Co-ordination for disasters

This paper was prepared in 1978 on the basis of a review of sociological and anthropological fieldwork conducted up to that time. Although theoretical in presentation its conclusions are formulated in accordance with the author's own extensive observations of organizational response to natural disasters in developing countries, especially those having sudden onset. Practical implications for co-ordination agencies and pre-disaster training are drawn.

The Ethical Contract as a Tool in Organic Animal Husbandry

This article explores what an ethicfor organic animal husbandry might look like,departing from the assumption that organicfarming is substantially based in ecocentricethics. We argue that farm animals arenecessary functional partners in sustainableagroecosystems. This opens up additional waysto argue for their moral standing. We suggestan ethical contract to be used as acomplementary to the ecocentric framework. Weexpound the content of the contract and end bysuggesting how to apply this contract inpractice. The contract enjoins us to share thewealth created in the agroecosystem (by ourjoint contributions) by enjoining us to carefor the welfare and needs of the individualanimal, and to protect them from exploitation(just as human co-workers should not beexploited). The contract makes promoting goodanimal welfare a necessary condition forbenefiting farm animals. Animals for their partare guaranteed coverage under the contract solong as they continue to contribute to thesystem with products and services.

Reconstituting “America”: The Clean Energy Economy Ventriloquized

With the foregrounding of “clean energy” policies by climate change concerns, the rhetorical constitution of “America” as a collective subject, mobilized to adopt the clean energy economy (CEE), becomes crucial. Here, I analyze the constitutive rhetoric of Pew Charitable Trusts’ landmark 2009 report on the CEE, drawing from the ventriloqual perspective to communication. I argue that this approach provides a more pragmatic, conversational understanding of the interpellative process constituting “America,” noting it to be hybridized and composed of various human and nonhuman agents. Tracing the ingoing interaction among agents—some manifest in the text, others spectral—sheds light on the complex relations of power at stake, recognizes the open-ended possibilities (and restrictions) of agency, and the role of material structures shaping environmental communication and policy.     

我国南方冰雪灾害的特征与城市救灾对策研究

在对2008年初中国南方所发生的冰雪灾害的损失、影响和成因进行分析的基础上,指出该次灾害具有受灾范围的全面性、灾害过程的发展性和救灾行动的艰难性等特征,阐明冰雪灾害在城市会造成停电停水、交通瘫痪和通讯中断等严重灾情,进而引发断油断粮、物价飞涨和人心恐慌等综合性灾害。通过冰雪灾害对城市救灾行动的总结,指出冰雪灾害给城市政府的深刻启示在于城市规模的急速扩张必须同时加强防灾救灾的软硬件建设,并提出城市必须采取持久开展防灾救灾知识宜传教育、大力加强防灾救灾基础设施建设、科学制订各类灾害的专业性应急预案和努力构建协同联动救灾机制等对策,有效提升城市应对灾害的能力,减少灾害造成的损失。
