摘    要:当前的水资源开发利用程度评价模型随着区域水资源开发利用系统评价内容的不同而变化 ,精度较难控制 .为解决单项水资源开发利用程度评价指标评价结果的不相容问题 ,提高水资源开发利用程度综合评价各层次的分辨力和评价模型的精度 ,本文给出了水资源开发利用程度综合评价的MATLAB环境下的径向基函数 (RBF)神经网络的结构、设计、仿真函数和图形结果的输出方法 .作为示例 ,对西安市水资源开发利用程度进行了综合评价 .结果表明 ,MATLAB环境下的RBF神经网络评价方法简便有效 ,即具有较强的分类功能 ,又具有较好的排序功能 ,评价结果可靠、适用性强 ,可广泛应用于各种水资源问题的综合评价

Abstract:It is difficult to establish the mathematics model and to control the precision of the assessment models in the complex system of water resources development with multi-index. In order to solve the nonunniformity indexes problem and to raise the model precision of water resources development level assessment, the method, structure, design, simulation and figure output of MATLAB radial basis function network of water resources development level comprehensive assessment are given. As an example, water resources development level is assessed in Xi'an by MATLAB radial basis function network method. The result shows that the method has the features of direct, credibility and good application. It has the functions of classifying and arrangement and it is a good assessment model for various water resources assessments.
