地铁运营安全及对策研究

从城市轨道交通发展及 2 0 0 8年奥运会在北京召开的现状来看 ,如何最大限度地保证运营安全是我国地铁交通急需解决的关键技术难题之一。在对国际和国内地铁运营安全形势分析的基础上 ,笔者提出了地铁运营安全防范的人、物、制度和社会环境四要素 ,以利于下一步地铁运营安全工作的开展。人的要素是指乘客要有较强的安全防法范意识 ,地铁工作人员具有高素质的工作水平。物的要素是指地铁装备防灾抗灾能力强。制度的要素是指安全管理制度规范和完备。社会环境的要素是指全社会共同努力 ,综合整治预防灾难。

Study on Subway Operation Safety and Its Countermeasures

Since urban rail transit is developing so rapidly and Olympic Game will be held in Beijing in 2008, how to ensure the operation safety of subway becomes a crucial technical problem need to be solved urgently. Four elements, i.e. person,substance, rules and regulations and social environment are put forward after analyzing the subway operation safety situations at home and abroad. The person means passengers having high safety and self-protection consciousness and the subway working staff having high working quality. The substance designates that the subway installation possessing powerful accident and disaster prevention function. The rules and regulations must be perfect and standardized to cope with safety management. The social environment is that the whole society must coordinate intimately to prevent the accidents.
