Conservation easements are a standard technique for preventing habitat loss, particularly in agricultural regions with extensive cropland cultivation, yet little is known about their effectiveness. I developed a spatial econometric approach to propensity‐score matching and used the approach to estimate the amount of habitat loss prevented by a grassland conservation easement program of the U.S. federal government. I used a spatial autoregressive probit model to predict tract enrollment in the easement program as of 2001 based on tract agricultural suitability, habitat quality, and spatial interactions among neighboring tracts. Using the predicted values from the model, I matched enrolled tracts with similar unenrolled tracts to form a treatment group and a control group. To measure the program's impact on subsequent grassland loss, I estimated cropland cultivation rates for both groups in 2014 with a second spatial probit model. Between 2001 and 2014, approximately 14.9% of control tracts were cultivated and 0.3% of treated tracts were cultivated. Therefore, approximately 14.6% of the protected land would have been cultivated in the absence of the program. My results demonstrate that conservation easements can significantly reduce habitat loss in agricultural regions; however, the enrollment of tracts with low cropland suitability may constrain the amount of habitat loss they prevent. My results also show that spatial econometric models can improve the validity of control groups and thereby strengthen causal inferences about program effectiveness in situations when spatial interactions influence conservation decisions.  相似文献

Great Basin Land Management Planning Using Ecological Modeling   总被引:1,自引:1,他引:0  
This report describes a land management modeling effort that analyzed potential impacts of proposed actions under an updated Bureau of Land Management Resource Management Plan that will guide management for 20 years on 4.6 million hectares in the Great Basin ecoregion of the United States. State-and-transition models that included vegetation data, fire histories, and many parameters (i.e., rates of succession, fire return intervals, outcomes of management actions, and invasion rates of native and nonnative invasive species) were developed through workshops with scientific experts and range management specialists. Alternative restoration scenarios included continuation of current management, full fire suppression, wildfire use in designated fire use zones, wildfire use in resilient vegetation types only, restoration with a tenfold budget increase, no restoration treatments, and no livestock grazing. Under all the scenarios, cover of vegetation states with native perennial understory declined and was replaced by tree-invaded and weed-dominated states. The greatest differences among alternative management scenarios resulted from the use of fire as a tool to maintain native understory. Among restoration scenarios, only the scenario assuming a tenfold budget increase had a more desirable outcome than the current management scenario. Removal of livestock alone had little effect on vegetation resilience. Rather, active restoration was required. The predictive power of the model was limited by current understanding of Great Basin vegetation dynamics and data needs including statistically valid monitoring of restoration treatments, invasiveness and invasibility, and fire histories. The authors suggest that such computer models can be useful tools for systematic analysis of potential impacts in land use planning. However, for a modeling effort to be productive, the management situation must be conducive to open communication among land management agencies and partner entities, including nonprofit organizations.  相似文献

Many species of conservation concern are spatially structured and require dispersal to be persistent. For such species, altering the distribution of suitable habitats on the landscape can affect population dynamics in ways that are difficult to predict from simple models. We argue that for such species, individual-based and spatially explicit population models (SEPMs) should be used to determine appropriate levels of off-site restoration to compensate for on-site loss of ecologic resources. Such approaches are necessary when interactions between biologic processes occur at different spatial scales (i.e., local [recruitment] and landscape [migration]). The sites of restoration and habitat loss may be linked to each other, but, more importantly, they may be linked to other resources in the landscape by regional biologic processes, primarily migration. The common management approach for determining appropriate levels of off-site restoration is to derive mitigation ratios based on best professional judgment or pre-existing data. Mitigation ratios assume that the ecologic benefits at the site of restoration are independent of the ecologic costs at the site of habitat loss. Using an SEPM for endangered red-cockaded woodpeckers, we show that the spatial configuration of habitat restoration can simultaneously influence both the rate of recruitment within breeding groups and the rate of migration among groups, implying that simple mitigation ratios may be inadequate.  相似文献

This study explores different socio-economic and institutional factors influencing the adoption of improved soil conservation technology (ISCT) on Bari land (Rainfed outward sloping terraces) in the Middle Mountain region of Central Nepal. Structured questionnaire survey and focus group discussion methods were applied to collect the necessary information from farm households. The logistic regression model predicted seven factors influencing the adoption of improved soil conservation technology in the study area including years of schooling of the household head, caste of the respondent, land holding size of the Bari land, cash crop vegetable farming, family member occupation in off farm sector, membership of the Conservation and Development Groups, and use of credit. The study showed that technology dissemination through multi-sectoral type community based local groups is a good option to enhance the adoption of improved soil conservation technology in the Middle Mountain farming systems in Nepal. Planners and policy makers should formulate appropriate policies and programs considering the farmers' interest, capacity, and limitation in promoting improved soil conservation technology for greater acceptance and adoption by the farmers.  相似文献

We compared measures of ecosystem state across six adjacent land-tenure groups in the intact tropical savanna landscapes of northern Australia. Tenure groups include two managed by Aboriginal owners, two national parks, a cluster of pastoral leases, and a military training area. This information is of relevance to the debate about the role of indigenous lands in the Australian conservation estate. The timing and frequency of fire was determined by satellite imagery; the biomass and composition of the herb-layer and the abundance of large feral herbivores by field surveys; and weediness by analysis of a Herbarium database. European tenures varied greatly in fire frequencies but were consistently burnt earlier in the dry season than the two Aboriginal tenures, the latter having intermediate fire frequencies. Weeds were more frequent in the European tenures, whilst feral animals were most abundant in the Aboriginal tenures. This variation strongly implies a signature of current management and/or recent environmental history. We identify indices suitable for monitoring of management outcomes in an extensive and sparsely populated landscape. Aboriginal land offers a unique opportunity for the conservation of biodiversity through the maintenance of traditional fire regimes. However, without financial support, traditional practices may prove unsustainable both economically and because exotic weeds and feral animals will alter fire regimes. An additional return on investment in Aboriginal land management is likely to be improved livelihoods and health outcomes for these disadvantaged communities.  相似文献

The classical model of a paradigm shift is used to explore changes that are occurring in public lands and water resources management. Recent policy developments suggest that the traditional paradigm, which is characterized by sustained yield, is in the process of being invalidated. While no new paradigm has been fully accepted, the emerging paradigm does appear to be based on two principles: ecosystem management and collaborative decision making. Implementation of these two principles is likely to require extensive revision of traditional management practices and institutions. Failure to address these issues could result in adoption of the rhetoric of change without any lasting shift in management practices or professional attitudes.  相似文献

Food habits of white-tailed deer (Odocoileus virginianus) were examined from January to November 1984 via fecal-pellet analysis at Valley Forge National Historical Park (VFNHP), which represents an island habitat for deer surrounded by extensive urbanization, in southeastern Pennsylvania. In addition, use of fields by deer was compared to food habits. Herbaceous vegetation (forbs, leaves of woody plants, and conifer needles) was the predominant food type in all seasons except fall. Acorns and graminoids (grasses and sedges) were important food resources in fall and spring, respectively. Use of woody browse (twigs) was similar among seasons. Field use was relatively high during fall, winter without snow cover (<20 cm), and spring when food resources in fields were readily available. In contrast, use of fields was lowest in summer when preferred woodland foods were available and in winter with snow cover when food in fields was not readily accessible. Patterns of food-type use by deer at VFNHP indicate the year-round importance of nonwoody foods and field habitats to deer populations on public lands such as national parks in the northeastern United States.  相似文献

The Land Condition Trend Analysis (LCTA) program is the US Army's standard for land inventory and monitoring, employing standardized methods of natural resources data collection, analyses, and reporting designed to meet multiple goals and objectives. Critical to using LCTA data in natural resources management decisions is the ability of the LCTA protocols to detect changes in natural resources. To quantify the ability of LCTA protocols to detect resource changes, power analysis techniques were used to estimate minimum detectable effect sizes (MDES) for selected primary and secondary management variables for three Army installations. MDES for a subset of primary variables were estimated using data from 27 installation LCTA programs. MDES for primary and secondary variables varied widely. However, LCTA programs implemented at larger installations with lower sampling intensities detected changes in installation resources as well as programs implemented at smaller more intensively sampled installations. As a national monitoring program that is implemented at individual installations, LCTA protocols provide relatively consistent monitoring data to detect changes in resources despite diverse resource characteristics and implementation constraints.  相似文献

Abstract: Streams draining mountain headwater areas of the western Mojave Desert are commonly physically isolated from downstream hydrologic systems such as springs, playa lakes, wetlands, or larger streams and rivers by stream reaches that are dry much of the time. The physical isolation of surface flow in these streams may be broken for brief periods after rainfall or snowmelt when runoff is sufficient to allow flow along the entire stream reach. Despite the physical isolation of surface flow in these streams, they are an integral part of the hydrologic cycle. Water infiltrated from headwater streams moves through the unsaturated zone to recharge the underlying ground‐water system and eventually discharges to support springs, streamflow, isolated wetlands, or native vegetation. Water movement through thick unsaturated zones may require several hundred years and subsequent movement through the underlying ground‐water systems may require many thousands of years – contributing to the temporal isolation of mountain headwater streams.  相似文献
