绿色水电的评价指标体系研究

摘    要:针对当前中国水电开发与生态环境的矛盾以及国内外对绿色水电的不同理解,提出绿色水电是将可持续发展理念引入水电建设,强调人与自然的和谐相处,实现经济与资源、环境的可持续发展的概念。并总结了绿色水电的四个主要特点:以人为本、和谐社会、环境保护和可持续发展。分析了水利水电工程的施工和运营期的主要环境影响以及水利水电工程环境影响的不确定性和多层次、多因素性。结合绿色水电建设特点,将绿色水电的评价分为规划设计、施工和运营三个阶段,分别从绿色水电的四个主要特点出发,按照指标的完备性、独立性、代表性、可比性、可操作性和简练性的原则构建各个阶段的评价指标体系。

Abstract:In view of the contradiction between hydropower development and environment in China, as well as different understanding of green hydropower in the world, the paper suggested that green hydropower had put sustainable development into the hydropower construction. It stressed the concept that people and the Nature should live in harmony, the economy and resources and environment should be achieved in sustainable development. It summed up the green hydropower has the four main characteristics ; people - oriented ; harmonious society; environmental protection and sustainable development. It analyzed the uncertainties and multi - levels and multi - factors of hydropower projects environmental impact. It also analyzed the main environmental impact of hydropower projects during its engineering construction and operation. In the end, the paper gave the evaluation index system in various stages.
