浅谈污染减排“倒逼”效应

邢台市在河北省属经济欠发达城市。“十一五”以来，邢台市委、市政府对欠发达地区如何实现经济发展和污染减排双赢的两难命题进行了深入思考和探讨，坚持以环境保护优化经济发展，综合实施工程减排、结构减排、监管减排，强力推进污染减排，发挥了减排倒逼效应，加速了新兴产业发展，提高了经济可持续发展的水平，实现了经济发展和污染减排的双赢。
