Sexual selection has long been proposed as a mechanism leading to the diverse cichlid (Teleostei: Cichlidae) fauna of Lake Malawi, Africa. Many of the shallow-water, sand-dwelling, bower-building cichlid species are particularly well suited for studies of sexual selection because they participate in leks. Since females in lekking systems appear to acquire only genetic material from their mates, it has been suggested that leks are ideal systems to study female mate choice. The objectives of the investigation were to examine Lethrinops c.f. parvidens male bower characteristics (i.e., bower size and location) as well as other male characteristics (i.e., length, gular color, and duration on the lek) for their influence on male mating success as measured by the number of visits, circles, and eggs laid by females. These measures are nested in that a visit by a female may or may not lead to circling, and circling by a female may or may not lead to egg-laying. We found increased bower height and higher numbers of conspecific neighbors (analogous to shallow-water, near-shore bower positions) to be positively, significantly associated with the number of visits by females. The only significant correlate with the number of circles was visits, and similarly circles was the only significant correlate with the number of eggs laid. The R 2 value for the egg-laying regression was quite low (19.8%) compared with visits (54.3%) and circling (78.9%), suggesting that females may be using additional cues, that we failed to measure, when in close proximity to males or simply that a small proportion of the females were ready to spawn. Both indirect selection and direct selection pressure due to egg predation may have influenced female choice on the lek. Current flood risk strategies in Malawi are characterized by community-based flood risk management (CB-FRM), even though studies explicitly documenting evidence of successful CB-FRM remain limited. This paper investigates the realities and challenges of CB-FRM as seen through a lens of different stakeholders. In order to capture the experiences of CB-FRM, a predominantly qualitative research framework was developed. In 2016, 11 focus group discussions with stakeholder groups (local communities, local government and non-governmental organisations) were held. Additionally, informal discussions, field visits, a short survey and an extensive desk study were undertaken. The findings were analysed according to the major themes that emerged related to the realities and challenges of specific stakeholder groups. Although response and relief still remain prominent components of CB-FRM in Malawi, a number of mitigation and preparedness activities is observed. However, a lack of in-country resources, relief-oriented aid approaches and an ‘aid dependency’ syndrome represent obstacles. Different stakeholder groups share similar challenges in terms of financing, participation, decentralised governance and project management. Lack of project sustainability and localised ownership also emerged as major challenges. The identified challenges shed light on the frontiers and directions in which improvements are needed, thus offering a valuable contribution to the existing knowledgebase.  相似文献

This paper explains how the well-accepted concept of improved stakeholder participation during mineral policy development leads to a national mineral policy that accommodates the diverging views and interests that allows wide acceptance of decisions, enhancing the success of implementation and, ultimately, national benefits. This process is based on lessons learnt during the South African experience and has been successfully applied in the development of the Namibian and Malawian national minerals policies. An effective policy in the SADC will engineer the delicate balance between poverty reduction and an internationally competitive minerals sector. This balance enhances the possibility of long-term economic growth and development in the SADC region. The overriding advantage of this strategy is that it generates ‘home-grown’ policy instruments and implementation of mineral law with which stakeholders can identify. This process presents a new challenge to traditional policy formulation strategies in emerging economies and the bottom-up approach, linked to wide political support, allows the potential realisation of national objectives.  相似文献

Chiefs are at the centre of household and community development efforts in most low‐income countries around the world. Yet, researchers and scholars have paid limited attention to the institution of chieftaincy and to understanding its role in the management of climate change adaptation and disaster risk reduction. This paper draws on a micro ethnographic evaluation conducted in two predominantly rural districts of Malawi in southeast Africa to assess two different manifestations of elite control. In the first case, a resettlement programme was implemented where chiefs were co‐opted and took the lead. In the second case, a food insecurity response programme was designed to exclude chiefs. The study finds that neither co‐opting nor countering chiefs prevents elite capture. Rather, the majority of chiefs oscillate between malevolent and benevolent capture. The findings require that states focus on the cultural and political dimensions of rural life when designing climate change adaptation and disaster risk reduction programmes.  相似文献

Wetland socio-ecological systems provide livelihood benefits for many poor people throughout the developing world, yet their sustainable development requires local utilisation strategies that balance both environmental and development outcomes. Community-based local institutional arrangements that mediate peoples’ relationships with their environment and facilitate adaptive co-management offer one means of achieving this, and increasingly many NGOs and development practitioners have sought to integrate local institutional capacity building into development projects. In the context of wider academic debates surrounding the long-term sustainability of externally facilitated local institutions, this article draws on the experiences of the three-year Striking a Balance (SAB) project in Malawi which sought to embed sustainable wetland management practices within community-based local institutional arrangements. Drawing on field data collected through participatory methods at three project sites some 5 years after the cessation of project activities, we examine the extent to which SAB’s local institutional capacity building has been successful, and from this draw some lessons for externally driven project interventions which seek win-win outcomes for people and the environment. With reference to Elinor Ostrom’s design principles for long-enduring common property resource institutions, we suggest that the observed declining effectiveness of SAB’s local institutions can be attributed to issues of stakeholder inclusiveness and representations; their sustainability was arguably compromised from their inception on account of them being nested within pre-existing, externally driven village ‘clubs’ whose membership and decision-making was not congruent with all the wetland stakeholders within the community.  相似文献

Ecosystem-focused models have, for the first time, become available for the combined demersal and pelagic components of a large tropical lake ecosystem, Lake Malawi. These provide the opportunity to explore continuing controversies over the production efficiencies and ecological functioning of large tropical lakes. In Lake Malawi these models can provide important insight to the effect of fishing on fish composition, and the potential competition that the lakefly Chaoborus edulis may have with fisheries production. A mass-balanced trophic model developed for the demersal fish community of the southern and western areas of Lake Malawi was integrated with an existing trophic model developed for the open-water pelagic. Input parameters for the demersal model were obtained from a survey of fish distributions, fish food consumption studies, and from additional published quantitative and qualitative information on the various biotic components of the community. The model was constructed using the Ecopath approach and software. The graphically presented demersal food web spanned four trophic levels and was based primarily on consumption of detritus, zooplankton and sedimented diatoms. Zooplankton was imported into the system at trophic levels three and four through fish predation on carnivorous and herbivorous copepods and Chaoborus larvae. It is proposed that the primary consumption of copepods was by fish migrating into the pelagic zone. Chaoborus larvae in the demersal were probably consumed near the lakebed as they conducted a daily migration from the pelagic to seek refuge in the sediments. This evidence for strong benthic-pelagic coupling provided the opportunity for linking the demersal model to the existing model for the pelagic community so producing the first model for the complete ecosystem. Energy fluxes through the resulting combined model demonstrated that the primary import of biomass to the demersal system was detritus of pelagic origin (72.1%) and pelagic zooplankton (10.6%). Only 15.8% of the biomass consumed within the demersal system was of demersal origin. Lakefly production is efficiently utilised by the lake fish community, and any attempt to improve fishery production through introduction of a non-native plantivorous fish species would have a negative impact on the stability and productivity of the lake ecosystem.  相似文献
