Study on Method for Assessing Business Performance of Safety Culture Based on Balanced Score Card

Proper evaluation of the safety culture is helpful in accurately predicting the safety trend, in aimed management of work safety and in self-construction of safety culture so as to promote the safety management. Balanced score card is an effective tool for assessing the business performance and strategic management. It could harmonize and balance the long-term and short-term goals, financial and non-financial goals, internal and external goals of the enterprise, and the goals of individual staff and enterprise team as a whole. Based on dimensionality amending and index choice for the balanced score card, an evaluation model of safety culture is built providing weighting determination, index score determination, index standardization and calculation of score values. The method is exemplified in a coal mine. The results show it could reflect the real operation situation of safety culture in enterprise showing it is an ideal tool for assessing and evaluating business performance of safety culture.
