港口安全系统管理

港口作为一个城市的水路、海运交通枢纽,在现代综合运输网中占据重要地位。港口安全生产对港口的经营、建设、发展、实现社会功能尤为显要。笔者应用系统管理方法,分析了港口安全系统特点;通过港口事故案例统计,发现了一些港口安全工作失效的因素,指出了港口安全管理存在问题;提出港口安全系统管理应包括十二大管理体系即安全管理组织保证体系、安全生产责任体系、安全生产目标管理体系、安全教育培训体系、安全质量标准化体系、作业现场计划预控与实时监控体系、分承包方事前评估和过程管理体系、重点危险源管理体系、安全投入保证体系、职业安全健康管理体系、安全信息管理体系、应急预案救援体系。该管理方法应用于港口经营活动中,取得较好效果,具有理论性、规律性、创新性和实效性的特点。

Safety System Management of Port

As a window of the city, the port plays an important role in moderm comprehensive transportation network. The work safety of the port is especially vital to the operation, construction and development, moreover, to realization of social functions. The system management method is applied to analyze characteristics of safety management. Through statistics of accident cases at the Fort, ineffective factors in work safety are found indicating problem existed in work safety management. Twelve safety managment systems should be involved, i.e. organizational ensuring system, responsibility system, target management system, training system, safety quality standardization system, planned pre-control and real time inspection system of the operation field, outsourcing pre- and process assessment system, priority risk sources management system, ensuring system of safety investment, occupational safety and health management system, safety information management system, and emergeney rescue system and preparedness. Once these management systems are put into practice, good results showing theoretical value, innovation and real effectiveness could be obtained.
