The Clean Development Mechanism (CDM) under the Kyoto Protocol to the UN Framework Convention on Climate Change (UNFCCC) has its origins in the decade of UNFCCC negotiations. ‘Joint implementation’ and ‘activities implemented jointly pilot’ opened the door for the project-based mechanisms between developed and developing countries. The US proposal of the Joint Implementation in the Kyoto Protocol negotiations was almost identical with CDM approved in Kyoto; however, a detour around the Clean Development Fund (CDF) concept raised by Brazil in the negotiations catalyzed the mutual understanding on the win-win nature of the concept of joint implementation.CDM has been played an important role to bridge the developed and developing countries in its development process initiated as the joint implementation in the UNFCCC, and can lead to the cooperative future in the implementation stage starting from the year 2003, including the development of future commitments beyond 2013. 我国城市建设和生态保护工作均对土地资源有大量需求,二者之间的矛盾在经济优先发展区表现尤为明显.为了有效地改善生态环境,管控土地利用并引导其变化发展,需要建设具备不可替代特征的省域生态廊道.最小累积阻力模型(minimum cumulative resistance,MCR)是识别生态廊道最常用、有效的模型,但在应用于省域尺度时,MCR模型识别的潜在廊道路由存在冗余的问题.因此,通过引入网络科学中的边介数指数(edge-betweenness)对MCR模型进行优化,计算潜在廊道路由的边介数指数值,选取出其中最为重要和简明的结构来连通生态源地,即提取潜在路由中的骨干路由(backbone route)和关键战略点(key strategic point)作为不可替代的结构来指导省域生态廊道建设.将优化后的MCR模型应用于广东省,构建了全长5 493 km的省域生态廊道,其中包含生态源地20处,关键战略点11个,骨干生态廊道29条.骨干路由与关键战略点构成的不可替代省域生态廊道(irreplaceable provincial corridor)能够实现"廊道数量和占地面积最少、连通性基本不变"的目标.研究显示,边介数能够对潜在路由进行优化筛选,识别出维护省域生态安全的关键结构;不可替代生态廊道能够指导省域生态规划和土地空间的发展利用,并为更高水平的生态安全环境提供了演进的基础;同时也为土地资源紧张的地区提供了建设生态廊道的参考与依据.   相似文献

从适用性、参数选取、试验程序等角度深度梳理GJB 150.26试验标准,并研究流体污染试验程序的实施方法。通过对流体污染试验的研究背景和应用需求、相关标准应用现状和试验适用范围进行说明介绍,围绕基于GJB 150.26的流体污染试验参数选取原则、试验程序制定方法,探究符合标准架构的试验实施流程体系。按照所归纳研究整理的试验实施流程体系,结合工程实例对某型机载产品基于GJB 150.26的试验标准,针对其实际使用情况和相关技术协议文件制定了流体污染试验程序,进行了试验实施验证。流体污染试验实施目前在我国环境适应性工程领域缺乏理论基础指导,具备较大的开拓空间,通过对其实施方法和程序的研究能够有效地提升军用装备开展特种环境试验的技术能力。  相似文献

A baseline for a project consists of estimates of annual emissions of greenhouse gases (GHG) for a given time period without implementing the project. A general three-step process for determining the baseline is suggested. The emission reduction of the project is given by the difference between the baseline and the monitored annual emissions. A preferred method, direct measurement of the emission reduction, is possible for some types of projects. Methods for estimating the annual baseline emissions are not necessary for the latter category, and a definition of this project category is suggested. IPCC Guidelines for National GHG Inventories categorise the emission sources so that only direct emissions from consumption of fuel and feedstock are calculated. There are thus no emission factors for indirect emissions (e.g. electricity consumption or km transported) or emission factors that depend on technology only, independent of consumption of fuel and feedstock. Technology-dependent emission factors may thus need to be developed for estimating indirect emissions and multi-project baselines. Consistency should be sought with the IPCC Guidelines when estimating annual baseline emissions and in monitoring project emissions to ensure comparability with the National Inventories.  相似文献

Five new towns have been developed around the Seoul metropolitan area since 1996. However, these new towns generate lots of traffic and related problems in the areas including those new towns and Seoul as a result of increases in population and a lack of ecological-self-sufficiency. Currently, construction of another new town is under deliberation, and what should be a major consider is the notion that the new town be located within a wide, green zone. Many studies have revealed that green space can play an important role in improving urban eco-meteorological capability and air quality. In order to analyze the urban heat island which will be created by the new urban development, and to investigate the local thermal environment and its negative effects caused by a change of land use type and urbanization, Landsat TM images were used for extraction of urban surface temperature according to changes of land use over the last 15 years. These data are analyzed together with digital land use and topographic information. As a study result, it was found the urban heat island of the study area from 198.5 to 1999 rapidly developed which showed a difference of mean temperature above 2.0. Before the Bundang new town construction the temperature of the residential area was the same as a forest, but during the new town construction in 1991 analysis revealed the creation of an urban heat island. The temperature of a forest whose size is over 50% of the investigation area was lowest, and thus the presence of a forest is believed to have a direct cooling effect on the urban environment and its surroundings. The mean temperature of the residential and commercial areas in the study was found to be 4.5 higher than the forest, and therefore this part of land use is believed to be the main factor causing the temperature increase of the urban heat island.  相似文献

在城市化的进程中,城市发展与生态环境建设之间的矛盾日益突出。绿脉规划作为保证城市可持续发展的一种有效手段正逐步融入到城市规划中。城市绿脉规划不但对自然资源起到保护作用,满足人们的休闲娱乐的需要,恢复并保存了有价值的文化资源,还对城市空间布局和城市生态环境建设具有引导作用。文章列举了美国、欧洲和亚洲的部分特大型城市绿脉规划的实践经验,以及我国城市在绿脉规划方面的尝试。最后,对绿脉规划过程中需要注意的问题进行了讨论并提出建议。  相似文献

Proponents of the scientific adaptive management approach argue that it increases knowledge acquisition rates, enhances information flow among policy actors, and provides opportunities for creating shared understandings. However, evidence from efforts to implement the approach in New Brunswick, British Columbia, Canada, and the Columbia River Basin indicates that these promises have not been met. The data show that scientific adaptive management relies excessively on the use of linear systems models, discounts nonscientific forms of knowledge, and pays inadequate attention to policy processes that promote the development of shared understandings among diverse stakeholders. To be effective, new adaptive management efforts will need to incorporate knowledge from multiple sources, make use of multiple systems models, and support new forms of cooperation among stakeholders.  相似文献
