Abstract: | Using Guangzhou (Canton) as an example, this article examines major political economy problems regarding environmental impact assessment (EIA) in China: (1) difficulties for regulatory agencies to impose EIA procedures and requirements on projects that are sponsored or supported by other government agencies; (2) a lack of strong political constituencies that support environmental protection efforts; and (3) conflicts of interest created by regulatory agencies that attempt to finance their operations through providing services to the regulated for fees. |
