A study of climate change and anthropogenic impacts in West Africa   总被引:3,自引:0,他引:3  
BACKGROUND, AIM AND SCOPE: During the last decades ecological conditions in West Africa have dramatically changed. Very evident is the climate change, which has resulted in a southward shift of the climate zones, e.g. a spread of the desert (Sahara) into the Sahelian zone. After the drought period of the early 1970s and 1980s, livestock density increased resulting in an intensification of grazing pressure. This anthropogenous phenomenon leads to similar landscape changes as those caused by the climate. Only very few investigations exist on vegetation dynamics, climate changes and land use changes for the Sudanian zone. The paper presents data on changes of precipitation, of land use, of the geographical range of species, and of the composition of the flora, which have to be regarded as proofs of the sahelisation of large areas of the Sudanian zone. MATERIALS AND METHODS: Area of investigation: Burkina Faso. Precipitation data analysis: precipitation data from 67 stations; time series analysis and geo-statistical spatial interpolation. Analysis of land use change: Landsat satellite MSS and ETM+ data, acquired for two different dates between 1972 and 2001 analyzed by the software ERDAS/IMAGINE version 8.6 and ArcView 3.2 with the Spatial Analyst extension. Intensive ground truthing (160 training areas). Inventory of the flora: based on the data of the Herbarium Senckenbergianum (FR) in Frankfurt, Germany, and of the herbarium of the university of Ouagadougou (OUA), Burkina Faso, as well as on various investigations on the vegetation of Burkina Faso carried out in the years 1990 to 2005 by the team of the senior author. Life form analysis of the flora: based on the inventory of permanent plots. RESULTS AND DISCUSSION: Precipitation: Remarkable latitudinal shift of isohyets towards the South translates to a general reduction of average rainfall in great parts of the country. The last decade (1990-1999) shows some improvement, however, the more humid conditions of the 1950's and 1960's are not yet established again. Landcover change: In the study region the extent of arable fields and young fallows increased during the last 30 years from 580 km(2) in 1972 to 2870 km(2) in 2001. This means an average land cover conversion rate of 0.9% per year for the 6 departments considered. Change of the distribution of Sahelian and Sudanian species: Several species, mentioned in older literature as strictly Sahelian, today also occur in the Sudanian zone. Parallel to the spread of former strictly Sahelian species into the Sudanian zone, some former Sahelo-Sudanian species have withdrawn from the Sahel. Changes of the life form spectra of the flora: Considering their life form spectra, the flora of heavily grazed and of protected areas in the Sudanian zone show great differences. On areas intensively grazed the percentage of therophytes is evidently higher than on protected areas. Just the opposite is true for the phanerophytes. Their percentage is higher on the protected area than on the grazed zones. At the first glance, it is obvious to link the changes in flora and vegetation with the climate changes that have occurred during the last five decades (decrease of annual precipitation). However, not only climatic conditions have changed, but also population has increased, the percentage of land intensively used for agriculture and pasturing has increased and the time for soil regeneration today is much shorter than it was some decades ago. Thus, the landscape of the Sudanian zone has become a more Sahelian character. A comparison of the flora of an intensively used area of the Sudanian zone with that of a protected area shows a remarkable change in the life form spectra. The spectrum of the intensively used area is almost identical with that of the typical Sahelian flora. This comparison shows that the anthropogenic influence plays a greater role in the sahelisation of the Sudanian zone than the climate change. CONCLUSION: Climate change and anthropogenic influence both, lead to a sahelisation of landscape and flora. Thus in many parts of the Sudanian zone of West Africa sahelisation phenomena will remain and even increase independently from the reestablishment of the more humid climate conditions of the 1950ies. RECOMMENDATIONS AND PERSPECTIVES: In order to maintain some parts of the characteristic Sudanian landscape with its characteristic flora and vegetation, the number and size of protected areas should be augmented. For all protected areas it has to be ensured, that protection is reality, i.e. respected an understood by local people, not only fiction. As long as the enlargement of intensively used areas continues the sahelisation of flora, vegetation and landscape will continue too.  相似文献

Recent research suggests that monitoring key events in social, economic, cultural and political systems may provide more timely, frequent, and reliable warnings of impending famine than monitoring physical processes alone. But empirical data on early warning distress signals in these arenas are slim. Based on anthropological investigations in a southern Volta Noire community of Burkina Faso (formerly Upper Volta) during the drought of 1983–1984, this paper outlines a variety of possible early warning signals in disposal systems for staple foodgrains - the nutritional “bottom line” for farmers and herders in the West African savannah. Pre-famine distress signals in five broad categories are discussed: changes in marketing patterns, non-market exchanges, dietary practices, utilization of agricultural and pastoral labour, and ideological and sociopolitical behaviours. Data consist of both quantitative and qualitative comparisons of cereal disposals in these categories between 1983 and preceding years.  相似文献

Farmers in the Sahel have been acknowledged for reclaiming degraded lands and improving food security by ingeniously modifying traditional agroforestry, water, and soil management practices. Despite the advantages offered by this range of farming techniques, their adoption rate is influenced by several factors. Using multivariate probit models and a correlation coefficient, this article examines the factors influencing the adoption of five land management practices based on 220 household and 40 farm surveys in four adjacent rural communities in southern Burkina Faso. The model results indicate that household labor force, education of household head, land tenure security, livestock holding, and membership in farmers’ groups influence the adoption of zaï practice, composting, improved fallow, stone bunds, and live hedges. However, two of the surveyed factors ‐ number of farms and visit by agricultural extension staff during the 12 months prior to the survey ‐ were not significant. Furthermore, a significant correlation was found between different land management practices, e.g., the decision to practice zaï is significantly linked to that of live hedges and composting. Zaï practice and stone bunds are considered labor intensive, which explains their significant correlations with household labor force at the 1% and 5% levels of significance, respectively.  相似文献

As a result of the '16-year drought' that Burkina Faso experienced from the late 1970s to the mid-1980s, there has been significant movement of people from the north of the country to the south. The large numbers of people that were displaced as a result of this natural disaster put pressure on the production systems of the south and caused concern amongst development organisations that environmental degradation would follow. Through a 2-year research period, using participatory approaches, it was found that despite a doubling of the population and the introduction of foreign production systems, the process of communal land control has significantly limited environmental degradation. This paper explains how customary law has controlled the settlement of immigrants (the Mossi and Fulani) and how it has overseen land allocation in three villages. The conclusions of the study indicate that, firstly, the customary law mechanisms in the three villages are effective in addressing communal resource use and, secondly, there is an evolution in customary law systems as they respond to local change. This study shows that farmers in arid and semi-arid land can improve their efficiency if they have access to agricultural extension services. An exhaustive survey was used to obtain data from 423 cotton producers in the arid zones and 144 of wetlands in Burkina Faso. The method of the directional distance function modeling a multi-output technology was used. The results show that cotton farmers in the arid zones are not technically more inefficient than those in wetlands. On average, arid zone producers have a technical inefficiency of 0.056 while that of wetland producers is around 0.052. The agricultural extension, defined as receiving visits and advice from technical agents, is important for producers because it helps farmers choose soil and water conservation techniques and fertilizers adapted to the Agro-climatic conditions of their respective zones. Agriculture extension also helps farmers of the arid zones to reduce their technical inefficiency by advising them to cultivate small agricultural plots. On average, in these zones, the size of an agricultural plot is around 1.03 ha compared to those of wetlands which is about 1.6 ha.  相似文献

In 2000, the Global Water Partnership (GWP) as the main advocate of the concept of Integrated Water Resources Management (IWRM), proposed a definition that is now the reference, despite the ambiguity that persists in its interpretation. At the 2002 World Summit on Sustainable Development, the State representatives committed themselves to launch "plans for integrated water resources management and water efficiency by 2005". Some states immediately honoured this commitment by adopting new national water policies inspired by IWRM principles. Do these implementation plans respond to all the challenges of the IWRM? Or have these states simply reorganized their water resource policies to give an impression of conforming to the framework? In response to these questions, we present a history of IWRM and its conflicting interpretations followed by a case study of reforms enacted in Burkina Faso, to highlight some problems which are inherent to IWRM and how IWRM was transposed on a national scale.  相似文献

Many studies have suggested various kinds of forest policies, management planning and practices to help forests adapt to climate change. These recommendations are often generic, based mostly on case studies from temperate countries and rarely from Africa. We argue that policy and management recommendations aimed at integrating adaptation into national forest policies and practices in Africa should start with an inventory and careful examination of existing policies and practices in order to understand the nature and extent of intervention required to influence the adaptation of forest ecosystems to climate change. This paper aims to contribute to closing this gap in knowledge detrimental to decision making through the review and analysis of current forest policies and practices in Burkina Faso and Ghana and highlighting elements that have the potential to influence the adaptation of forest ecosystems to climate change. The analysis revealed that adaptation (and mitigation) are not part of current forest policies in Burkina Faso and Ghana, but instead policies contain elements of risk management practices which are also relevant to the adaptation of forest ecosystems. Some of these elements are found in policies on the management of forest fires, forest genetic resources, non-timber resources, tree regeneration and silvicultural practices. To facilitate and enhance the management of these elements, a number of recommendations are suggested. Their implementation will require experienced and well-trained forestry personnel, financial resources, socio-cultural and political dimensions, and the political will of decision makers to act appropriately by formulating necessary policies and mainstreaming adaptation into forest policy and management planning.  相似文献

Gender is an important variable in water use, policy, and intervention. This article explores this variation and its policy implications. Concepts are applied in several case studies to draw generic conclusions. Variation is related to the purpose of water use (consumptive or productive) and to the local, culture-specific patterns of the intra-household organization of consumption for family welfare (which includes domestic water provision) and income-generation (for which water is an input, especially in rural areas). For domestic water use, the intra-household sharing of unpaid domestic responsibilities is a key gender issue. Water for productive use, on the other hand, is embedded in the gendered organization of household economic activity, as elaborated for smallholder-irrigated agriculture. In female-managed and dual farming systems, where a high proportion of farm decision-makers are women, irrigation agencies need to better target their support. In male-managed farming systems, however, the majority of women lack their own farm enterprise in which water is an input. Women's access to land, markets and credits besides access to water, is at stake. To conclude, given the strong variation in water use along gender lines, gender analysis is indispensable for any concrete water policy and intervention.  相似文献

Climate forecasts of the total rainfall in the Sudano-Sahelian region of West Africa may have sufficient value to assist in agricultural decision-making at the national, regional and local level. Forecasts are produced in both international and national centres using a variety of techniques. Institutions in Burkina Faso, the focus of the present case study, that are involved in agro-meteorology and agriculture are interested in using forecasts. They have requested many improvements in the forecasts—some of which are beyond the state of the art. The research for the present article, based on interviews with representatives of institutions and following the trail of other agro-meteorological information, confirms the existence of an information network within Burkina Faso that could reasonably well disseminate climate forecasts to interested organizations, farmers, and pastoralists.  相似文献

In this study, the authors investigate farmers’ vulnerability to climate variability and evaluate local adoption of technology and farmers’ perceptions of adaptation strategies to rainfall variability and policies. A survey was conducted in a community in northern Burkina Faso following the crop failure of 2004. In 2006, following a better harvest, another survey was conducted to compare farmers’ actions and reactions during two contrasted rainy seasons. The results confirm that farmers from this community have substantially changed their practices during the last few decades. They have adopted a wide range of techniques that are intended to simultaneously increase crop yield and reduce yield variability. Micro water harvesting (Zaï) techniques have been widely adopted (41%), and a majority of fields have been improved with stone lines (60%). Hay (48%) and sorghum residues are increasingly stored to feed animals during the dry season, making bull and sheep fattening now a common practice. Dry season vegetable production also involves a majority of the population (60%). According to farmers, most of the new techniques have been adopted because of growing land scarcity and new market opportunities, rather than because of climate variability. Population pressure has reached a critical threshold, while land scarcity, declining soil fertility and reduced animal mobility have pushed farmers to intensify agricultural production. These techniques reduce farmers’ dependency on rainfall but are still insufficient to reduce poverty and vulnerability. Thirty-nine percent of the population remains vulnerable after a good rainy season. Despite farmers’ desire to remain in their own communities, migrations are likely to remain a major source of regular income and form of recourse in the event of droughts.  相似文献
