| 摘 要： | 环保执法"软"是制约环境质量改善的重要因素.环保执法"软"的原因有法制建设、管理体制、制度建设等多个方面.从具体工作中所出现问题的表象看,环保执法软主要来自地方行政干预,其背后是片面的发展观和地方利益.解决环保执法"软",树立科学的发展观和大局利益是基础,加强制度建设是保证,关键是落实行政责任追究,用行政责任追究来弥补在环境保护法律上行政不作为的盲区.

| Abstract: | "Pliable" execution of environmental protection lows is the significant element that restricts the environment quality improvement.Reasons of "Pliable" execution of environmental protection possess lows involve the legal construction,management system and system construction and so on.The problem is,seeing through concrete work,chiefly originated from the local administrative intervention,though the unilateral development view and the local profits are key problems.To resolve the problem,setting up the scientific concept of development and the idea of the overall interests is the base,and strengthening the system construction is the assurace.Investigation of administrative respionsibility is the key to make up for blind area of administrative omission to environmental protection laws. |
