Inbreeding depression is an important long-term threat to reintroduced populations. However, the strength of inbreeding depression is difficult to estimate in wild populations because pedigree data are inevitably incomplete and because good data are needed on survival and reproduction. Predicting future population consequences is especially difficult because this also requires projecting future inbreeding levels and their impacts on long-term population dynamics, which are subject to many uncertainties. We illustrate how such projections can be derived through Bayesian state-space modeling methods based on a 26-year data set for North Island Robins (Petroica longipes) reintroduced to Tiritiri Matangi Island in 1992. We used pedigree data to model increases in the average inbreeding level (F ) over time based on kinship of possible breeding pairs and to estimate empirically Ne/N (effective/census population size). We used multiple imputation to model the unknown components of inbreeding coefficients, which allowed us to estimate effects of inbreeding on survival for all 1458 birds in the data set while modeling density dependence and environmental stochasticity. This modeling indicated that inbreeding reduced juvenile survival (1.83 lethal equivalents [SE 0.81]) and may have reduced subsequent adult survival (0.44 lethal equivalents [0.81]) but had no apparent effect on numbers of fledglings produced. Average inbreeding level increased to 0.10 (SE 0.001) as the population grew from 33 (0.3) to 160 (6) individuals over the 25 years, giving a ratio of 0.56 (0.01). Based on a model that also incorporated habitat regeneration, the population was projected to reach a maximum of 331–1144 birds (median 726) in 2130, then to begin a slow decline. Without inbreeding, the population would be expected stabilize at 887–1465 birds (median 1131). Such analysis, therefore, makes it possible to empirically derive the information needed for rational decisions about inbreeding management while accounting for multiple sources of uncertainty.  相似文献

As people encroach increasingly on natural areas, one question is how this affects avian biodiversity. The answer to this is partly scale‐dependent. At broad scales, human populations and biodiversity concentrate in the same areas and are positively associated, but at local scales people and biodiversity are negatively associated with biodiversity. We investigated whether there is also a systematic temporal trend in the relationship between bird biodiversity and housing development. We used linear regression to examine associations between forest bird species richness and housing growth in the conterminous United States over 30 years. Our data sources were the North American Breeding Bird Survey and the 2000 decennial U.S. Census. In the 9 largest forested ecoregions, housing density increased continually over time. Across the conterminous United States, the association between bird species richness and housing density was positive for virtually all guilds except ground nesting birds. We found a systematic trajectory of declining bird species richness as housing increased through time. In more recently developed ecoregions, where housing density was still low, the association with bird species richness was neutral or positive. In ecoregions that were developed earlier and where housing density was highest, the association of housing density with bird species richness for most guilds was negative and grew stronger with advancing decades. We propose that in general the relationship between human settlement and biodiversity over time unfolds as a 2‐phase process. The first phase is apparently innocuous; associations are positive due to coincidence of low‐density housing with high biodiversity. The second phase is highly detrimental to biodiversity, and increases in housing density are associated with biodiversity losses. The long‐term effect on biodiversity depends on the final housing density. This general pattern can help unify our understanding of the relationship of human encroachment and biodiversity response. All U.S. federal agencies administering environmental laws purport to practice adaptive management (AM), but little is known about how they actually implement this conservation tool. A gap between the theory and practice of AM is revealed in judicial decisions reviewing agency adaptive management plans. We analyzed all U.S. federal court opinions published through 1 January 2015 to identify the agency AM practices courts found most deficient. The shortcomings included lack of clear objectives and processes, monitoring thresholds, and defined actions triggered by thresholds. This trio of agency shortcuts around critical, iterative steps characterizes what we call AM‐lite. Passive AM differs from active AM in its relative lack of management interventions through experimental strategies. In contrast, AM‐lite is a distinctive form of passive AM that fails to provide for the iterative steps necessary to learn from management. Courts have developed a sophisticated understanding of AM and often offer instructive rather than merely critical opinions. The role of the judiciary is limited by agency discretion under U.S. administrative law. But courts have overturned some agency AM‐lite practices and insisted on more rigorous analyses to ensure that the promised benefits of structured learning and fine‐tuned management have a reasonable likelihood of occurring. Nonetheless, there remains a mismatch in U.S. administrative law between the flexibility demanded by adaptive management and the legal objectives of transparency, public participation, and finality.  相似文献

Freshwater protected areas are rare even though freshwater ecosystems are among the most imperiled in the world. Conservation actions within terrestrial protected areas (TPAs) such as development or resource extraction regulations may spill over to benefit freshwater ecosystems within their boundaries. Using data from 175 lakes across Ontario, Canada, we compared common indicators of fish‐assemblage status (i.e., species richness, Shannon diversity index, catch per unit effort, and normalized‐length size spectrum slopes) to evaluate whether TPAs benefit lake fish assemblages. Nearest neighbor cluster analysis was used to generate pairs of lakes: inside versus outside, inside versus bordering, and bordering versus outside TPAs based on lake characteristics. The diversity and abundance indicators did not differ significantly across comparisons, but normalized‐length size spectrum slopes (NLSS) were significantly steeper in lakes outside parks. The latter indicated assemblage differences (greater abundances of small‐bodied species) and less‐efficient energy transfer through the trophic levels of assemblages outside parks. Although not significantly different, pollution‐ and turbidity‐tolerant species were more abundant outside parks, whereas 3 of the 4 pollution‐intolerant species were more abundant within parks. Twenty‐one percent of the difference in slopes was related to higher total dissolved solids concentrations and angling pressure. Our results support the hypothesis that TPAs benefit lake fish assemblages and suggest that NLSS slopes are informative indicators for aquatic protected area evaluations because they represent compositional and functional aspects of communities.  相似文献

The Passenger Pigeon (Ectopistes migratorius) was a social breeder, and it has been suggested that the species experienced functional extinction, defined as a total reproductive failure, prior to its actual extinction in the early years of the 20th century. We applied a novel randomization test based on the relative times of the most recent egg‐ and skin‐specimen sightings (i.e., recorded date of specimen collection) to test for functional extinction. For a total of 6 eggs and 27 skins, the observed significance level was 0.38, which indicated that the species did not become functionally extinct. Thus, proposals to reverse its rapid decline in the late 19th century could have been successful.  相似文献

ABSTRACT: This paper reports the use of a water negotiation model, the Legal‐Institutional Analysis Model (LIAM), in the bi‐national setting of the U.S. and Mexico in the Paso del Norte region. The following study discusses the results of developing baseline data where interstate, international, and cultural factors, as well as a long history of conflict, impact on negotiations and the extent to which the LIAM is a valuable tool for analyzing behavior among institutional actors in such a setting. The findings suggest that most water policy actors in the region prefer brokered solutions as defined within the LIAM framework.  相似文献

In early 1980 an extension agent was assigned to the rural municipality of Bangui, Ilocos Norte, Philippines to work on development projects – in particular the improvement of the supply of safe water for drinking and sanitation. After many months of visiting spring sites and meeting with community leaders, a small part of the municipality was selected to build a gravity fed piped water system. Although the system took many months to plan, identify funding and construct, the 600 community members were ultimately rewarded with house to house connections that enabled them to achieve per capita water consumption levels above the minimum levels recommended by the World Health Organization. Of course, money was critical to ensure the project’s success, but many other factors played an equally critical role. For instance, without the active participation of the community and the unwavering support of the community leadership the project would not have survived the initial planning stage. Also, the extension agent played a critical role by acting as a conduit between funding agencies, the Bureau of Public Works and the community. The primary lesson to be learned from this experience is that the success of rural development projects is largely driven by the synergy between the community, technical support, financial support, and agents of change such as extension agents. If any of these ingredients had been lacking, the project result would likely have been far different.  相似文献

Globally, agriculture is the greatest source of threat to biodiversity, through both ongoing conversion of natural habitat and intensification of existing farmland. Land sparing and land sharing have been suggested as alternative approaches to reconcile this threat with the need for land to produce food. To examine which approach holds most promise for grassland species, we examined how bird population densities changed with farm yield (production per unit area) in the Campos of Brazil and Uruguay. We obtained information on biodiversity and crop yields from 24 sites that differed in agricultural yield. Density–yield functions were fitted for 121 bird species to describe the response of population densities to increasing farm yield, measured in terms of both food energy and profit. We categorized individual species according to how their population changed across the yield gradient as being positively or negatively affected by farming and according to whether the species’ total population size was greater under land‐sparing, land‐sharing, or an intermediate strategy. Irrespective of the yield, most species were negatively affected by farming. Increasing yields reduced densities of approximately 80% of bird species. We estimated land sparing would result in larger populations than other sorts of strategies for 67% to 70% of negatively affected species, given current production levels, including three threatened species. This suggests that increasing yields in some areas while reducing grazing to low levels elsewhere may be the best option for bird conservation in these grasslands. Implementing such an approach would require conservation and production policies to be explicitly linked to support yield increases in farmed areas and concurrently guarantee that larger areas of lightly grazed natural grasslands are set aside for conservation.  相似文献

Although the genetic and ecological effects of population declines in endangered species have been well studied, little is known of the social consequences. Changes in signaling behavior may result in disrupted communication and affect both reproductive and conflict‐resolution activities. The North Island Kōkako (Callaeas wilsoni) is an endangered, duetting (i.e., alternating, coordinated singing by mated pairs) songbird endemic to New Zealand temperate rain forests. Scattered populations (approximately 1500 individuals in 13 surviving and 11 translocated populations) in isolated conservation areas of different sizes have been rescued from extirpation and are currently recovering. We examined key song attributes of the Kōkako to assess whether population size or growth rate are related to song complexity, the reduction of which may compromise effective communication. We analyzed song repertoire size and phrase‐type sharing (i.e., Jaccard index of similarity), vocal performance (singing rates, song switching rates, and diversity of phrase types), and song syntactical characteristics (i.e., unpredictability in sequences of phrase types) in surviving and translocated populations (populations of approximately 19–250 territorial individuals). Population size was positively correlated with a population's song repertoire, song diversity, and switching of song phrase types and negatively correlated with shared phrase types and variation in syntactical structure of songs. Population growth rate correlated positively with pair repertoire size, population repertoire size, and singing rates during song bouts. As for solo‐singing species in fragmented landscapes, songs in the fragmented populations of Kōkako appear to be undergoing microevolution as occurs in island colonization events. Our results suggest that vocal changes in small populations could affect population establishment and growth, particularly in multiple‐source translocations. We believe measurement of vocal behavior could be used as a supplement to periodic population censuses to allow more frequent monitoring of population size. Conservation practitioners widely recognize the importance of making decisions based on the best available evidence. However, the effectiveness of evidence use in conservation planning is rarely assessed, which limits opportunities to improve evidence-based practice. We devised a mixed methodology for empirically evaluating use of evidence that applies social science tools to systematically appraise what kinds of evidence are used in conservation planning, to what effect, and under what limitations. We applied our approach in a case study of the Nature Conservancy of Canada (NCC), a leading land conservation organization. We conducted qualitative and quantitative analyses of 65 NCC planning documents (n = 13 in-depth) to identify patterns in evidence use, and surveyed 35 conservation planners to examine experiences of and barriers to using evidence. Although claims in plans contained a wide range of evidence types, 26% of claims were not referenced or associated with an identifiable source. Lack of evidence use was particularly apparent in claims associated with direct threats, particularly those identified as low (71% coded as insufficient or lacking evidence) or medium (45%) threats. Survey participants described relying heavily on practitioner experience and highlighted capacity limitations and disciplinary gaps in expertise among planning teams as barriers to using evidence effectively. We found that although time-intensive, this approach yielded actionable recommendations for improving evidence use in NCC conservation plans. Similar mixed-method assessments may streamline the process by including interviews and refining the document analysis frames to target issues or sections of concern. We suggest our method provides an accessible and robust point of departure for conservation practitioners to evaluate whether the use of conservation planning reflects in-house standards and more broadly recognized best practices.  相似文献
