中国“达标排放”政策的实证分析及理论探讨

以固定点源烟尘排放为例,从排放标准和监测标准两方面讨论了中国现阶段“达标排放”的状况,指出当前的大气污染源达标排放实际上是“初步达标排放”,现在的排放标准和监测规范合适考核污染源的初步达标排放,不适合考核污染源的连续达标排放。排放标准的规定形式、监测规范和适用范围需要改革。现在的排放标准指标需要与监测规范和超标率限值结合起来,以促进污染源的连续达标排放。     

BOD测定的仪器法与化学法关系初探

本文介绍了在实验室中运用压差式仪器法测定BOD值的优越性,并着重与相应的化学稀释法所测BOD值进行对照.通过计算机找出二者的相关关系,以便得到准确的BOD值进而推广利用BOD测定的新技术.     

Evaluation of the california environmental quality act

The California Environmental Quality Act (CEQA) has evolved from a mini-NEPA, first enacted in 1970, into a procedural act that affects the approval process of all large developments in California. In 1990, California local governments produced over 1600 environmental impact reports and 30,000 initial studies under CEQA. Because of its widespread use, CEQA has periodically drawn the attention of the state legislature, most recently in 1993, when over 60 CEQA reform bills were introduced. This paper describes the CEQA process and evaluates its success at meeting its explicit and implicit goals. The research includes a statewide survey of CEQA practice, sent to the planning departments of all 513 local governments in California in 1991. Survey respondents agreed that CEQA helps in evaluating environmental impacts, reducing impacts, informing the public, and coordinating public agency review. It is effective in reducing the environmental impacts of individual projects, but is not as effective in improving environmental quality on an areawide scale. This research concludes that CEQA has led to positive outcomes and is not as deeply flawed as many of its critics claim. Still, CEQA as currently designed may not be the optimal vehicle for ensuring environmental quality.     

A general procedure to identify indicators for evaluation and monitoring of nature-based solution projects

In the last years, the idea of using natural elements or nature-based solutions (NbS) to mitigate the impacts of cities on climate, biodiversity and citizens'' health became more popular in research and practice. Nevertheless, there are currently uncertainties in finding and selecting appropriate criteria and indicators for monitoring and evaluating the impact and performance of NbS and its co-creation processes. This paper proposes an easy-to-use and structured procedure for selecting appropriate criteria and indicators for monitoring and evaluating any kind of NbS project. The user is guided step by step in selecting meaningful metrics. The procedure is tested using a real case study from the Horizon 2020 research project CLEVER Cities as an example. The test shows that by following the indicated procedure, the criteria and indicator selection process is speeded up and reproducible.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-022-01740-0.     

基于网格空间数据的晋陕蒙接壤区生态环境综合评价

晋陕蒙接壤区是典型的生态过渡带、生态脆弱带。文章在调查研究的基础上 ,选取了 1 3个评价指标 ,应用层次分析法确定其权重 ,并将各个因子分级标准化和定量赋值 ,再用加权求和法得到每个评价单元的环境质量综合评价指数。根据环境综合评价指数将环境质量分为较好 (≥ 8)、一般 (≥ 6～ <8)、较差 (≥ 4～ <6)、恶劣 (<4) 4级。结果表明 :晋陕蒙接壤区的环境质量大多处于较差等级 ,较好、一般、较差、恶劣等级的面积比例分别为 2 .2 % ,2 8% ,5 7.4%和1 2 .4%

简述了上海市环境空气质量监测的历史和现状,指出了环境空气质量监测发展需求,构建了上海市空气质量监测系统规划框架;提出应构建上海市环境综合信息和公共数据平台,建设发展地基遥感探空、空基和天基遥感反演技术,建立长三角区域大气复合污染监测体系。     

吴泾工业区扬尘污染治理中降尘监测的影响因素研究

降尘监测可以较客观地反映与评价城市区域扬尘污染水平。及时掌握降尘污染状况,对区域扬尘污染治理措施成效和评价城市区域环境空气质量具有实际意义。降尘监测具有采样设备简单、操作简便易行、成本相对较低等特点。但是监测周期长、环节多等都会影响降尘监测的准确性。本文通过对吴泾工业区扬尘污染治理中降尘数据分析发现,降尘监测中存在降尘数据波动大、受周边环境影响大、人为损坏多等诸多因素的影响,就这些影响因素进行分析探讨,并提出了若干建议和解决方法。     

四川德阳地区龙风水库西岸滑坡稳定性分析及防治

本文在对四川德阳地区龙凤水库西岸滑坡的地质地貌条件及变形迹象进行深入调查的基础上,对该滑坡的主要成因及稳定性进行了分析与评价,并有针对性地提出了工程防治方案。研究表明,疏松透水的土层、较强的降雨以及人类耕作活动是导致滑坡发生的主要因素。在天然状态下该滑坡稳定或基本稳定;在天然+地震状态下,该滑坡欠稳定或不稳定;在连续高强度降雨状态下,该滑坡不稳定。故采取截、排水及抗滑桩等工程措施是防治该滑坡的有效方案。     

关于战略环境影响评价的探讨

文章从战略环境影响评价的概念和分类进行分析,结合我国战略环境影响评价的当前发展,对战略环境影响评价在我国经济发展中的意义和必要性进行研究。结合其对经济发展和地区规划的影响等多方面的分析,提出战略环境影响评价所遵循的原则和评价程序,并对其评价程序进行分析和论证,进一步论述了战略环境影响评价的意义。
