基于工程保险的土建工程施工安全风险管理模式研究

在分析国内外工程保险业务现状的基础上,结合我国工程实际情况,笔者提出了基于工程保险的土建工程施工安全风险管理模式,并对其可行性和管理流程进行了论述;同时,针对该模式在我国土建工程施工安全风险管理中的应用,提出了关于强制性保险、投保主体、市场准入制度及保费返还的建议。该模式充分利用了土建工程施工企业和保险公司之间的利益关系,它的推行将有助于降低土建工程施工安全事故的发生频率和规模,减少社会总资产的损失。

Study on Risk Management Mode of Civil Engineering Construction Based on Project Insurance

Based on the analysis of present overseas and domestic situation of project insurance, and engineering practice in China, the risk management mode of civil engineering construction based on project insurance is put forward and its feasibility and management procedure are described. Some suggestions for its application in China, including compulsive insurance, main body of policy holder, market admittance policy, return of premium, are presented. This risk management mode makes full use of the benefit relationship between the construction enterprise and the insurance company. Its implementation would be helpful to lower the frequency and scale of accident in civil engineering construction so as to decrease the loss of social assets.
