基于复合区位熵的中国油气资源产业集群识别

摘    要:油气产业集群识别为完善区域油气产业发展规划和明确不同区域油气产业集群发育程度差异提供科学依据。本文油气产业集群识别包括产业集群地理边界确定和产业集群辨认,选择行政区划省(直辖市或自治区)作为油气产业集群识别的地理边界;基于企业数量区位熵、产业产值区位熵和就业区位熵提出复合区位熵概念CLQ,并据此将我国12个油气资源富集省区依油气产业集群发育程度辨认(识别)为三个梯队:第一梯队包括新疆、黑龙江、辽宁、天津、山东、甘肃6省区,油气产业上、下游均不同程度地发育产业集群;第二梯队包括陕西、吉林、河北、四川、青海5省区,油气产业上、下游并非均发育产业集群;第三梯队为河南,油气产业上、下游均不发育产业集群;进一步计算12省区油气产业上、下游的CLQ差值,结果表明,总体上我国这12个油气资源富集省区油气产业下游相对于上游发育不足,油气产业链出现"上游大,下游小"的畸形格局。

Abstract:Indentification of industrial clusters of oil and gas provides scientific reference for the improvement of the planning of industrial development of oil and gas and the understanding of the difference in development degree of industrial cluster of oil and gas among different regions.Indentification of industrial cluster of oil and gas in this paper includes inentification of geographic boundaries and identification(narrow sense) of industrial clusters of oil and gas.The administrative provinces(municipal cities or autonomous regions) is selected as geographic boundaries for indentification of industrial clusters of oil and gas.Besed on composite location quotient(CLQ),the weighting average of product value-based location quotient,number of business-based location quotient and number of employee-based location quotient,the development of the industrial clusters of oil and gas of 12 provinces with rich oil and gas resources can be divided into three echelons: the first includes Xinjiang,Heilongjiang,Liaoning,Tianjin,Shandong and Gansu,and these regions develop industrial cluster of oil and gas in different degree both at upstream level and at downstream level;the second includes Shaanxi,Jilin,Hebei,Sichuan and Qinghai,and these develop industrial cluster of oil and gas either at upstream level or at downstream level;the third includes Henan Province and it can develop industrial cluster of oil and gas neither at upstream level nor at downstream level.Besides,computing the gap between CLQ at upstream level or at downstream level of 12 provinces,the paper finds that interior development of industrial clusters of oil and gas of the 12 provinces exists at the downstream level than at the downstream level as a whole,displaying an unbalanced pattern of ’excessiveness in the upstream and limited in the downstream’ of oil and gas industry.
