煤炭绿色安全开采项目动态管理与政府资助研究

摘    要:从煤炭企业和政府互动的角度出发,首先对煤炭绿色安全开采项目存在的技术、市场及政策风险进行分析,针对项目整个生命周期的多阶段的内在特点,建立煤炭绿色安全开采项目价值评估的动态决策模型,在规避风险的前提下实现项目价值的最大化。同时,考虑煤炭绿色安全开采中煤炭企业的有限理性,建立了基于有限理性的煤炭绿色安全开采决策模型。对模型中参数进行了分析。模型全面、客观的对煤炭绿色安全开采项目的价值进行了评估,并对政府资助模式和决策进行了剖析。最后,提出了相关的政策建议。为煤炭企业投资和政府资助煤炭绿色安全开采决策、实现最佳的经济效益、环境效益和社会效益提供理论和方法论上的支持。

Abstract:From the perspective of interactionbetween enterprises and governments,the risk in the coal green safety mining projectof technology,market and policy were analyzed. The dynamic decision model for vaue evaluation in coal green mining project was established under the premise of risk aversion and value maximization with the multistage intrinsic characteristics throughout the life cycle. Also,considering the limited rationality of coal companies, the dynamic decision model of company investment based the limited rationality in coal green safety mining project was established. The model parameters were analyzed. This model evaluated the value of the coal green safety mining projects and analyzed the mode of government funding and decision-making comprehensively and objectively. And some policy recommendations were put forward. For coal green safety mining decisions of coal enterprise investment and government-funded,the theoretical and methodological support can be provided to achieve the best economic,environmental and social benefits.
