摘    要:对各类污染物排放实行总量控制计划管理是国家环境政策的必然趋势,科学评价区际排污权分配方案的合理性是其中的一项基础工作。以《国民经济和社会发展第十一个五年规划纲要》中关于各省区化学需氧量(COD)、二氧化硫(SO2)排放总量分配方案为研究对象,应用基于人口的Gini系数法定量评价该方案的合理性。评价结果表明,以人口存量为参考标准,COD排放权分配的基尼系数为0.1643,处于高度平均区间内;SO2排放权分配的基尼系数为0.2277,处于相对平均区间内。总体上该方案具有较强的合理性,影响两种污染物排放权分配合理性的关键因子不尽相同,影响强度也存在显著差别。

Abstract:It was an inevitable trend of the national environmental policy to implement total amount control management on kinds of pollutant emission.And scientific evaluation on rationality about allocation scheme of pollutant emission right each region was the basic work.Taking the allocation scheme about provincial COD,SO2 in the"Economic and Social Development in 11th Five-Year Plan" as the object,the population-based Gini coefficient was used to quantitatively evaluate pollutant emission right allocation′s rationality.The results showed that:taking population as the reference standard,COD emission right allocation′s Gini coefficient was 0.1643 and in the range of highly average;SO2 emission right allocation′s Gini coefficient was 0.2277 and in the range of relatively average;Overall,the allocation scheme was strongly reasonable.The key factors affecting pollutant emission right allocation and its strength were different significantly.
