| Abstract: | This paper highlights the theory relating to seeking for the social optimum pollutant discharging level, on which cost benefit analysis of EIA would be made. Concept and procedure of cost benefit analysis are discussed with emphasis on six fundamental methods involved in evaluation technology. |
