This paper documents the rapid expansion and changes in food aid flows to Sub-Saharan Africa up to mid-1985. Trends for Sub-Saharan Africa as a whole and for the more seriously affected countries are examined, as are the comparative experiences of food aid of individual countries in the region. Table 11 lists the Sub-Saharan African countries and indicates the most seriously affected food-short countries, as defined by the WFP/FAO task force. It should be borne in mind that some practical problems exist in compiling data on food aid. These include lack of availability of reliable data, especially of most recent data; lack of common terminology and definitions; and different accounting systems. These data problems are sometimes a source of confusion. However, the basic facts are clear: food aid gradually emerged during the early 1980s as a resource too often of considerable significance to many countries of Sub-Saharan Africa. These trends were only accelerated with the crisis of 1984-1985. These facts provide a point of reference for further analysis of the sources of the crisis, its actual dimensions and consequences.  相似文献

Frustrations and failures will continue to mount if we do not immediately summon the courage to revise the ways we think and take action-as well as maintaining essential services to support life and health … Saving hundreds of thousands … who are at risk of dying from malnutrition or infection is an immediate imperative. But it must be only one stage in the progress toward other activities, and one element in the truly comprehensive approach… The main intent of this paper is to explore aspects of the nature and evolution of poverty in Sub-Saharan Africa with special reference to food and hunger and their interaction with macro-economic policy. An attempt is made to outline the overall context within which food aid needs to be used in order to have a greater developmental impact. Following an Introductory Section I, Section II provides a sketch map of how recession and lagging food production - with cyclical weather crises superimposed - affect the human condition of poor people. Section III reviews die interaction between "standard" IMF stabilization and World Bank structural adjustment strategies and poverty/hunger. Improvements in the design of stabilization and adjustment programmes, and of the inter-relationship with them of emergency programmes, can be identified. A number turn on the broadened and more innovative or catalytic use of food aid. Section IV reviews aspects of facing a continuing series of emergencies and of designing life support programmes to facilitate rehabilitation of the households directly affected as well as of the national economies. From this base it explores a series of elements in achieving renewed development. The concluding Section seeks to explore the strengths, limitations and potentials of food aid in the context set by the previous sections. The standard criticisms of food aid appear to be overstated and/or to relate to particular modalities or approaches rather than to anything intrinsic. A number of criteria for improving the effectiveness of food aid - especially in respect to rehabilitation, recovery and renewed development - are set out.  相似文献

Nitrate is prone to leaching in the sandy soils of the West African moist savannas. Better management of nitrogen (N) resources and maize cultivars with enhanced genetic capacity to capture and utilize soil and fertilizer N are strategies that could improve N-use efficiency. In two field experiments conducted at Zaria, northern Nigeria, five maize (Zea mays L.) cultivars planted early in the season were assessed under various N levels for differences in N uptake, soil N dynamics, and related N losses. Cultivar TZB-SR accumulated more N in the aboveground plant parts in both years than the other cultivars. All, except the semi-prolific late (SPL) variety, met about 50–60% of their N demand by the time of silking (64–69 DAP). In both years, SPL had the greatest capacity to take up N during the grain filling period, and it had the highest grain-N concentration and the least apparent N loss through leaching in the second year. There were no significant differences in soil N dynamics among cultivars in both years. At harvest, the residual N in the upper 90 cm of the profile under all the cultivars ranged from 56 to 72 kg ha−1 in the first year and from 73 to 83 kg ha−1 in the second year. Apparent N loss from 0 to 90 cm soil profile through leaching ranged from 35 to 122 kg ha−1 in both years. N application significantly increased N uptake by more than 30% at all sampling dates in the second year of the experiment, but had no effect on apparent N loss. Results indicate that the use of maize cultivars with high N uptake capacity during the grain filling period when maximum leaching losses occur could enhance N recovery and may be effective in reducing leaching losses of mineral N in the moist savanna soils.  相似文献

We designed 3 image‐based field guides to tropical forest plant species in Ghana, Grenada, and Cameroon and tested them with 1095 local residents and 20 botanists in the United Kingdom. We compared users’ identification accuracy with different image formats, including drawings, specimen photos, living plant photos, and paintings. We compared users’ accuracy with the guides to their accuracy with only their prior knowledge of the flora. We asked respondents to score each format for usability, beauty, and how much they would pay for it. Prior knowledge of plant names was generally low (<22%). With a few exceptions, identification accuracy did not differ significantly among image formats. In Cameroon, users identifying sterile Cola species achieved 46–56% accuracy across formats; identification was most accurate with living plant photos. Botanists in the United Kingdom accurately identified 82–93% of the same Cameroonian species; identification was most accurate with specimens. In Grenada, users accurately identified 74–82% of plants; drawings yielded significantly less accurate identifications than paintings and photos of living plants. In Ghana, users accurately identified 85% of plants. Digital color photos of living plants ranked high for beauty, usability, and what users would pay. Black and white drawings ranked low. Our results show the potential and limitations of the use of field guides and nonspecialists to identify plants, for example, in conservation applications. We recommend authors of plant field guides use the cheapest or easiest illustration format because image type had limited bearing on accuracy; match the type of illustration to the most likely use of the guide for slight improvements in accuracy; avoid black and white formats unless the audience is experienced at interpreting illustrations or keeping costs low is imperative; discourage false‐positive identifications, which were common; and encourage users to ask an expert or use a herbarium for groups that are difficult to identify. The study focuses on evaluating factors that farmers consider relevant in adopting cassava production in five semi-arid zone of West African countries. The study is based on primary data randomly collected as part of collaborative study of cassava in semiarid zones of Africa (COSCASSA) village level survey from five West African countries namely: Nigeria, Ghana, Chad, Niger and Burkina Faso. This study models effects of farm, farmer and technology specific factors on the decision of semi arid farmers to adopt cassava into their farming system. By way of threshold decision models—Probit and Logit models, the estimation of each country and the pooled data adoption models reveal different adoption models for the countries considered. For each country, different variables appeared as major adoption shifters. Comparatively, the adoption models for Nigeria and whole region appear to have the highest significance variables, being seven in number. This is followed by Chad (6), Ghana (4), and Burkina Faso and Niger with three each. For the variables considered, distance to nearby urban market appears a major adoption shifter in all the country, except for Niger. This is closely followed by contact with extension, variety, pest/disease resistance and livestock feeds, which appear significant in four of the countries. Membership of cooperative societies appears as the least adoption predictor, which is only significant in Chad republic. The study therefore recognizes the importance of varietial characteristics and farmers’ characteristics in acceptance of cassava as a major root tuber crop in the semi arid region of West Africa. Despite their prevalence in both developed and developing countries, there have been surprisingly few field assessments of the ecological effectiveness of protected areas. This study aimed to assess the effectiveness of a key protected area in eastern Madagascar, Ranomafana National Park (RNP). We established paired 100 × 4-m vegetation transects (400 m2) within RNP and in remnant forests in the park’s peripheral zone. In each 400-m2 plot, all woody stems >1.5 cm in diameter at breast height were measured and identified to species. All species were also identified as native or non-native. We identified utilitarian species within all transects and they were sorted into use category. We calculated plot-level taxonomic biodiversity and functional diversity of utilitarian species; the latter was calculated by clustering the multivariate distances between species based on their utilitarian traits, and all metrics were tested using paired t-tests. Our results showed that there was significantly higher biodiversity inside RNP than in remnant forests and this pattern was consistent across all diversity metrics examined. Forests not located within the park’s boundary had significantly higher non-native species than within RNP. There was no statistically significant difference in functional diversity of utilitarian species inside RNP vs. remnant forests; however, the overall trend was toward higher diversity inside park boundaries. These findings suggested that RNP has been effective at maintaining taxonomic diversity relative to surrounding unprotected areas and restricting the spread of non-native plants. The results also suggested that low functional redundancy of forests outside of RNP might be of concern, because residents in surrounding villages may have few other substitutes for the services provided by species that are of critical importance to their livelihoods. This study highlights the challenges of trying to reconcile biodiversity conservation with human use of natural resources in economically poor, remote areas.  相似文献

ABSTRACT

In science communication, a prerequisite for reaching different parts of a society is to find out how these publics experience and interpret science. Since rural South African publics are perceived to exhibit a large cultural distance to science, the present exploratory study aimed to know in more detail how rural South Africans perceive and understand science in their local and social contexts. Theoretical notions on cultural distance and the methodological approach of segmentation studies were considered. Semi-structured interviews with rural South Africans were carried out in four towns (n?=?52) that differ with respect to having a large scientific installation in their vicinity, or not. Sensitively comparing local and social contexts helped identifying three different publics who differed regarding their perceptions of science; however, the large scientific installations only made a difference in perceptions for those publics who were generally less exposed to and less knowledgeable about science.  相似文献

There is a growing concern about integrating biodiversity into urban planning, yet, discussions are concentrated on science-informed planning in general. Few have explored the integration of biodiversity in specific planning instruments, especially in African cities. This paper examines how and what components of biodiversity are integrated into master plans, medium-term plans, building codes, zoning codes and permits in Kumasi City, Ghana. There is limited integration of biodiversity in most planning instruments as they were mostly designed on the basis of health, safety and economy. Allied to lack of funding and public participation, biodiversity in Kumasi is under significant threat from rapid urban development. Creating an opportunity for popular participation and decentralizing the planning system could set the preconditions for local integration and revision of instruments. Simplifying the definition of biodiversity could increase local planners’ appreciation, understanding and their ability to make use of biodiversity data.  相似文献

Urban area expansion is happening at much faster rates in Asian and African cities than elsewhere in the world. This study uses multi-temporal Landsat images to map the urban extent of six small to large cities in West Africa at four different time steps from the early 1970s–2010. The selected cities are Kumasi of Ghana, Daloa of Cote d’Ivoire, Abuja and Kano in Nigeria, Kindia of Guinea, and Ouagadougou of Burkina Faso. All cities revealed significant urban growth in both urban area and population; however, it was apparent that there was a lot of variability in urban area development. Exponential urban growth rates in the cities were measured as ranging between 0.026 and 0.077, with allometric scaling factors matching those of other countries.  相似文献

The concept of climate compatible development (CCD) is increasingly employed by donors and policy makers seeking ‘triple-wins’ for development, adaptation and mitigation. While CCD rhetoric is becoming more widespread, analyses drawing on empirical cases that present triple-wins are sorely lacking. We address this knowledge gap. Drawing on examples in rural sub-Saharan Africa, we provide the first glimpse into how projects that demonstrate triple-win potential are framed and presented within the scientific literature. We identify that development projects are still commonly evaluated in terms of adaptation or mitigation benefits. Few are framed according to their benefits across all three dimensions. Consequently, where triple-wins are occurring, they are likely to be under-reported. This has important implications, which underestimates the co-benefits that projects can deliver. A more robust academic evidence base for the delivery of triple-wins is necessary to encourage continued donor investment in activities offering the potential to deliver CCD.  相似文献
