Strategies for beneficial use of biosolids in New Zealand and elsewhere are currently focused primarily on land application. The long-term success of these and other strategies is dependent not only on technical factors, but also on their environmental, economic, social and cultural sustainability. This paper briefly reviews the situation with respect to biosolids management in New Zealand, where land application is not yet widespread; the rise in public opposition to land application in the United States; and the biosolids industry's approach to public engagement. We argue that, at least until recently, the industry has misinterpreted the nature and meaning of public opposition and thus substituted public relations for public engagement. We argue that genuine public engagement is necessary and that its purpose cannot be to gain public acceptance for an already-decided-upon strategy. It therefore calls for humility among biosolids managers, including a willingness to open up the framing of 'the problem', to acknowledge areas of uncertainty, and to recognise the role of values in 'technical' decision-making. We then present and analyse an example of the use of the scenario workshop process for public participation in biosolids management policy in Christchurch, New Zealand, and conclude that scenario workshops and related methods represent an opportunity to enhance sustainable waste management when certain conditions are met.  相似文献

ABSTRACT

Lessons from the literature on multi-stakeholder dialogue (MSD) that are relevant to the debate on climate engineering (CE) are examined. MSDs have been used to prod slow-to-develop intergovernmental regulatory processes on a range of transnational and global controversies. A CEMSD might push forward anticipatory governance of CE by promoting social learning, sharpening and legitimizing governance norms, and starting to arrange the political space for governance by states. However, significant challenges and risks are also identified, including questions about the ripeness of the issue for stakeholder dialogue; difficult trade-offs in the design of dialogues, particularly around issues of participation and knowledge-power; and inherent tensions in the various purposes a CEMSD might serve. Given these challenges, steps forward that would better prepare a space for legitimate and effective dialogue are recommended.  相似文献

Voluntary environmental governance is a widely used policy approach that has been criticized for its lack of effectiveness. This raises fundamental questions about how to design processes that can advance voluntary programmes in a way that makes them more successful. In this paper, we analyse a government-initiated dialogue process to phase out hazardous chemicals through voluntary action by the Swedish textile industry. The analysis shows that information transfer primarily motivated business participation, while consumer pressure, regulatory threats and traditions of government–business cooperation played minor roles. The institutional design of the dialogue ensured close interaction within a homogeneous group, but collective actions were limited by disagreement about the problems to be addressed, prior unilateral environmental commitments by leading companies, and ambivalent engagement. This case provides valuable insights into the effect of institutional design on the actual interplay between business and government and its effects on voluntary governance.  相似文献

The article reflects on the changing world of work, and the challenges presented to both occupational health and occupational health education. We draw on the 63 preparatory workshops and the international conference in the “Work Life 2000: Quality in Work” program, an initiative of the Swedish Presidency of the European Union. The International Commission on Occupational Health is introduced, with particular concentration on a current practical project initiated by the Department of Health in South Africa, intended to lead to a set of projects, networking for occupational health education in developing countries. The practical initiatives cast light on a new set of issues that arise when occupational health and safety crosses cultural barriers, and previously separate comparative cases are linked.  相似文献

ABSTRACT

Communicating about the use and management of open spaces occurs within a complex social environment replete with diverse stakeholder opinions and meta-narratives. For western US rangelands, production-based enterprises have been the traditional use but increasingly they are valued for ecosystem services such as water, recreation, biodiversity, and aesthetics which have led to additional conflict. We surveyed Wyoming-based members of six agricultural (Ag) and four environmental/conservation (Env/Con) groups to determine grazing-centric mutual exclusivity of special interests, common values, and emergent themes. We assessed 197 survey participants; 150 from Ag groups and 47 from Env/Con groups. Of 10 values assessed, “watershed” and “plant diversity” were similarly valued by both group types. These naturally dichotomous groups also agreed that communication and reliance on science are needed. Communication and conflict resolution about the use of open spaces can benefit from addressing social presuppositions and meta-narratives of broader audiences to facilitate effective dialogue and solutions.  相似文献

Over the last decade, adaptive co‐management has been recommended as a policy framework to address complex and uncertain resources management issues. Implementing this theoretical management concept requires the integration of multidisciplinary research and local knowledge. Yet practical protocols to link science, policymaking and societies have yet to be developed. We designed a protocol to produce legitimate, credible and relevant solutions to a regional resources management issue. This is a two‐component protocol. A stakeholder grid categorizes stakeholder representatives in three distinct specialized dialogue arenas: institution representatives, technical experts and local end‐users. An iterative co‐design process then builds on these arenas to assess the institutional legitimacy, technical credibility and empirical relevance dimensions of a common solution initiated by an initial plausible promise. We tested this framework in Réunion to address organic waste management issues at the regional level. The plausible solution explored was the introduction of a recycling industry involved in collecting organic waste and producing and selling organic fertilizers tailored for local crop systems. The protocol application outcomes were consolidated and documented scenarios accepted by all, with knowledge exchange and the broad spread of a stabilized expectation contributing to private initiatives and public policy change.  相似文献

At an early stage of the rising fracking controversy in Germany, ExxonMobil initiated a rather large and costly company dialogue to defuse public concerns over fracking. To shed light on the public implications of private participation, this study analyses how this so-called InfoDialog attempted to reach this goal, and what the consequences were. For this purpose, an interpretive analytical perspective that employs concepts of conflict and participation analysis is adopted. Following this perspective, several design features of the InfoDialog and their implications for the framing of the fracking issue are reconstructed. This provides the ground for analysing the roles that the InfoDialog could play in coping with the fracking controversy. Finally, the dialogue's embeddedness in the context of the emerging fracking debate in Germany is examined. The analysis suggests that the InfoDialog could not defuse the public controversy over fracking by scientization. However, as a forerunner in the emerging politics of expertise, it has supported a particular framing of the public controversy. These insights provoke further critical questions about the implications of privately organized participation arrangements regarding public controversies.  相似文献

Canada is vulnerable to a wide range of natural and human-induced disasters. Recent experience with major natural disasters demonstrated that more needs to be done to protect Canadians from the impacts of future disasters. The Government of Canada, through the Department of Public Safety and Emergency Preparedness Canada, has conducted consultations with provinces, territories and stakeholders to develop a national disaster mitigation strategy (NDMS) aimed at enhancing Canada's capacity to prevent disasters before they occur and promoting the development of disaster-resilient communities. This paper provides an overview of Canada's emergency management and hazards context. It reports on the preliminary findings of consultations with stakeholders and evaluates the usefulness of the deliberative dialogue methodology that was used to facilitate the consultations. Examples that are illustrative of recent Canadian efforts on disaster mitigation and the challenges respecting the development and future implementation of a NDMS are also discussed.  相似文献

A stakeholder dialogue was embedded in the ATEAM project to facilitate the development and dissemination of its European-wide vulnerability assessment of global change impacts. Participating stakeholders were primarily ecosystem managers and policy advisers interested in potential impacts on ‘Agriculture’, ‘Forestry’, ‘Water’, ‘Carbon storage’, ‘Biodiversity’ and ‘Mountain environments’ sectors. First, stakeholder dialogue approaches to integrated assessment are introduced. Methodological considerations on stakeholder selection and dialogue implementation and evaluation follow. The dialogue content and process are evaluated from the perspectives of stakeholders and scientists. Its usefulness in the research process and the relevance of outcomes for stakeholders are particularly considered. The challenging compromises required to perform innovative research, which seeks to achieve both peer scientific credibility and societal relevance, are emphasized. Effective stakeholder dialogues play a substantial role in raising the visibility and meaningfulness of vulnerability assessments as critical means to improve awareness on global change and its potential worrying impacts on society. They further provide scientists with critical information on ecosystem management and sectoral adaptive capacity. These processes of mutual learning and knowledge exchange moreover foster a better understanding of the potential and limits of global change modelling and vulnerability assessment for policy and ecosystem management.

Nowadays many debates are going on that relate to the agricultural and food sector. It looks as if present technological and organizational developments within the agricultural and food sector are badly geared to societal needs and expectations. In this article we briefly present a toolkit for moral communication within the food chain. This toolkit is developed as part of a European research project. Next, we discuss what such a toolkit can bring about, given the characteristics of the present day agricultural and food sector and its wider context. We defend that the toolkit can be seen as one of the mechanisms that can help enterprises in the agricultural and food sector to be accountable. It should, however, be complemented with other mechanisms, first, to empower the wider public and, second, to stimulate a dialogue, on a more equal footing, between public authorities, citizens, and economic actors.  相似文献
