Under what conditions do critical events trigger large-scale public discussion and mobilisation, and can these lead to policy change? In a comparative study of nuclear energy policy after the Japanese Fukushima disaster in March 2011, a theory-development approach is adopted, mobilising data collected from national news agencies’ newswires, public surveys, legislation and parliamentary databases, and newspaper editorials in 12 established democracies between March 2011 and March 2013. The analysis suggests two main hypotheses that can guide future research: critical events are more likely to trigger policy change when intense (contentious) mobilisation from policy challengers aligns with the views of the general public, and is backed by major political allies; and critical events are more likely to trigger intense (contentious) mobilisation when policy challengers articulate their opposition around pre-existing policy debates on the issue and resort to pre-existing organisational and mobilisation resources.  相似文献

In the United States, few constituents know and understand climate policy, prioritize it as a political topic, or let their voting decisions depend on it. In these conditions, representatives would not be expected to pay heed to constituents’ climate concern in their voting decisions. Still, even after controlling for the presence of interest groups, campaign finance, and legislators’ party affiliation and ideology, there is a consistent link between public opinion and votes on cap-and-trade legislation in the House (and to a lesser degree in the Senate). The same is true when public opinion is simulated based on pre-vote district characteristics. Explanations for these findings are discussed.  相似文献

This article reviews the existing models of corporate social responsiveness and develops a theoretical framework with which to examine corporations' discretionary performance with respect to one social issue, that of the environment. Discretionary indicators of corporate response to environmental issues are developed and tested within this framework. Twelve companies from five different sectors were selected for the survey, based on prior knowledge of their commitment to environmental concerns. Primary data was collected from personal interviews, and secondary data was obtained from company documents, annual reports, and other forms of publically disclosed information. Empirical results varied, but certain voluntary indicators, such as composition of the board of directors, the environmental affairs function, community support, and the annual report are considered to provide strong indications of discretionary corporate performance. Philanthropy and company products proved to be less satisfactory indicators of corporate commitment to the environment. The aggregated results revealed a correlation between the final rankings of firms' discretionary environmental performance and whether those companies are process or product oriented. Linkages between discretionary elements and those of economic and legal requirements were not explored.  相似文献

Organizations may fail to keep their commitments to their employees, at times leading to psychological contract violation. Although many victims of violation remain with their employer despite such adverse experiences, little research exists on their responses in the aftermath of violation. This paper develops a post‐violation model to explain systematically how violation victims respond to and cope with violation and the effects this process has on their subsequent psychological contract. Central to post‐violation are the victims' beliefs regarding the likelihood of violation resolution and the factors affecting it. The model specifies how the victim engages in a self‐regulation process that results in an array of potential psychological contract outcomes. Possible outcomes include reactivation of the original pre‐violation contract, the formation of a new contract that may be more or less attractive than the original, or a state of dissolution wherein the victim fails to form a functional psychological contract with the employer. Vocal communication develops under social influences that can enhance attention, an important factor in memory formation and perceptual tuning. In songbirds, social conditions can delay sensitive periods of development, overcome learning inhibitions and enable exceptional learning or induce selective learning. However, we do not know how social conditions influence auditory processing in the brain. In the present study, we raised young naive starlings under different social conditions but with the same auditory experience of adult songs, and we compared the effects of these different conditions on the development of the auditory cortex analogue. Several features appeared to be influenced by the social experience, among which the proportion of auditory neuronal sites and the neuronal selectivity. Both physical and social isolation from adult models altered the development of the auditory area in parallel to alterations in vocal development. To our knowledge, this is the first evidence that social deprivation has as much influence on neuronal responsiveness as sensory deprivation.  相似文献

This paper examines the relationship among carbon dioxide (CO2) emissions, GDP, and energy in the Middle East and North Africa (MENA) countries by using a Responsiveness Scores (RS) approach. Empirical results over the period 1971–2013 suggest that GDP per capita and energy consumption show positive RSs, while trade and urban population negative ones. Moreover, energy consumption and urban population reveal moderate increasing returns to scale, while GDP per capita exhibits decreasing positive returns. Furthermore, three-way factors analysis sets out that most of the countries lays on regions with moderate negative Total Responsiveness Scores (TRS). This means that when all factors are jointly increased, CO2 emissions have a moderate decrease. In addition, some GCC countries present a different pattern compared to the average pattern of MENA countries. Finally, radar plots indicate that, overall, RS pattern over factors is moderately heterogeneous within GCC countries, with larger variability appearing in the response to urban population and GDP.  相似文献

This paper examines the shift from vulnerability to political responsiveness in presidential and gubernatorial disaster decisions in the United States from 1953–2009 (President Dwight D. Eisenhower to President Barack Obama) using annual request, declaration, and approval data from multiple sources. It makes three key conclusions: first, the 1988 Stafford Act expanded federal coverage to all categories of disasters, added a significant range of individual types of assistance, and provided extensive funding for recovery planning. Second, the election effects on disaster decisions increased over time whereas the impact of social and economic vulnerability (measured by scope of disaster) declined. Third, the changes affected governors more than presidents, and the choices of governors drove those of presidents. The analysis underscores the increasingly political nature of the disaster decision‐making process, as well as the difficulty in emphasising mitigation and preparedness as intensively as response and recovery. Proactive intervention yields fewer political rewards than responsiveness.  相似文献
