面向国土空间规划的科学性、可操作性、层级性等内涵,探讨了资源环境承载能力评价和国土空间开发适宜性评价(“双评价”)与国土空间规划之间的基本逻辑问题、应用挑战与应对方法。通过系统梳理“双评价”的理论发展和相关政策响应,剖析了“双评价”在应用探索、内涵扩充、系统支撑三个阶段的研究重点和服务目标,阐明了承载力评价与适宜性评价之间关联逻辑的演进历程。总结了当前“双评价”在应用上的几个关键挑战:一是“双评价”应用于“三区三线”划定的逻辑尚未明确;二是当前承载能力评价与未来规划决策之间存在逻辑悖论;三是“双评价”在不同层级国土空间规划中传导失灵;四是两个评价之间的关联逻辑仍存在争议。为此,提出了应对“双评价”挑战的四点建议:深化理论认知、拓展评价维度、建立传导机制、厘清内在关系,以提升“双评价”对国土空间规划决策的支撑能力。  相似文献

将突发事件应对能力分为一般应对能力和特殊应对能力,以大学生为样本编制量表,在社会居民中验证其适用性,量表有良好的信效度和适用性。对浙江省11个地区的居民抽样调查表明,积极行为能力强于情绪管理能力,传染疾病和火灾应对能力比较强,食物中毒应对能力比较弱;城市居民强于农村居民,男性比女性强;社会居民强于大学生,50岁以下的比较强;机关干部最强,农民最弱;受训者强于未受训者,受训者太少。突发事件应对训练竭待加强。  相似文献

Our study examines how personality and coping influence soldiers' psychological health among 648 US Army personnel who were at that time deployed in Iraq at the height of an insurgency. Conscientiousness, neuroticism, and extraversion were associated with different coping behaviors, and these were in turn related to psychological distress. Conscientiousness was positively associated with problem‐focused coping and negatively with avoidance coping, whereas neuroticism was most positively associated with avoidance coping. Extraversion was positively related to both seeking social support and avoidance coping. As expected, avoidance coping was positively associated with psychological distress. Coping style explained more variance in the relationship between personality and distress among soldiers who perceived higher levels of threat, thus supporting a moderated mediation hypothesis. We discuss implications for facilitating the stress coping of workers who face acute and potentially traumatic stress exposures. Copyright © 2011 John Wiley & Sons, Ltd.  相似文献

This paper explores the level of vulnerability to the hazard of fire that exists in Makola Market in Accra, Ghana, and assesses how this threat can be reduced through a community‐based risk assessment. It examines the perceptions of both market‐stall occupants and primary stakeholders regarding the hazard of fire, and analyses the availability of local assets (coping strategies) with which to address the challenge. Through an evaluation of past instances of fire, as well as in‐depth key stakeholder interviews, field visits, and observations, the study produces a detailed hazard map of the market. It goes on to recommend that policymakers consider short‐to‐long‐term interventions to reduce the degree of risk. By foregrounding the essence of holistic and integrated planning, the paper calls for the incorporation of disaster mitigation measures in the overall urban planning process and for the strict enforcement of relevant building and fire safety codes by responsible public agencies.  相似文献

为了研究逃生者在疏散标识引导下的火灾疏散效率与逃生认知应对规律,基于实地调研与问卷调查结果,采用Anylogic软件,对常规标识与增设标识2种教学楼火灾疏散情境进行仿真模拟。研究结果表明:在疏散过程中,增设标识能使各疏散出口的疏散时间相对持平,避免了常规疏散中通道过早闲置的现象;人流在一层教学楼的平均疏散时长缩短了约10%,显著缩短了整栋教学楼的疏散时间。据此火灾标识疏散仿真过程与人的认知反应提出了火灾疏散与标识认知应对规律模型。  相似文献

We adopt an interpersonal perspective and examine the adaptive effects of managers' perceived stress on their behavior towards subordinates. Drawing from the transactional model of stress (Lazarus & Folkman, 1984), we advance a model that highlights the propensity for stressed managers to engage in prosocial coping behaviors towards their employees, which in turn are related to lower levels of turnover and higher levels of job performance. We tested our predictions in a sample of 281 employees and their 53 managers working in a clothing retailer in Turkey. Consistent with predictions, we found positive effects of managers' perceived stress on their prosocial coping behaviors and employee outcomes. Managers' perceived stress was positively related to sharing credit with employees for managers who held positive implicit prototypes about employees. Results also indicated that managers' perceived stress was positively related to sharing knowledge with their subordinates regardless of implicit follower prototypes. Both sharing credit and sharing knowledge, in turn, were related to turnover intentions and actual turnover, and sharing credit was related to job performance. This study extends past work by adopting an interpersonal perspective of stress and demonstrating that managerial stress can have positive effects on employee outcomes via prosocial coping behaviors.  相似文献

Although our understanding of workplace stressors has grown across the past 30 years, this research has generally ignored traumatic workplace stressors. This is a serious omission, given that many occupations (e.g., firefighters, emergency medical technicians, and police) are frequently exposed to traumatic stressors. As such, the first purpose of the current study was to examine the impact of exposure to traumatic stressors in firefighters. Post‐traumatic stress disorder (PTSD), burnout, and absenteeism were investigated as cognitive, affective, and behavioral outcomes. Additionally, we sought to investigate coping humor as a mechanism for dealing with traumatic stressors. We frame these expectations by discussing humor from a transactional theory of emotion/coping perspective, as well as through humor's social bonding feature and its ability to combat the physiological impact of stressors. We surveyed 179 firefighters at two time points on relevant variables, with dependent variables collected at Time 2. The results indicated that traumatic events significantly predicted burnout, PTSD, and absenteeism and that coping humor buffered this relationship for burnout and PTSD. We discuss the implications of these findings and call for more research investigating occupations in which traumatic stressors are a concern, as well as for more integration of humor into the workplace literature.
