欧盟绿色新政与绿色协议的影响分析

欧洲是全球绿色发展的领先者,也是环境友好型政策的主要发源地。2019年联合国气候变化大会期间,欧盟发布了欧洲绿色协议,提出到2050年实现温室气体净零排放的目标,并在发展策略上提出了一系列绿色新政,给全球应对气候变化和绿色发展战略带来重大影响,也对我国应对气候变化、绿色治理体系、中欧贸易等方面具有十分重要的借鉴意义。本文系统梳理了全球绿色新政和绿色发展进程,择要阐述了欧洲绿色协议及其行动路线图,研判出值得我国密切关注的相关重大影响。

Analysis on the influences of European Green New Deal

Europe is a global leader in green development and a major source of environmentally friendly policies. During the 2019 United Nations Climate Change Conference, the European Union issued the European Green Deal, proposed to achieve the goal of net zero emission of greenhouse gases by 2050, and proposed a series of green new policies in the development strategy, which has a significant impact on the global response to climate change and green development strategy, and also has a very important impact on China’s response to climate change, green governance system, China-EU trade, etc. This paper systematically combs the global Green New Deal and green development process, expounds the European Green Deal and its action roadmap, studies and concludes three major impacts, which deserve close attention.
