生态社会主义及其双重价值研究

生态社会主义是当代西方一种具有重要影响的左翼社会思潮,它致力于生态原则与社会主义的结合,要求超越资本主义与现存的社会主义模式,主张在对资本主义进行批判和建议的基础上,建立新的绿色社会、生态现代化的社会和全面发展的社会。生态社会主义具有历史的进步性与理论和实践上的局限性双重社会价值,我们应当汲取生态社会主义的积极思想,为中国生态文明建设提供有益借鉴。     

Preserving Wilderness or Protecting Homelands? Intersections and Divergences in Activist Discourses About Mining in Ontario’s Far North

Northern Ontario’s Ring of Fire/Wawangajing controversy constitutes a complex site of debate about the risks and benefits of mining in an area of major ecological significance that is also the ancestral territory of nine First Nation communities. This paper investigates the rhetorical alignments and divergences in public calls by Matawa First Nations tribal council and the Ontario Wildlands League for stronger environmental assessment of mining projects than that favoured by the Canadian government. Tracing the terminologies each group uses to describe the affected region and its inhabitants in its activist rhetoric about EA offers insight into the contingent, shifting ways in which wilderness advocacy and Indigenous justice discourses may speak together yet distinctly within contemporary environmental-natural resource disputes.     

Beyond performance and protocols: early responders' experiences of multiple accountability demands in the response to the 2015 Nepal earthquake

Critics have long questioned the push for professionalised and performance‐driven accountability in the humanitarian sector, yet the matter is largely treated as a ‘back office’ issue of standards, guidelines, and processes. Scant attention is paid to the accountability demands experienced by early responders to disasters. Set in the contested climate of the emergency response to the earthquake in Nepal on 25 April 2015, and drawing on interviews with 15 early responders, this paper reveals three forms of accountability demands: (i) accountability as compliance; (ii) accountability as the object of government regulation; and (iii) accountability as public opposition and interrogation. Beyond the performance‐centric, non‐governmental organisation‐driven understanding of accountability, early responders to the earthquake experienced multidirectional accountability demands, not only from donors and beneficiaries, but also from the national government and wider public. Engaging with public criticism is a significant feature of early responders' responsibility that warrants further consideration by the humanitarian community.     

Application of adaptive heuristic criticism control (AHCC) to dye wastewater

This paper presents an experimental application of AHCC to study the coagulation process of wastewater treatment in a dye plant. Also this study includes a series of tests in which an AHCC control was used for pH control. The performance results of the AHCC controller are compared with the results obtained by using a conventional proportional-integral-derivative (PID) algorithm. It is useful to compare PID with AHCC to illustrate the extreme range of the nonlinearity of the dye wastewater treatment process. Although the removal of pollutants from wastewater is similar with AHCC and PID, our results show excellent AHCC performance in the region where conventional PID control fails.     

审视目前的环境影响评价

现行环境影响报告书虽已不堪重负,但环评仅仅作为取得行政手续一纸文书的作用仍然十分明显。环评中还有很多问题受到各方质疑,基层环评人员存在普遍的迷茫。环评对控制项目最终的污染影响到底有多大的作用?环评的数据和结论为什么常常遭到怀疑?公众对环评、企业和政府为什么缺乏信任?本文以基层普通环评人员的视角,概述目前中国环评的情状和疑议,分析以前少有讨论但实际上普遍存在的问题和症结,并试图提出一些改进建议。     

The Story of an Emerging Energy Issue: National Television News Coverage of Fracking in the United States

ABSTRACT

This is a narrative analysis that documents how the issue of fracking emerged in national television evening news programs in the United States from 2010 to 2013. Four features of narrative – character, setting, narration, and causal relationships – are central to stories that began with controversy and contamination, but then shifted to boomtowns and energy independence, suggesting that news coverage became more industry-oriented over time.
