Free, prior, and informed consent (FPIC) is now a globally established norm and is a condition of equitable engagement with Indigenous peoples and local communities in biodiversity conservation. However, implementation is frequently questioned in terms of its efficacy in top-down-driven governance contexts. Local officials represent core voices often absent from mainstream discourse. Conservation practices are framed by local discourses, value frameworks, and relationships that offer critical opportunities to tailor localized consent processes. Relative to an FPIC process for a prospective World Heritage Site in Hin Nam No National Park, Laos, we examined the importance of mediation by local officials in a comanagement context. The mediation led to commitments to address long-standing community grievances and reconcile conservation and development relationships in the area. Building the capacity of local officials as critical duty-bearers helped shape rights-based conservation and development outcomes. Enhancing nonconfrontational mechanisms for rights holders to air concerns and dialogue spaces for duty-bearers to respond plays a key role in this respect. 相似文献

A World Heritage (WH) designation requires that international obligations to protect and conserve pre-eminent natural and cultural heritage properties be implemented at a local level. As part of this obligation to protect, each WH property needs to be demarcated in space (or bounded). While there is a large literature relating to the efficacy of protected area management from a wide variety of perspectives which include, but are not limited to, tourism, livelihood and dislocation issues, this paper argues that further studies that specifically assess the significance and/or relevance of WH property boundary-making from a local perspective are required to aid WH site management. Using the Angkor Archaeological Park WH property in Cambodia as a case study, this paper documents local perceptions about WH boundaries, and demonstrates that, in this example, there is a discrepancy between local expectations and the official designation of the spatial extent for the heritage property. Moreover, it is argued that the unique circumstances surrounding the listing of Angkor resulted in rigid boundaries that lack local resonance and that continue to create challenges for local people and the management authority. Although Angkor's circumstances are inimitable, there are wider lessons that can be drawn from this example about the efficacy of WH and protected area ‘boundary-making'. 相似文献

在泸州市2016—2020年大气降水监测数据的基础上,借助聚类分析、多元方差分析等统计分析手段,对原有降水监测点位进行优化研究,并验证优化结果。在遵循《酸沉降监测技术规范》(HJ/T 165—2004)点位布设要求的前提下,建立了降水监测点位评价体系,从原有7个降水监测点位中优化筛选出3个。优化后的点位对监测结果的影响显著性均>0.05,表明优化前后全市降水数据无显著性差异,该优化方案不会影响区域整体代表性。 相似文献

/ Environmental regulatory agencies are responsible for protecting human health and the environment in their constituencies. Their responsibilities include the identification, evaluation, and cleanup of contaminated sites. Leaking underground storage tanks (USTs) constitute a major source of subsurface and groundwater contamination. A significant portion of a regulatory body's efforts may be directed toward the management of UST-contaminated sites. In order to manage remedial sites effectively, vast quantities of information must be maintained, including analytical dataon chemical contaminants, remedial design features, and performance details. Currently, most regulatory agencies maintain such information manually. This makes it difficult to manage the data effectively. Some agencies have introduced automated record-keeping systems. However, the ad hoc approach in these endeavors makes it difficult to efficiently analyze, disseminate, and utilize the data. This paper identifies the information requirements for UST-contaminated site management at the Waste Cleanup Section of the Department of Environmental Resources Management in Dade County, Florida. It presents a viable design for an information management system to meet these requirements. The proposed solution is based on a back-end relational database management system with relevant tools for sophisticated data analysis and data mining. The database is designed with all tables in the third normal form to ensure data integrity, flexible access, and efficient query processing. In addition to all standard reports required by the agency, the system provides answers to ad hoc queries that are typically difficult to answer under the existing system. The database also serves as a repository of information for a decision support system to aid engineering design and risk analysis. This paper aims to give practical meaning to ‘capacity building’ through (a) identifying a suite of practical measures, such
as mentoring or best practice guidelines, that have been shown to or are considered to build human, social, institutional,
and economic capital; (b) placing these measures within a broader systems framework; and (c) exploring stakeholder feedback
on specific measures to inform framework implementation. The 29 measures described provide actors, whether government or nongovernment,
with a suite of practical investment choices for building capacity. These measures are then clustered into eight groups according
to their primary purpose and placed within a systems framework. The framework provides a tool for actors with responsibilities
for or an interest in capacity building to inform more holistic and strategic targeting of effort and investment. Stakeholder
feedback gathered through surveys and workshops is subsequently reported to further inform implementation of specific measures
within the framework’s eight groupings. The framework presented may be built upon through the identification and inclusion
of further capacity building measures. The research is conducted within the context of decentralized governance arrangements
for natural resource management (NRM), with specific focus on Australia’s recently formalized 56 NRM regions and their community-based
governing boards as an informative arena of learning. Application of the framework is explored in the Australian setting through
the identification and comparison of measures supported and most preferred by four major stakeholder groups, namely board
members, regional NRM organization staff, policy/research interests, and Indigenous interests. The research also examines
stakeholder perceptions of capacity issues, and whether these issues are likely to be addressed through implementing their
preferred measures.

In recent times, the prices of internationally traded metals have reached record highs and there is considerable uncertainty regarding their future. This phenomenon is partially driven by strong demand from a small number of emerging economies, such as China and India. This paper uses a long time-series (1900–2007) on 21 metals prices to investigate their properties, and presents unique features of their volatility, including a decomposition into within- and between-group components. If most volatility is commodity-specific rather than “global”, then metals-exporting dependent economies can smooth income via diversification. 相似文献

Conflicts between industrial development and environmental conservation can be particularly acute when such development occurs in the vicinity of World Heritage sites. A key example is the Great Barrier Reef World Heritage Area (GBRWHA) in northeastern Australia, where a 2012 review by the World Heritage Council found that rapid port development inshore of the coral reef posed significant risks to local marine ecosystems. Such instances pose pressing challenges for decision‐makers seeking to manage World Heritage sites for multiple values and needs, including those of key stakeholder groups, such as local communities. There is increasingly a societal expectation that public decision‐making takes into account local views and priorities, and that companies seek a ‘social license to operate’. This research explored local community attitudes toward port development associated with the export of liquefied natural gas (LNG) and coal through the GBRWHA. Using data drawn from a survey and interviews, the research examined how a range of geographical factors, including proximity to gas infrastructure and the perceived impacts and risks of development to the local community, economy and environment shape community perceptions of the industry. Findings suggest that local attitudes toward gas and coal terminal development inshore of the GBRWHA are shaped predominantly by community perceptions of environmental impacts and risks associated with such infrastructure, in contrast to a broader public narrative that focuses largely on economic benefits. A complex combination of other factors, including social impacts, personal environmental values, community trust in industry, and equity in decision‐making and distribution of the risks and benefits of industrial development also contribute. Placed in a broader, global context, the findings have important implications for public decision‐making processes in Australia and elsewhere as they suggest that, for local communities, the perceived impacts of gas development on the environment may overshadow the benefits of industry. 相似文献

Geologic carbon sequestration is the injection of anthropogenic CO2 into deep geologic formations where the CO2 is intended to remain indefinitely. If successfully implemented, geologic carbon sequestration will have little or no impact on terrestrial ecosystems aside from the mitigation of climate change. However, failure of a geologic carbon sequestration site, such as large-scale leakage of CO2 into a potable groundwater aquifer, could cause impacts that would require costly remediation measures. Governments are attempting to develop regulations for permitting geologic carbon sequestration sites to ensure their safety and effectiveness. At present, these regulations focus largely on decreasing the probability of failure. In this paper we propose that regulations for the siting of early geologic carbon sequestration projects should emphasize limiting the consequences of failure because consequences are easier to quantify than failure probability. 相似文献
