Midnight at the oasis: does restoration change the rigs-to-reefs debate in the North Sea?

ABSTRACT

In the North Sea, many oil and gas fields will reach the end of their productivity and their associated structures will be decommissioned. OSPAR decision 98/3 prescribes removal of all disused offshore structures as the only acceptable decommissioning option. This policy is the legacy of the 1995 Brent Spar incident, which resulted in the current dominant discourse of ‘Hands off the Oceans,’ ruling out the conversion of oil and gas rigs into artificial reefs (Rigs-to-Reefs (RtR)). The shift from a conservation to a restoration paradigm could open up the RtR debate. In this paper, a discourse analysis is carried out to discern whether and how ideas about RtR and ecosystem restoration are articulated to challenge the dominant ‘Hands off the Oceans’ discourse and thereby bring about change in North Sea decommissioning policy. A discourse analytic framework is applied to elucidate whether an ‘RtR as Restoration’ discourse can be distinguished and how competing claims are presented in the various storylines. Our analysis shows an ‘RtR as Restoration’ discourse, consisting of four different storylines. Given the fragmented nature of this discourse, the ‘RtR as Restoration’ discourse will not overcome the dominant ‘Hands off the Oceans’ discourse.     

我国清洁生产的认识与实践

“可持续生产”与“清洁生产”内涵辨析

就可持续生产在可持续发展中的重要性而言,厘清可持续生产的含义并对可持续生产与清洁生产的内涵进行辨析十分必要.阐明可持续发展的确切含义,将其定义为与人、自然、社会相和谐的生产活动或方式.在此基础上,结合清洁生产含义,指出了可持续生产与清洁生产在实施层面、目标指向和内容维度三方面的区别:①清洁生产的实施层面仅局限于企业层面,而可持续生产却涉及到整个社会层面;②在生产活动对人和社会的影响方面,可持续生产的目标指向比清洁生产更为全面;③可持续生产是在“技术”、“制度”2个维度上的双向拓展,而清洁生产仅是在“技术”维度上的单维延伸.      

Benzoate degradation by Rhodococcus opacus 1CP after dormancy: Characterization of dioxygenases involved in the process

The process of benzoate degradation by strain Rhodococcus opacus 1CP after a five-year dormancy was investigated and its peculiarities were revealed. The strain was shown to be capable of growth on benzoate at a concentration of up to 10 g L^?1. The substrate specificity of benzoate dioxygenase (BDO) during the culture growth on a medium with a low (200–250 mg L^?1) and high (4 g L^?1) concentration of benzoate was assessed. BDO of R. opacus 1CP was shown to be an extremely narrow specificity enzyme. Out of 31 substituted benzoates, only with one, 3-chlorobenzoate, its activity was higher than 9% of that of benzoate. Two dioxygenases, catechol 1,2-dioxygenase (Cat 1,2-DO) and protocatechuate 3,4-dioxygenase (PCA 3,4-DO), were identified in a cell-free extract, purified and characterized. The substrate specificity of Cat 1,2-DO isolated from cells of strain 1CP after the dormancy was found to differ significantly from that of Cat 1,2-DO isolated earlier from cells of this strain grown on benzoate. By its substrate specificity, the described Cat 1,2-DO was close to the Cat 1,2-DO from strain 1CP grown on 4-methylbenzoate. Neither activity nor inhibition by protocatechuate was observed during the reaction of Cat 1,2-DO with catechol, and catechol had no inhibitory effect on the reaction of PCA 3,4-DO with protocatechuate.     

Survey of dioxin sources in the Baltic Region (extended summary)

The present paper summarises the results of the project: 'Survey of Anthropogenic Sources of Dioxins and Furans in the Baltic Region'. As a part of the project, inventories have been carried out in Estonia, Latvia, Lithuania and Poland by applying the toolkit for quantification of dioxin and furan releases developed by UNEP Chemicals. The main route of direct releases to the environment is emission to air. Total emission to air from Poland was estimated at 490 (88-1,300) g I-TEQ/year, whereas the emissions from Estonia, Latvia and Lithuania were estimated as being 14 (2.4-54), 23 (2.6-63) and 17 (2.6-38) g I-TEQ, respectively. In general, the uncertainty on the estimates is very high, and recommendations regarding further development of the inventories have been made, and measures for reducing the releases have been provided.
