Abstract The Bali Roadmap, as the breakthrough on inter-governmental negotiation of climate change mitigation, having brought United States on track, is still a result of compromises. The major compromises of the Bali Roadmap are centered around three issues of quantifying emission reduction targets, developing countries’ obligations as well as quantifying developed countries’ financial assistance in developing countries’ capacity building on climate change. It is found that the rationalities behind these compromises are the national interests. Due to the fact, achieving cohesion among all nations in climate change actions is very difficult. Therefore, the Bali Roadmap may lead to a tough way with distant hope. However, technology innovation and well-designed economic instruments would be helpful and supportive for further international negotiation and cooperation. 相似文献

Land taken by artificial surfaces has an impact on the quality of life and ecosystems. To reduce possible negative impacts of land take, the European Commission proposed setting a milestone objective for 2020 in terms of future rates of land take.
This paper describes a methodology to model the impacts of the 2020 land-take milestone proposed in the RERM in the European Union 27 MS. An integrated modelling framework was configured to assess the spatial impact of two land-take scenarios: a ‘Reference’ scenario, which is driven by demographic and economic trends, and a ‘Target 0’ scenario that follows the 2020 land-take milestone proposed in the RERM. We conclude that the implementation of the 2020 land-take milestone, by reducing future land take in Europe, will foster more efficient use of land (less land taken for the same activity levels) and minimise negative impacts on non-artificial land uses. 相似文献
Some lessons for the introduction of hydrogen fueled vehicles can be learned from experience gained by the introduction of
natural gas fueled vehicles, either in Europe or in Argentina. While the European efforts have failed, at least until today,
Argentina has achieved a remarkable market share of about 20% natural gas vehicles since the early 80ies. Beyond a short review
on the constituents of a hydrogen refueling infrastructure, the Compressed Natural Gas (CNG)-example is analyzed to formulate
some ‘must be’s’ for the successful introduction of hydrogen refueling infrastructure: Clear concerted signals have to be
sent by all important players, the politicians as well as the involved industry from car producers to fuel suppliers. Bi-fueled
hybrid vehicles are not seen as a proper tool, as they are forcing neither the user to look for hydrogen nor the supplier
to provide hydrogen. After general considerations, various strategies and policies of different countries and manufacturers
are reviewed. For instance, the electric hybrid cars as already today introduced by some Japanese manufacturers offer the
chance of settling a maintenance infrastructure for electric drive systems already today which can be easily extended to cover
full fuel cell drive systems, once they are available. 相似文献
