摘    要:本以煤矿企业的二级单位(区队)为具体考察对象,以落实煤矿安全规程为主要目的,通过对国家煤矿安全规程进行详细分析,结合山东省煤矿安全监察局制定的《煤矿安全程度评价办法》,利用层次分析的方法,建立了一个拥有7个一级指标、36个二级指标、l77个三级指标的安全指标评价体系。通过专家打分的方式确定了各级指标体系的相关权重,并确定了相关的打分准则。该指标体系在新汶矿业集团华丰煤矿6个月实践中,排除安全隐患88处,使6件安全事故消失在萌芽状态:表明该体系具有较强的操作性,指标体系的建立具有相对合理性的特点。

Abstract:As the colliery security situation has become a more and more serious concern in our coal mining industry in recent years, the present author began to attack this problem by doing investigations and experiments in a Second Level(the District Team) of the coal mining enterprises concerned. Taking the implementation of the safety regulations of the colliery as the chief goal and analyzing in detail the safety regulations of the state level colliery in reference to those prepared by the Supervisory Bureau of the Safety of Coalmines of Shandong, the paper has made a careful study of the measures on how to stop the likely colliery malignant accidents. On the basis of the analysis of the hierarchy process (AHP), the author has established an assessment system one with 7 top level indexes, 36 second level indexes, 177 tertiary security indexes, which has received the approval and confirmation of the relevant experts and the authoritative departments. The assessment and evaluation index system of the author's has proved feasible through the experimental practice in Xinwen Coal Mining Company Huafeng, Shandong. During the six months of implementation, the system is thought to help to get rid of 88 places of potential safety hazards. Therefore, it will have a great reference value to the security management of the different levels of our coalmine industry.
