摘    要:阐述了点源与非点源排污交易的基本思路,通过边际削减成本的比较,对交易的经济可行性进行了分析,并指出此种交易模式与传统的点源治理模式的成本差异。在给定的简化条件下,提出了单一点源与单一非点源的交易模型。

Abstract:One cost effective way to control NPS is to expand the regulatory scope to agricultural nonpoint sources and to allow trading of pollution abatement between point and nonpoint sources. Point nonpoint trading would allow point sources to sponsor NPS controls instead of further controls of their own. If NPS loadings are significant and the marginal costs of the abatement are lower than that of further point source reductions, water quality goals could be met less costly with trading. In this paper, the main idea and the feasibility of point nonpoint trading is illustrated, and a simplified trading model is developed.
