迎接我国安全科学学科建设第二个春天——倡导商榷和谐的学术氛围,坚持以人为本、安全发展新理念

回顾中国安全科学学科建设的历程,跨越了两个世纪。笔者认为1982—1992年,以国家公布“安全科学技术”为一级学科即GB/T13745—1992为标志,随后迎来了我国安全科学理论及学科建设发展的第一个春天;2000年至今,特别是中国共产党十六届三中、五中全会以来,提出“科学发展观”、“安全发展”理念并列为国家发展战略规划,为中国安全科学理论发展及学科建设提供了时代新机遇,丰富了创新理念,指明了前进方向,注入动力,迎来了我国安全科学进一步完善和发展的第二个春天。指出当前学术论文投稿中的浮躁现象,应该倡导求真、务实、创新、和谐的学术品格。

Welcoming the Second "Spring" of Discipline Construction of Safety Science in China:Advocating Harmonious Academic Atmosphere and Sticking to the New Idea of People-oriented and Safe Development

The history of discipline construction of safety science in China, spanning two centuries, has been reviewed. With the development of safety science from 1982 to 1992, the nation promulgated “safety science and technology” as the first-class discipline, namely, GB/T13745-1992. With this as a mark, the first “spring” to develop and construct safety science was welcomed in China. From 2000 to now, especially after the Third Plenary Session and Fifth Plenary Session of the Sixteenth Central Committee of the Communist Party of China, the idea of “scientific development” and “safe development” was put forward and ranked among strategic programs of national development. This situation provided a new opportunity of era, enriched the idea of innovation, pointed out advancing direction and input new energy for the theory development and discipline construction of safety science in China, thus, a second “spring” to further develop and perfect safety science was welcomed. Based on the above analysis, the author points out the blundering phenomena in the contribution of academic papers nowadays, and advocates the academic quality of seeking truth and being pragmatic, innovative and harmonious.
