Whereas past research has treated co-management of common pool resources as if villagers and project implementing authorities
were the only relevant actors, numerous external factors beyond the control of these two partners create barriers to successful
co-management. This paper draws on discussions with Forest Department officials to examine the influence of these forces on
the outcomes of Joint Forest Management (JFM) in Tamil Nadu, India. An empirical inquiry into the operational aspects of JFM
indicates the important roles of political parties, powerful people, and other state institutions and functionaries as well
as the flow of foreign funding. Further, the strong demand by local people for socio-economic development interventions as
opposed to improvement of degraded forests belittles the role of the Forest Department relative to other departments. Numerous
other conditioning factors and relationships are explored. The authors call for reforms in public governance to allow better
participation of all the actors involved for this participatory management approach to succeed and sustain. 相似文献

The implementation of sustainable development may seem a simple concept when written on paper. However to carry-out long term
actions put forward by the Agenda 21 (AG21) at the local level represents one of the main challenges as municipal governments
in general do not have the capacity to effectively implement the process.
Regional environmental assessment (REA) has shown to be effective in supporting decision-making not only to correct environmental
problems due to past unsustainable social-economic developments but also help local governments to implement sustainable actions.
However this requires long-term investments of AG21 plans and projects. The allocation of regular and consistent financial
resources is one of the main ingredients for the sustainable development process. But traditional plans and projects financed
by national and/or international funds may not be sustainable in the long-term because they become dependent on external funding.
Research demonstrate that innovative economic instruments such as ecotaxes represent a feasible alternative to sponsor local
sustainability because taxes are collected permanently by the government and could be invested in continuous actions. Ecotaxes
experiences have provided important reference to structure a municipal incentive model (MIM) to sponsor AG21’s environmental
plans and projects on a long-term (permanent) basis.
However sustainable development cannot be solely through economic investments. A comprehensive municipal environmental management
scheme (MEMS) has been established to support the incentive model. The scheme seeks not only to improve local institutional
framework but also incentive continuous participation of local stakeholders at all levels of society. Participatory events
and the provision of incentives (educational and financial) are key to motivate society to protect the environment and support

Many argue that monitoring conducted exclusively by scientists is insufficient to address ongoing environmental challenges. One solution entails the use of mobile digital devices in participatory monitoring (PM) programs. But how digital data entry affects programs with varying levels of stakeholder participation, from nonscientists collecting field data to nonscientists administering every step of a monitoring program, remains unclear. We reviewed the successes, in terms of management interventions and sustainability, of 107 monitoring programs described in the literature (hereafter programs) and compared these with case studies from our PM experiences in Australia, Canada, Ethiopia, Ghana, Greenland, and Vietnam (hereafter cases). Our literature review showed that participatory programs were less likely to use digital devices, and 2 of our 3 more participatory cases were also slow to adopt digital data entry. Programs that were participatory and used digital devices were more likely to report management actions, which was consistent with cases in Ethiopia, Greenland, and Australia. Programs engaging volunteers were more frequently reported as ongoing, but those involving digital data entry were less often sustained when data collectors were volunteers. For the Vietnamese and Canadian cases, sustainability was undermined by a mismatch in stakeholder objectives. In the Ghanaian case, complex field protocols diminished monitoring sustainability. Innovative technologies attract interest, but the foundation of effective participatory adaptive monitoring depends more on collaboratively defined questions, objectives, conceptual models, and monitoring approaches. When this foundation is built through effective partnerships, digital data entry can enable the collection of more data of higher quality. Without this foundation, or when implemented ineffectively or unnecessarily, digital data entry can be an additional expense that distracts from core monitoring objectives and undermines project sustainability. Collaborative governance is on the rise in the United States. This management approach brings together state and non-state actors for environmental decision-making, and it is frequently used in California for decisions regarding local groundwater management. This study examines groundwater decision-making groups and practices in a central California coastal community to understand whether groups meet specific collaborative governance criteria and whether and why certain subsets of the population are excluded from groundwater decision-making practices. It also identifies actions for better group inclusion. We find that small farmers, the Hispanic/Latino community, and the general public are often excluded from groundwater decision-making groups and practices due to unawareness, mistrust, and insufficient resources. Education and awareness as well as incentives could help increase inclusion. This study provides insights into more equitable groundwater decision-making groups and practices, and also calls for more critical examination of the current stakeholder approach to decision-making. 相似文献

Within the CLEAR project a new approach to integrated assessment modelling has been developed for the participatory integrated
assessment of regional climate change involving citizens' focus groups. The climate change decision problem was structured
by focusing separately on climate impacts and mitigation options. The attempt was made to link the different scales of the
problem from the individual to the global level. The abstract topic of climate change was related to options on the level
of a citizen's individual lifestyle. The option of a low energy society was emphasised in order to embed the climate change
decision problem in a wider range of societal concerns. Special emphasis was given to the characterisation and communication
of uncertainties. The chosen approach allows different kinds of uncertainties in one framework to be addressed. The paper
concludes with a summary of the experience made, and recommendations for the use of models in participatory integrated assessments.

Poaching can disrupt wildlife‐management efforts in community‐based natural resource management systems. Monitoring, estimating, and acquiring data on poaching is difficult. We used local‐stakeholder knowledge and poaching records to rank and map the risk of poaching incidents in 2 areas where natural resources are managed by community members in Caprivi, Namibia. We mapped local stakeholder perceptions of the risk of poaching, risk of wildlife damage to livelihoods, and wildlife distribution and compared these maps with spatially explicit records of poaching events. Recorded poaching events and stakeholder perceptions of where poaching occurred were not spatially correlated. However, the locations of documented poaching events were spatially correlated with areas that stakeholders perceived wildlife as a threat to their livelihoods. This result suggests poaching occurred in response to wildlife damage occurred. Local stakeholders thought that wildlife populations were at high risk of being poached and that poaching occurred where there was abundant wildlife. These findings suggest stakeholders were concerned about wildlife resources in their community and indicate a need for integrated and continued monitoring of poaching activities and further interventions at the wildlife‐agricultural interface. Involving stakeholders in the assessment of poaching risks promotes their participation in local conservation efforts, a central tenet of community‐based management. We considered stakeholders poaching informants, rather than suspects, and our technique was spatially explicit. Different strategies to reduce poaching are likely needed in different areas. For example, interventions that reduce human‐wildlife conflict may be required in residential areas, and increased and targeted patrolling may be required in more remote areas. Stakeholder‐generated maps of human‐wildlife interactions may be a valuable enforcement and intervention support tool. Abstract: Growing threats to biodiversity in the tropics mean there is an increasing need for effective monitoring that balances scientific rigor with practical feasibility. Alternatives to professional techniques are emerging that are based on the involvement of local people. Such locally based monitoring methods may be more sustainable over time, allow greater spatial coverage and quicker management decisions, lead to increased compliance, and help encourage attitude shifts toward more environmentally sustainable practices. Nevertheless, few studies have yet compared the findings or cost‐effectiveness of locally based methods with professional techniques or investigated the power of locally based methods to detect trends. We gathered data on bushmeat‐hunting catch and effort using a professional technique (accompanying hunters on hunting trips) and two locally based methods in which data were collected by hunters (hunting camp diaries and weekly hunter interviews) in a 15‐month study in Equatorial Guinea. Catch and effort results from locally based methods were strongly correlated with those of the professional technique and the spatial locations of hunting trips reported in the locally based methods accurately reflected those recorded with the professional technique. We used power simulations of catch and effort data to show that locally based methods can reliably detect meaningful levels of change (20% change with 80% power at significance level [α]= 0.05) in multispecies catch per unit effort. Locally based methods were the most cost‐effective for monitoring. Hunter interviews collected catch and effort data on 240% more hunts per person hour and 94% more hunts per unit cost, spent on monitoring, than the professional technique. Our results suggest that locally based monitoring can offer an accurate, cost‐effective, and sufficiently powerful method to monitor the status of natural resources. To establish such a system in Equatorial Guinea, the current lack of national and local capacity for monitoring and management must be addressed. 相似文献

Abstract: We examined how differences in local forest‐management institutions relate to disparate anthropogenic forest disturbance and forest conditions among three neighboring montane forests in Tanzania under centralized, comanaged, or communal management. Institutional differences have been shaped by decentralization reforms. We conducted semistructured interviews with members of forest management committees, local government, and village households and measured anthropogenic disturbance, tree structure, and species composition in forest plots. We assessed differences in governance system components of local institutions, including land tenure, decision‐making autonomy by forest users, and official and de facto processes of rule formation, monitoring, and enforcement among the three management strategies. We also assessed differences in frequencies of prohibited logging and subsistence pole cutting, and measures of forest condition. An adjacent research forest served as an ecological reference for comparison of forest conditions. Governance was similar for comanaged and centralized management, whereas communal managers had greater tenure security and decision‐making autonomy over the use and management of their forest. There was significantly less illegal logging in the communal forest, but subsistence pole cutting was common across all management strategies. The comanaged forest was most disturbed by recent logging and pole cutting, as were peripheral areas of the larger centralized forest. This manifested in more degraded indicators of forest conditions (lower mean tree size, basal area, density of trees ≥ 90 cm dbh, and aboveground biomass and higher overall stem density). Greater tenure security and institutional autonomy of the communal strategy contributed to more effective management, less illegal logging, and maintenance of good forest conditions, but generating livelihood benefits was a challenge for both decentralized strategies. Our results underscore the importance of well‐designed institutional arrangements in forest management and illustrate mechanisms for improved forest governance and conservation in the context of Tanzanian decentralization reforms. 相似文献

Farmers in Sahelian countries are confronted with a variety of soil fertility and management problems. During the last two decades, NGOs have worked with farmers and research institutions to develop and test practices that will increase food production, while at the same time enhance the natural resource base.Since 1987, The Rodale Institute (RI) has worked closely with farmers' associations and government institutions to promote regenerative agriculture-farming systems that prioritize the use of local resources while improving them as they are used to grow food, using agro-ecological methods. The Senegalese Agricultural Research Institute has collaborated in this program as a partner of RI. The Senegal Regenerative Agriculture Resource Center model has been applied as a new and viable approach that builds on traditional knowledge and farmer-to-farmer exchange.Research results on soil conservation and improvement have shown that fields spread with amended animal manure or compost yield greater harvests than fields farmed with traditional methods. 相似文献

Over recent decades, public participation in technology assessment has spread internationally as an attempt to overcome or
prevent societal conflicts over controversial technologies. One outcome of this new surge in public consultation initiatives
has been the increased use of participatory consensus conferences in a number of countries. Existing evaluations of consensus
conferences tend to focus on the modes of organization, as well as the outcomes, both procedural and substantial, of the conferences
they examine. Such evaluations seem to rest on the assumption that this type of procedure has universally agreed goals and
meanings, and that therefore consensus conferences can readily be interpreted and applied across national boundaries. This
article challenges this approach to consensus conferences. The core of the article is a study of national differences in ideas
about what constitutes legitimate goals for participatory arrangements. The study looks at three consensus conferences on
GMOs, which took place in France, Norway, and Denmark. Drawing on this study, the article discusses the ways in which interpretations
of the concept of participation; the value attributed to lay knowledge vs. technical expertise; as well as ideas about the
role of the layperson, are all questions that prompt entirely different answers from country to country. Further, the article
analyses these national differences within a theoretical framework of notions of democratic legitimacy. 相似文献
