. In this light, fair adaptation to climate change by agricultural households in Morogoro and elsewhere in developing countries requires several complementary responses. Adaptation efforts should involve effective governance of natural resources because they function as safety nets to vulnerable groups. In addition, strengthening of national markets by infrastructure investments and institutional reforms is needed to give incentives to intensification and diversification in agriculture. Market participation also demands enhancement of human capital by public programs on health, education and wellbeing.  相似文献

Abstract:  Considerable controversy surrounds the effectiveness of strictly protected areas that prohibit consumptive resource use. For Tanzania we compared temporal changes in densities of large herbivores among heavily protected national parks and game reserves, partially protected game-controlled areas, and areas with little or no protection. Comparisons based on surveys conducted in the late 1980s and early 1990s versus the late 1990s and early 2000s showed three consistent patterns across the country. First, significant declines in the densities of large herbivores between these two snapshots in time overwhelmingly outnumbered significant increases in all protection categories. Second, more species fared well (increased significantly or showed no significant change) in strictly protected national parks than in areas with partial or no protection and in heavily protected game reserves relative to areas with no protection. Third, significantly more species fared poorly (densities declined or were too low to detect a decline) than fared well in areas with partial or no protection. Our results show that although heavy protection was generally more effective in maintaining large herbivore populations than partial or no protection, continued long-term monitoring is needed in Tanzania to inform managers whether large herbivores are experiencing declining population trends even within heavily protected areas .  相似文献

This analysis estimates willingness to pay to improve community-based rural water utilities in the Dodoma and Singida Regions of Central Tanzania, using Multinomial Logit functions. An estimate of willingness to pay provides an indication of the demand for improved services and potential for them being sustainable. Surveys were conducted in a total of 30 villages in the two regions. In the Dodoma Region, about 14% of respondents indicated that they were satisfied with the status quo, 64% suggested increasing water discharge and watering points, and 22% proposed other improvements relating to water quality. In the Singida Region, 31% of the respondents were satisfied with the status quo, 59% wanted deeper boreholes and watering points, and 10% indicated other types of improvement relating to water quality. The Multinomial Logit functions indicated that the interaction between the water quality variable and proposed bids were important in making choices with reference to the type of improvement desired. Respondents who wanted to increase water supply in Dodoma Region were willing to pay 32 Tsh above the existing tariff of 20 Tsh/bucket. In the Singida Region, the analogous amount was 91 Tsh per household per year above the existing user fee of 508 Tsh per household per year. If the tariff or user fees have to be increased, the estimated average potential revenue for the surveyed villages was 252 million Tsh/year (US$265 263) in the Dodoma Region, and 5.2 million Tsh/year (US$5474) in the Singida Region. In the future, strategic planning is needed to ensure that improvements proposed potentially improve cost recovery initiatives and increase the level of consumer satisfaction. Also, care will be needed to ensure that more disadvantaged community members do not suffer unduly from increases in tariff or user fees.  相似文献
