Ethological farm programs as they exist in Switzerland are compared with environmental farm programs in respect of demand and supply. Because animal welfare is not a public good but rather a relation that causes psychological externalities, the demand for animal welfare has a different standing in economic theory than the demand for a clean environment. The supply of animal welfare by farmers, however, largely follows the patterns known from the delivery of environmental goods. Farm size, age and education, and also family size and capital intensity are influencing variables. The paper concludes that the design of ethological farm programs should be based on broad public discussions as described by deliberation theorists rather than willingness-to-pay studies.  相似文献

ABSTRACT

Ecological democracy confronts a challenge of not only reconciling democracy and ecology, but doing so where human activities and their environmental consequences are increasingly global. Deliberative scholars dealing with these issues emphasise reflexive governance, involving the contestation of discourses, as part of the solution, mostly aimed at high-level institutions and intergovernmental cooperation. However, even at this level democracy demands responsiveness to the citizen. To this end, the paper explores citizen-level deliberation to inform possibilities for ecological democracy writ large, via a growing literature on deliberative governance and polycentrism. Different system levels are connected via ecologically reflexive capacity and the discursive conditions under which it is enhanced, including in small-scale minipublics. This understanding informs mechanisms for ‘scaling up’ deliberative quality to the wider public sphere via regulating the manipulation of public discourse. Minipublic deliberation, properly harnessed, can serve to decontaminate public debate of anti-reflexive strategic arguments and reshape public discourse. Such anti-reflexive strategies seek to shape the public will, specifically by de-emphasising ecology via intuitive arguments that short-cut public reasoning. Acting as discursive regulatory trustees, minipublics can improve reflexivity in the wider system via a nested polycentric approach that discursively connects citizens’ deliberation to the global system both horizontally and vertically.  相似文献

ABSTRACT

Lessons from the literature on multi-stakeholder dialogue (MSD) that are relevant to the debate on climate engineering (CE) are examined. MSDs have been used to prod slow-to-develop intergovernmental regulatory processes on a range of transnational and global controversies. A CEMSD might push forward anticipatory governance of CE by promoting social learning, sharpening and legitimizing governance norms, and starting to arrange the political space for governance by states. However, significant challenges and risks are also identified, including questions about the ripeness of the issue for stakeholder dialogue; difficult trade-offs in the design of dialogues, particularly around issues of participation and knowledge-power; and inherent tensions in the various purposes a CEMSD might serve. Given these challenges, steps forward that would better prepare a space for legitimate and effective dialogue are recommended.  相似文献

Policy scholars have indicated that the quality of the solution to a perceived social problem depends on the adequacy of its framing. This paper examines how policy stakeholders and local residents frame the issue of the radioactive waste storage facility in Taiwan, the limits of institutional mechanisms in decision-making processes, and the implications of the deliberative forums undertaken by the national Stop Nukes Now organisation. The controversy illustrates the problems of a knowledge gap and the top-down procedures as well as the challenges that Taiwan faces in becoming a nuclear-free country. This case demonstrates civic society organisations’ efforts to challenge the ‘social–technical divide’ and technical experts’ prior definition of the ‘problems’ and selection of a ‘solution’. Deliberative forums enable the participation of affected communities to shape public discourses, which helps to strengthen public communication, improves citizen consciousness of nuclear waste issues, and attempts to link wider communities and public interests.  相似文献

A reduction in the legitimacy of top-down governance approaches has resulted in many government agencies using decentralised governance approaches, including localism. However, the effective implementation of localism is challenging. Localism aims to encourage innovative context-based solutions; however unanticipated implementation problems often constrain localism outcomes. There is a significant gap in our understanding of localism in practice, with a better understanding essential to improve localism design and implementation. This paper contributes to addressing this gap through an empirical examination of localism in action. Using the CLEAR framework, we evaluate the decentralised governance of environmental water in the Australian state of New South Wales, a contentious, uncertain and multi-level governance environment. Qualitative interviews with 58 Environmental Water Advisory Group members identified barriers to an effective localism approach, including issues of access and capacity development, transparency of decision-making outcomes and power inequities. This understanding enables the development of strategies for improved localism practice.  相似文献

Fisheries management is increasingly transitioning towards collaborative governance. Collaborative systems depend on stakeholders’ capacity to design and implement legitimate and scientifically robust management plans within collective action arenas. Here we propose that collaborative governance outcomes, in fisheries management, will benefit from using structured participatory decision making frameworks that enhance deliberative thinking among stakeholders. We tested our approach in the artisanal fishery of Chile, an important producer of marine resources. Recently in 2013, Chile made important changes to fisheries policies by creating multi-sectorial management committees to manage de facto open access fishing areas. We applied a structured decision making framework to inform the restructuring of a management plan within a committee. As a result, we identified goals,objectives and indicators, including social, economic, biological and ecological dimensions; we explored tradeoffs, assessing the relative importance of the objectives; finally, we created scenarios and prioritized alternatives, reflecting on the interplay between self-regulation and government control. Members of the management committee were able to rationalize the different steps of the framework and identify ways forward which highlighted the importance of self-regulation in comparison to central authorities’ control. We concluded that structured decision making promotes spaces for rational analysis of alternatives costs and benefits. Promoting deliberative thinking in fisheries management can improve equity, legitimacy and sustainability of collaborative governance.  相似文献

ABSTRACT

As a discipline of crisis and care, environmental communication needs to address questions of environmental justice. This article argues that the most appropriate approach to studying environmental justice communication is engaged scholarship, in which academics collaborate with community partners, advocates, and others to conduct research. The article reviews prior engaged communication scholarship on environmental justice, and proposes four streams of future research, focused on news and information, deliberation and participation, campaigns and movements, and education and literacy.  相似文献

ABSTRACT

The concept of an agro-production park combines industrial with environmental and animal friendly agriculture. In The Netherlands, academics and government introduced this idea—what we consider a boundary concept—to align economic and environmental ambitions. In this contribution, we argue that boundary concepts are important in deliberations as they create a sphere of engagement that enables participants to scrutinize their routines and to explore new interpretations and practices that replace their normal ways. In this way we ground the notion of ‘reflexive governance’ in deliberative practices for sustainable agriculture. We explored if and how the concept of an agropark induced frame-reflective conversations about conflicting and overlapping interpretations. We conducted a frame analysis of four Dutch national newspapers from which we derived four possible interpretations of an agropark: Pigs in the City, Surviving Farmers, Pigs in the Mud and Surviving Citizens. Next, we analysed 10 deliberative sessions about agroparks to study if reflectivity occurred. Our findings suggest that to move to more sustainable agriculture, the introduction of innovative boundary crossing concepts invites participants to reflect on conflicting frames and engage in reflective governance. However, facilitators and governmental actors need to support this boundary crossing for it to become tangible.  相似文献

The purpose of this paper is to consider the vision for public participation in water resources management embedded in Kenya's 2002 Water Act, as it relates to pastoralists. The Act envisions that responsibility for management of water resources at the local level will be devolved to community-level bodies. Our approach was qualitative and included interviews with government officials and Gabra pastoralists, observation of and participation in traditional Gabra korra meetings and focus group discussions. We conclude that the ‘institutional model’ of participation being pursued through the creation of Water Resource User Associations is particularly problematic for mobile pastoralists such as the Gabra, and we suggest an alternative strategy that would focus on the fostering of deliberation processes.  相似文献

Learning that transcends participation processes is critical if public engagement is to translate into a legacy of enhanced environmental citizenship. However, a lack of empirical evidence has limited discussion to date to largely ‘aspirational’ claims. This paper offers the first rigorous examination of whether public participation does generate beyond-process social learning. Initially we review the literature on public participation and environmental citizenship to identify the key dimensions of social learning. We then re-visit a well-worked case study of an innovative public engagement process on the Hampshire waste strategy from the 1990s. Approximately one third of the original participants have been interviewed to identify whether and how the experience had a lasting effect on them. Key methodological difficulties are discussed, not least the analytical difficulties of attributing learning to a process that happened ten years previously. However, we argue that there is evidence that both instrumental and communicative learning have taken place, and conclude by identifying key areas that require further research.  相似文献
