Achieving coexistence between large carnivores and humans in human-dominated landscapes (HDLs) is a key challenge for societies globally. This challenge cannot be adequately met with the current sectoral approaches to HDL governance and an academic community largely dominated by disciplinary sectors. Academia (universities and other research institutions and organizations) should take a more active role in embracing societal challenges around conservation of large carnivores in HDLs by facilitating cross-sectoral cooperation to mainstream coexistence of humans and large carnivores. Drawing on lessons from populated regions of Europe, Asia, and South America with substantial densities of large carnivores, we suggest academia should better embrace the principles and methods of sustainability sciences and create institutional spaces for the implementation of transdisciplinary curricula and projects; reflect on research approaches (i.e., disciplinary, interdisciplinary, or transdisciplinary) they apply and how their outcomes could aid leveraging institutional transformations for mainstreaming; and engage with various institutions and stakeholder groups to create novel institutional structures that can respond to multiple challenges of HDL management and human–large carnivore coexistence. Success in mainstreaming this coexistence in HDL will rest on the ability to think and act cooperatively. Such a conservation achievement, if realized, stands to have far-reaching benefits for people and biodiversity.  相似文献

On-going population growth and resulting domestic demand for water require rapid and effective decision-making as regards groundwater management and control of the various sources of salinization and pollution in Coastal aquifers. Sustainability of water resources for utilization by future generations must therefore be a high priority, not only for the purpose of fulfilling needs for water usage but also for bringing people into harmony with their ambient natural environment.The objective of this paper is to propose an empirical approach for prioritization of the needs involved for sustainable aquifer management. The approach involves a schematic format to:(1) develop a global understanding of an aquifer's hydrological and environmental properties in order to delineate appropriate eco-hydrological scenarios and recommend corresponding operational management activities; and(2) emphasize the importance of educating and increasing the awareness of the population involved as to the need for and viability of socially acceptable measures for sustainable management of groundwater and other resources.The psychologist Abraham Maslow utilized a pyramid to illustrate that until people's most basic needs were fulfilled, higher levels of needs would remain irrelevant. This paper postulates a comparable pyramid prioritizing hydrological needs required for progressing towards sustainable groundwater resources. Two sub-regions of Israel's Coastal aquifer in the Sharon region have been presented as representative areas, each characterized by different stress of exploitation. In assessing these sub-regions situation, specific measures have been recommended for achieving and/or maintaining sustainable groundwater resources in light of the ambient environment, and the level of the population on the pyramidal hierarchy of groundwater needs.  相似文献

Whereas past research has treated co-management of common pool resources as if villagers and project implementing authorities were the only relevant actors, numerous external factors beyond the control of these two partners create barriers to successful co-management. This paper draws on discussions with Forest Department officials to examine the influence of these forces on the outcomes of Joint Forest Management (JFM) in Tamil Nadu, India. An empirical inquiry into the operational aspects of JFM indicates the important roles of political parties, powerful people, and other state institutions and functionaries as well as the flow of foreign funding. Further, the strong demand by local people for socio-economic development interventions as opposed to improvement of degraded forests belittles the role of the Forest Department relative to other departments. Numerous other conditioning factors and relationships are explored. The authors call for reforms in public governance to allow better participation of all the actors involved for this participatory management approach to succeed and sustain.  相似文献

The implementation of sustainable development may seem a simple concept when written on paper. However to carry-out long term actions put forward by the Agenda 21 (AG21) at the local level represents one of the main challenges as municipal governments in general do not have the capacity to effectively implement the process. Regional environmental assessment (REA) has shown to be effective in supporting decision-making not only to correct environmental problems due to past unsustainable social-economic developments but also help local governments to implement sustainable actions. However this requires long-term investments of AG21 plans and projects. The allocation of regular and consistent financial resources is one of the main ingredients for the sustainable development process. But traditional plans and projects financed by national and/or international funds may not be sustainable in the long-term because they become dependent on external funding. Research demonstrate that innovative economic instruments such as ecotaxes represent a feasible alternative to sponsor local sustainability because taxes are collected permanently by the government and could be invested in continuous actions. Ecotaxes experiences have provided important reference to structure a municipal incentive model (MIM) to sponsor AG21’s environmental plans and projects on a long-term (permanent) basis. However sustainable development cannot be solely through economic investments. A comprehensive municipal environmental management scheme (MEMS) has been established to support the incentive model. The scheme seeks not only to improve local institutional framework but also incentive continuous participation of local stakeholders at all levels of society. Participatory events and the provision of incentives (educational and financial) are key to motivate society to protect the environment and support actively the sustainable development process as emphasised in the RIO-92 Conference.  相似文献

Six separate but related strains of thought have emerged prominently since 1950 in discussions of such phenomena as the interrelationships among rates of population growth, resource use, and pressure on the environment. They are the ecological/carrying capacity root, the resources/environment root, the biosphere root, the critique of technology root, the no growth/slow growth root, and the ecodevelopment root.Each of these strains of thought was fully developed before the word sustainable itself was used. Many of the roots are based on fundamentally opposing assessments of the future of mankind. Many of the roots, such as the ecology/carrying capacity root, are based on physical concepts, and they exclude normative values. Others, such as the ecodevelopment root, include such values as equity, broad participation in governance, and decentralized government.When the word sustainability was first used in 1972 in the context of man's future, in a British book,Blueprint for Survival, normative concepts were prominent. This continued to be the case when the word was first used in 1974 in the United States to justify a no growth economy.Sustainability was first used in a United Nations document in 1978. Normative concepts, encapsulated in the term ecodevelopment, were prominent in the United Nations publications.After about 1978, the term sustainability began to be used not only in technological articles and reports but also in policy documents culminating in the use of the term in the report of the summit meeting of the Group of Seven in 1989.The roots of the term sustainability are so deeply embedded in fundamentally different concepts, each of which has valid claims to validity, that a search for a single definition seems futile. The existence of multiple meaning is tolerable if each analyst describes clearly what he means by sustainability.  相似文献

Many administrative jurisdictions have authority over parts of the Great Lakes, sometimes with competing purposes as well as governance at differing scales of time and space. As demand increases for high quality information that is relevant to environmental managers, environmental and natural resource agencies with limited budgets must look to interdisciplinary, collaborative approaches for the collection, analysis and reporting of data. The State of the Lakes Ecosystem Conferences (SOLEC) were begun in 1994 in response to reporting requirements of the Great Lakes Water Quality Agreement between Canada and the U.S. The biennial conferences provide independent, science-based reporting on the state of health of the Great Lakes ecosystem components. A suite of indicators necessary and sufficient to assess Great Lakes ecosystem status was introduced in 1998, and assessments based on a subset of the indicators were presented in 2000. Because SOLEC is a multi-agency, multi-jurisdictional reporting venue, the SOLEC indicators require acceptance by a broad spectrum of stakeholders in the Great Lakes basin. The SOLEC indicators list is expected to provide the basis for government agencies and other organizations to collaborate more effectively and to allocate resources to data collection, evaluation and reporting on the state of the Great Lakes basin ecosystem.  相似文献

This paper presents development of a first approximation of a Namibian, national level, land degradation monitoring system. The process involved a large number of stakeholders and led to the definition of four primary indicators that were regarded as related to land degradation in Namibia: population pressure, livestock pressure, seasonal rainfall and erosion hazards. These indicators were calculated annually for the period 1971–1997. Annual land degradation risk maps were produced for the same period by combining the indicators. A time series analysis of results generated by indicators was undertaken at two sites. The analysis revealed a general trend towards an increased land degradation risk over the period 1971–1997. A decrease in annual rainfall and an increase in livestock numbers caused this negative trend at one site, while decreased annual rainfall and increased human population were the causes at a second site. Evaluation of resulting maps through direct field observations and long-term monitoring at selected study sites with different conditions relevant for the indicators defined, is an essential next step.  相似文献

This paper argues on both theoretical and empirical grounds that, beyond a certain point, there is an unavoidable conflictbetween economic development (generally taken to mean 'materialeconomic growth') and environmental protection. Think for a moment of natural forests, grasslands, marine estuaries, salt marshes, and coral reefs; and of arable soils, aquifers, mineraldeposits, petroleum, and coal. These are all forms of 'natural capital' that represent highly-ordered self-producing ecosystemsor rich accumulations of energy/matter with high use potential (low entropy). Now contemplate despoiled landscapes, eroding farmlands, depleted fisheries, anthropogenic greenhouse gases,acid rain, poisonous mine tailings and toxic synthetic compounds.These all represent disordered systems or degraded forms of energy and matter with little use potential (high entropy). The main thing connecting these two states is human economic activity. Ecological economics interprets the environment-economyrelationship in terms of the second law of thermodynamics. The second law sees economic activity as a dissipative process. Fromthis perspective, the production of economic goods andservices invariably requires the consumption of available energy and matter. To grow and develop, the economynecessarily 'feeds' on sources of high-quality energy/matter first produced by nature. This tends to disorder and homogenizethe ecosphere, The ascendance of humankind has consistently been accompanied by an accelerating rate of ecological degradation, particularly biodiversity loss, the simplificationof natural systems and pollution. In short, contemporary political rhetoric to the contrary, the prevailing growth-oriented global development paradigm is fundamentally incompatible with long-term ecological and social sustainability. Unsustainability is not a technical nor economic problem as usually conceived, but rather a state of systemic incompatibilitybetween a economy that is a fully-contained, growing, dependent sub-system of a non-growing ecosphere. The Chesapeake Bay benthic index of biotic integrity (B-IBI) was developed to assess benthic community health and environmental quality in Chesapeake Bay. The B-IBI provides Chesapeake Bay monitoring programs with a uniform tool with which to characterize bay-wide benthic community condition and assess the health of the Bay. A probability-based design permits unbiased annual estimates of areal degradation within the Chesapeake Bay and its tributaries with quantifiable precision. However, of greatest interest to managers is the identification of problem areas most in need of restoration. Here we apply the B-IBI to benthic data collected in the Bay since 1994 to assess benthic community degradation by Chesapeake Bay Program segment and water depth. We used a new B-IBI classification system that improves the reliability of the estimates of degradation. Estimates were produced for 67 Chesapeake Bay Program segments. Greatest degradation was found in areas that are known to experience hypoxia or show toxic contamination, such as the mesohaline portion of the Potomac River, the Patapsco River, and the Maryland mainstem. Logistic regression models revealed increased probability of degraded benthos with depth for the lower Potomac River, Patapsco River, Nanticoke River, lower York River, and the Maryland mainstem. Our assessment of degradation by segment and water depth provided greater resolution of relative condition than previously available, and helped define the extent of degradation in Chesapeake Bay.  相似文献

Assessment and monitoring of forest health representsa key point for environmental policy and for the management ofenvironmental resources. With the renewed interest in assessment andmonitoring of forest health generated by the suspected occurrence ofa widespread forest decline in Europe and North America, manyactivities have been undertaken: however, some questions should beconsidered and clarified when attempting to estimate forest health.Particularly, the objective(s) of the assessment and monitoringprogram should be carefully identified. Identification of a program‘stask has a number of implications and consequences: it implies adefinition of what concept of forest health (forest ecosystem health,forest health or forest trees health?) is assumed, what will be thetarget entity to be monitored, and therefore the identification of therelevant assessment questions and assessment endpoints.Consequences concern the definition of the spatial scale (frominternational to landscape and plot scale monitoring) and ecologicalcoverage (from single species population to population ofecosystems) of the program, which can have a considerable influenceon the choice of the proper sampling strategy and tactic, as well ason the most suitable methods, indicators and indices to be used.Although much of the work in the field of forest health and airpollution has concentrated on surveys on crown transparency anddiscoloration, there is an entire range of methods, indicators andindices developed to assess the health status of forests. The decisionas to which ones should be used will depend on the aim of theprogram and on economic and practical considerations. A furtherconsideration concerns the time span of the program, but anydecision in this field is subject to many limitations due to difficultiesin predicting future monitoring needs. All these points should becarefully considered and implemented according to a rigorousQuality Assurance procedure since any decision will influence futurework for many years.  相似文献
